II. HIGHLIGHTS
Important Incidents or Concurrence of the Events
The Philippine National Health Research System identified “Health Security,
Emergency, and Disaster Risk Management” as one of the
main themes in the National Unified Health Research Agenda 2023-2028.

The long-term effects of climate change and the rising frequency and intensity of
disasters present a twofold threat to the planet. These issues have a significant
effect on people's health, upsetting healthcare systems and increasing public
susceptibility to accidents and disease outbreaks. Disaster Risk Reduction and
Climate Change Adaptation in Health (DRR-CCA) research is a new agenda that
aims to counter this.

The forum is attended by various Government and Non-Government Agency in


the Philippines. It is started with Nationalistic Song followed by Opening Remarks
headed by Dr. Jaime C. Montoya, Executive Director, Department of Science and
Technology - Philippine Council for Health Research and Development. The
keynote speaker is Dr. Teodoro J. Herbosa, Secretary, Department of Health.

The highlight of this forum is the Presentation of Proposed National DRR and
CAA in Health Research Priorities by Dr. Carlos Primero D. Gundran, Program
Head and Project Leader, University of the Philippines Manila, Disaster Risk
Reduction and Management for Health Program.

The following sub themes under “Health Security, Emergency, and Disaster Risk
Management” align with the identified national
research priorities for Disaster Risk Reduction and Climate Change Adaptation in
Health 2023-2028:

1. Disaster Risk Reduction and Climate Change Adaptation of Health Systems

populations. Among the four quadrants of essential public health services, this
emphasizes the preservation of water, sanitation, and
hygiene (WASH) standards as fundamental components of disaster response and
resilience-building efforts.

facilitate the recovery process for those grappling with
post-disaster psychological distress.

IV. RECOMMENDATIONS

In light of DepEd Order No. 2, s. 2024 (Immediate Removal of Administrative


Tasks of Public-School Teachers), we would like to propose adding research on
capacity building, evaluation activities, and policies for DRR of non-teaching
personnel under Theme 1: Community resilience, engagement, and participation
in health emergencies and disasters.

The research will focus on the impact of climate change on the health of
vulnerable populations, including young learners and instructors who are
nearing retirement age, as part of Theme 2: Health Impact of Environmental
Changes. Restoring the class opening's impact on students’ learning
