AN ORDER ESTABLISHING THE OPERATION CENTER FOR HEALTH

EMERGENCY MANAGEMENT SERVICES OF THE LOCAL GOVERNMENT UNIT OF
GALIMUYOD, ILOCOS SUR

WHEREAS, Section 16 of Republic Act No. 716, otherwise known as Local Government Code of 191, provides
that every local government unit shall exercise the powers expressly granted, those necessarily implied there from
form, as well as powers necessary, appropriate or incident for its efficient governance an those that are essential
to the promotion of general welfare;

WHEREAS, Section 2(k) of Republic Act No. 10121, otherwise known as Philippine Disaster Risk Reduction
and Management Act of 2010, recognizes the local risk patterns across the country and strengthens the capacity
of LGUs for disaster risk reduction and management through decentralized powers, responsibilities, and resources
at the regional and local levels;

WHEREAS, Section 2 (1) of Republic Act No. 10121, otherwise known as Philippine Disaster Risk Reduction
and Management Act of 2010, recognizes and strengthens the capacities of the LGUs and communities in
mitigating and preparing for, responding to and recovering from impact of disaster;

WHEREAS, DOH AO No. 29, S.2010, otherwise known as Policies and Guidelines on the Establishment of
Operations Center (OpCen) for Emergencies and Disasters, sought to develop policies and guidelines on the
establishment and management operations, identify the functions of operation center at different levels and set
the minimum specification for the design of an OpCen;

WHEREAS, AO 168, S.204, otherwise known as National Policy on Health Emergencies and Disaster, indicates
that al health facilities should have Emergency Preparedness and Response Plan (now DRRM-H Plan) and Health
Emergency Management Office/Program.

WHEREAS, establishment of a functional health emergency system includes a functional operation center for
command and control, communication and coordination.

NOW, THEREFORE, I, JESSIE B. BALINGSAT, Municipal Mayor of Galimuyod, Ilocos Sur, by virtue of
the powers vested in me by law, do hereby order and decree the establishment of the operation center for health
emergency management system.

Section 1. Location.
The Operation Center for Health Emergency Management System shall be situated at the Rural Health Unit
Building, Poblacion, Galimuyod, Ilocos Sur;

Section 2. Functions.
a. Monitor health and health related events in the city, including all events and gatherings that may have significant
impact on health;

b. Monitor all DOH implementation and response efforts in relation to Code Alerts (White, Blue, and Red);
c. Coordinate all health related efforts to major emergencies and disasters;

d. Prepare reports on time as needed by the situation and properly disseminate to the concerned agencies/offices
including but not limited to the Provincial Health Office, Provincial DOH Office, DOH-RO1 and Provincial
DRRMO;

e. Document all health emergencies and disasters;

f. Facilitate the issuance of appropriate warnings to the LCE, members of HEMS and health facilities in
anticipation of impending emergencies;

g. Coordinate and monitor the mobilization of technical experts and all types of medical and response teams
needed in emergencies and disasters;

h. Coordinate and monitor the mobilization of all logistical requirements needed;

i. Ensure that all communication equipment is available, functional and ready for use;

j. Deploy a member of HEMS to the MDRRMO OpCen as per standard operation procedure when the latter's Red
Alert Status is activated and serve as the health representative to liaise to HEMS OpCen from MDRRMO
OpCen.

Section 3. Repealing Clause.

All orders and similar directives inconsistent with any provision found herein shall be deemed repealed, revoked,
rescinded, amended or superseded accordingly.

Section 4. Effectivity.

This Executive Order shall take effect immediately upon signing, and it shall remain in full force and effect until
repealed, revoked, rescinded, amended or superseded accordingly.
