MINUTES OF THE 6TH REGULAR MEETING OF THE OXYGEN PLANT REVOLVING FUND

COMMITTEE HELD ON TUESDAY 22ND JUNE 2021 IN THE SEMINAR ROOM OF THE
DEPARTMENT OF OBSTETRICS & GYNAECOLOGY

2.2 OPENING REMARKS


The chairman of the house Prof Ngozi C. Orazulike welcomed all members of the committee present at
the meeting and Mr. Manugba Ikechi said the opening prayer at 12:20pm.

2.3 READING/COREECTION/ADOPTION OF THE PREVIOUS MINUTES


The minutes of the previous meeting was distributed among members of the committee and few
corrections were made. A motion for adoption of the minutes was made by Mr. Showers Ukari and
seconded by ADN Florence Iyke. The chairman suggested that the minutes should be circulated prior to
the meeting so that members will have enough time to go through it.

2.4 MATTERS ARISING

2.5 MAINTENANCE OF PLANT

The chairman Prof. Ngozi Orazulike confirmed that the leaking roofs were repaired and extra fans were
purchased. The air conditioner was also confirmed to be in good working conditions and only the power
cable needed to be fixed. It was confirmed by the plant manager that the power cable was fixed.

2.6.0 AGENDA OF MEETING

2.6.1 OXYGEN PIPING SYSTEM

The chairman stated that some monies were donated by a group or individual to secure pipes for SCBU
out-burn. Burns and Plastics did their own piping too through the help of the CMD. The chairman also
stated that some pipes that were put in place by the hospital management at the A&E ward but they
were still leaking and needed to be worked on. And other places like Haematology and Labour ward still
needed pipes to be fixed and provisions are yet to be made towards that direction.

Dr Iroro Yarhare also brought up an idea that instead of waiting for the hospital management, the
department could seek help from donors to get the piping done at a subsidized rate.

2.6.2 COMMERCIALIZATION
The chairman stated that the plant produces about 30 cylinders in a day and up to 28 is used so we do
not have enough oxygen left for sales. However, the house agreed that the commercialization process
should begin and Mr. Showers Ukari suggested that a soft copy of the handbills should be designed and
posted to the Whatsapp platform of the committee before writing to CMAC.

2.6.3 UPTH STRATEGIC COMMITTEE REPORT


The chairman informed the house that the hospital management advised the department heads to draw
a five-year plan or make a budget for the next five (5) years and it should be sent to management
WhatsApp group for corrections and further adjustments. She circulated what was submitted on behalf.

2.6.4 STAFF ISSUES


The chairman brought up the issue of a query that was issued to a particular staff for absconding from
his duties for over a year and a half. Mr. Manugba Ikechi was said to have submitted the query
concerning a staff that stopped coming to work in the guise of a study leave. Dr. Iroro Yarhere advised
that the issue should be written to CMAC through the HOD for proper investigation to be done.

Mr. Manugba Ikechi further complained that the number of staff were insufficient both for the technical
and accounting areas. He requested for extra staff to oversee the sales of oxygen in each ward. It was
agreed that a request be made for more staff from management.

It was also reported to the HOD that one Mr. Welewa, a technical staff in the oxygen plant was queried
for taking money from patients for sale of oxygen without remitting it back to the Department's account.

The chairman said that a panel headed by Dr. Obi Thomas will look into the matter and necessary
actions will be taken to forestall further occurrences in the plant. The chairman also re-iterated that no
form of theft will be condoned in the unit.

Mr. Iroro Yarhare suggested the problems affecting the department should be itemized and sent to the
HOD which will be rightly forwarded to the hospital management.

2.6.5 UPDATE FROM FEDERAL GOVERNMENT ON OXYGEN PLANTS
The chairman notified the house concerning the plans of Federal Government to either build a new
oxygen plant or renovate the already existing ones in all Federal hospitals across the states.

The information also hinted on maintenance services for the oxygen plant and hopefully the monies for
that purpose will be released to the contractors for the work to commence.

2.7 FINANCIAL REPORT


Mr. Manugba presented the financial report to the house and after a brief appraisal by the chairman
and other members of the committee, a decision for the report to be re-done and made explicit for
better understanding was agreed.

2.8 ANY OTHER BUSINESS


Refreshment was served among members of the committee.

2.9 ANNOUNCEMENTS
The chairman appointed ADN Florence Iyke as the vice chairman of the committee to chair the meeting
in the absence of the chairman and the decision was generally accepted by all members of the
committee.

3.0 ADJOURNMENT/CLOSING
Dr. Iroro Yarhare moved the motion for adjournment and it was seconded by Mr. Manugba Ikechi.

Mr. Showers Ukari said the closing prayer at 1:33pm.
