MINUTES OF CONSULTATION MEETING

The Field Validation Team (FVT) started their field validation by paying courtesy call
to the Barangay Chairperson in coordination for the dissemination of the Notice of
Consultation or pulong-pulong for ARBs and other concerned parties. The Barangay
Chairperson instructed the on-duty Barangay Councilor to notify the abovementioned
names appearing in the CCLOA and other concerned parties with respect to subjected
landholding to be held at Barangay Hall.

At the consultation meeting or pulong-pulong, the FVT had started with the signing of
attendance, as the needed ARBs were already present. The consultation meeting proper
started with a prayer and welcome remarks given by the Barangay Chairperson.
Afterwards, the Legal Officer stated the objective of the the SPLIT project which is “to
fast-track land subdivision/parcelization of Collective Certificates of Land Ownership
Award (CCLOA) and eventually issue individual land titles to ARBs previously awarded
with land and CCLOA under CARP.”

The consultation meeting proceeded with the FVT explaining the documentary
requirements needed in the SPLIT Project and assisting the ARBs in completing said
documents. During the meeting, the FVT validated the following ARBs:

SULPECIO ABON GACITA, annotated as ARB in the CCLOA, deceased, was


represented by his brother, PRIMITIVO ABON GACITA will be assigned to lot number
795-C with an area of 1.5736 has. and will be processed for the generation of individual
title because he is the actual tiller of the lot.

ARCADIO G. ECALDRE annotated as ARB in the CCLOA, deceased, represented


by his cousin SILVERIO AÑANO GACITA will be subject for disqualification for non-
tillage.

The ESS Support Staff also presented and discussed the Environmental and Social
Safeguard requirements and steps as a process during the CCLOA parcelization using
the following Environmental & Safeguard (E&S) management tools in the Environmental
and Social Management Framework (ESMF). Using the accomplished ESMF forms, we
can quickly determine the safeguard issues and requirements for the CCLOA area. This
aims to assess the Environment and Social Screening, rapid and participation rural
assessment before CCLOA will be parcelized.

Based on the rapid and screening process, we identify that Brgy. San Isidro,
Lawaan, with CCLOA No. 00075818, under OCT No 2677, answered no issues for the
following indicators abovementioned. The subjected landholding has a topographic map
with flat and mountainous area and such land is an agricultural far from forest or
protected area. Other ARBs received some government training and livelihood program
from Department of Agriculture and Department of Agrarian which improves their
farming skills and expound their knowledge in farming. The CCLOA holders who till the
land are engaged in different crops while maintaining the original landscape.

After the discussions conducted, the documentations followed, the FVT tried to
conduct house to house visit for those ARBs who failed to appear during the scheduled
meeting. Nevertheless, the documentation of ARBs continues to be pursued at the
earliest possible opportunity and convenience of the ARBs.

After the presentation of the subdivided lots by FVT Geodetic Engineer, the
parties present agreed with respect to their lot allocations.

After the usual open forum, the meeting was adjourned at 11:30 am.
