PREFACE

National Competency Standards (NCS) are essential elements for the implementation of a
unified Technical, Vocational Education and Training (TVET) System for Sri Lanka and form
the basis for the National Vocational Qualifications (NVQ) Framework of Sri Lanka, which
provides for the award of nationally recognized qualifications. National Competency
Standards are developed in consultation with industry and are designed using a nationally
agreed specific format to maintain uniformity and consistency.

National Competency Standards specify the level of performance of a competent employee


and the various contexts in which work may take place. National Competency Standards
provide guidelines to assessors and employers regarding the knowledge, skills and attitudes
to be demonstrated by candidates seeking formal recognition for the competencies acquired
through training or work experience.

National Competency Standards;

 focus on what is expected of an employee in the workplace rather than on the


learning process;
 stress upon the ability to transfer and apply knowledge and skills to new situations
and environments;
 emphasis upon outcomes and upon the application of knowledge and skills, not just
the specification of knowledge and skills;
 are concerned with what people are able to do and the ability to perform a task in a
range of contexts; and
 include all aspects of workplace performance and not only narrow task skills.

National Competency Standards serve a number of purposes including provision of


guidelines to;
 curriculum developers about the knowledge, skills and attitudes to be included in the
curriculum;
 competency based assessors about the knowledge, skills and attitudes to be
demonstrated by candidates; and
 Industry about job functions, which in turn can be used for the development of job
descriptions, performance appraisal systems etc.

National Apprentice and Industrial Training Authority (NAITA) is the lead organization for
the development of National Competency Standards which have been validated by the
industry representatives of the National Industrial Training Advisory Committee (NITAC).
The standards so developed are endorsed by the Tertiary and Vocational Education
Commission (TVEC) as National Documents.

Rationale for Development of Diploma in Building Construction Technology Course – NVQ
Level 5 and 6

Building Construction is one of major industrial field in the Civil Engineering among other fields like
Highways, Railways, Bridges, Irrigation, Port and Coastal & Environmental Engineering.

Considering the other major civil engineering fields, building construction industry can be
recognized as a rapid emerging industry with the encouragement for the growth of national
economy. The contribution of construction industry sector to Gross Domestic Product grow year
over year increment from just 6% in year 2009, 8.7% in year 2013 and 9.3% in year 2017.As the
population rises, the number of buildings required for residential, commercial, industrial and other
sectors is increasing, making the limited land available scarce. The high rise buildings are one of
the best solutions to utilize the scare area to cater the increasing population. Therefore, there will
be a pronounced increment in the number of building construction projects in the near future both
locally and internationally. Hence, this will provide more opportunities to the specialists in building
construction industry. Therefore, it is essential to form a work force to fulfill the growing demand in
the building construction industry.

Therefore, it is vital to introduce the building construction course to the NVQ education system to
produce necessary human resources at supervisory level to the industry. In this course there are
many modules and topics related to building construction industry and broader disciplines in the
building construction will be explored with a greater weight on theory rather than on practical and
operational requirements.

On the other hand new concepts have been introduced to the industry such as green building
concepts/techniques, use of software for project planning, drafting and modeling. Therefore it is a
mandatory requirement to include these learning opportunities in the curriculum.

The students, who could not successfully complete their secondary and tertiary education, have
the second opportunity to achieve their aspirations in through the NVQ education system. This
programme provides a path for students to pursue a diploma, degree and post graduate levels.

NATIONAL DIPLOMA IN BUILDING CONSTRUCTION TECHNOLOGY AT NVQ LEVEL 5

1. Purpose of This qualification is for persons working or planning to work in the field of
the Building Construction sector. A person with this qualification has sound
qualification practical and theoretical knowledge and competence to perform work at
supervisory or managerial level in the Building Construction sector.

5. Prerequisite Completion of bridging programme is mandatory for all.

Possible pathways.

1. Relevant NVQ 4 qualification or


2. 3 passes in (GCE A/l) in Engineering Technology stream or
3. 2 passes in (GCE A/l) in Mathematics/Biology streams

6. Learning Minimum of 60 credits are required fulfill learning content of NVQ level 5
Content diploma.
One (1) credit is equivalent to 25 Notional Learning Hours

This Qualification should be offered in compliance with the accreditation


7. Accreditation and quality assurance requirements of the TVEC as stipulated in the
requirements NVQ operational manual and TVEC guidelines for accreditation including
following conditions.

(I) TVEC endorsed foundation programme to enhance cognitive skills


of NVQ applicants and to provide psycho motor skills to applicants
with GCE A/L
(II) Three (3) months of structured on the job training on completion of
learning for credits specified in section 6.

8. Transition Course developers will work as assessors until qualified assessors are
arrangements trained by UNIVOTEC and registered and licensed by TVEC.

1. Purpose of the This qualification is for persons working or planning to


qualification work in the field of Building Construction sector. A person
with this qualification has sound practical and theoretical

middle managers to higher managers in the Building
Construction sector.

5. Prerequisite NVQ 5 qualification in Construction Technology/Building


Construction Technology

6. Credit Requirement Minimum of 60 credits are required fulfill learning content


of NVQ level 5 diploma.
One (1) credit is equivalent to 25 Notional Learning Hours

The work in this unit is involved with setting out of temporary structures/works for any project
related to buildings including any type of high rise buildings notwithstanding the nature/complexity
of the project.
