Before the validation started, the FVT first made sure to issue a Notice of
Meeting to all the CCLOA Holders as well as actual tillers found in the ASP. This
action was done to ensure a complete and thorough processing of the history
and present status of the landholding. Before the conduct of the “pulong-pulong”,
all those present (CCLOA Holders, ASP Tillers, and other concerned parties) are
made aware again of the main objectives of the parcelization program as well as
the various ubiquitous reasons why it is in their best interest to accede with the
program.
The participants are then required to show proof of identity to ascertain that the
FVT is dealing with the correct persons. Also, the participants are told to hold in
abeyance their off-tangent concerns until the FVT is finished with their
investigative questions. During this time, the relevant documents (requested by
the FVT to be brought by the CCLOA holders and the ASP Tillers in advance)
are collected and processed by the FVT.
After the conduct of validation, the team-together with the MARPO and his / her
staff- conducts an on-site validation to confirm the data that was collected during
the conduct of the investigative questioning. The FVT gives special attention to
the lands which are not occupied and those that have relatively large areas. After
the on-site validation, the FVT coordinates with the MARPO Office concerning
the documents collected. The FVT also makes sure to share the available data in
the validation for the checking and easy reference of the MARPO.
IV. ISSUES/PROBLEMS
There were no issues in the landholding in question which would hinder the
parcelization process. The only non-issue encountered was that some ASP
Tillers have managed to occupy the lands because of the long absence of the
CCLOA holder. (non-occupation of the CCLOA Holder.
