The Regional Development Council (RDC):

Serves as the highest governing body responsible for strategic planning and policy formulation within the
area.

Section 4 of Executive Order 325:


The Regional Development Council (RDC) must have the following functions:

- Facilitate the organization and management of the creation and assessment of regional development
plans.

- Incorporate authorized development plans from provinces and cities, line agencies, state universities
and colleges, government-owned and controlled businesses.

- Evaluate and recommend the yearly and multi-year sectoral investment plans of the area for financing
and execution by the national government;

- Analyze and approve the yearly budgets of agency regional offices.

- Encourage and guide the entry and distribution of private investments in the area.

- Evaluate and approve national plans, programs, and projects intended for execution in the regions;

- Facilitate the coordination of the assessment of development initiatives.

- Undertake other correlated functions and activities as required to advance and maintain the socio-
economic development of the areas.
