What is it?
• PRESENTATION :

The University of La Réunion's Department of International Relations (DRI) offers

Horizon excellence scholarships from its own resources to study in one of the
program's Masters 2 programs and obtain the Master's degree from the University
of La Réunion.

This program, which is fully in line with the University of La Réunion's regional
cooperation strategy, is aimed at students from 16 partner countries in the Indian
Ocean region, and more particularly at students who wish to pursue a doctoral
thesis.

> Who is eligible?

Students holding a Master 1 or 2 degree from a university in one of the program's
partner countries and wishing to do a Master 2 at the University of La Réunion and
then pursue a doctorate, subject to selection, under joint supervision or co-
direction of a thesis with their home university.

Candidates may not already be students or graduates of the Université de La

Réunion or any other French university at the time of application.
Students must h a v e a minimum level of B2 in French at the time of application.

PROGRAMME HORIZON EXCELLENCE SCHOLARSHIP – 2024-2025

 "HORIZON EXCELLENCE SCHOLARSHIP

SELECTION

Selection takes place in two phases:

1. Candidates are selected by the pedagogical committee of the M2 for

which they are applying.

2. The Excellence Scholarship Commission of the International Relations

Department of the University of La Réunion selects the best students from
the Indian Ocean region from the applications submitted by the pedagogical
commissions, and awards them a Horizon scholarship.

CRITERIA :
· Quality of academic record (honors)
· motivation
· French language skills (minimum certified level B2)
· suitability of career path for doctoral studies
· classification by the selection committee of the Master 2 applied for

Only candidates who have been selected for the Master 2 program are
ranked on the main list and on the complementary list. They are informed of
their ranking by e-mail by the International Relations Department as soon as
possible.

Selected candidates must confirm their participation w i t h i n seven days of

being notified of their selection. They should therefore check their e-mail
inbox regularly, including spam. As soon as they have confirmed their
participation, they must begin the process of obtaining their visa and
registering at the University of La Réunion.

PROGRAMME HORIZON EXCELLENCE SCHOLARSHIP – 2024-2025

AMOUNT OF THE SCHORLASHIP AND WHAT THEY COVER :

Up to €710 per month, for 10 months (August 2024-May 2025)

Unless otherwise agreed with the French Embassies in the program's

partner countries, with this scholarship the student will have to pay :

> Air ticket

> University registration and CVEC (Student life and campus contribution)
> Accommodation
> Other daily expenses (clothing, food,
books, outings, etc.).

The SCACs of the French embassies in Madagascar, Mozambique, Kenya,

India, Ethiopia and other countries co-finance this program by offering
partial grants from the French government (called BGF) (air tickets,
registration fees, etc.) or BCS.

End of the application campaign for students studying in countries applying
the CEF procedure (see list of countries). Applicants must specify in their
application that they are applying for the Horizon Excellence Scholarship
program.

Students from countries that do not apply the CEF procedure can apply via
e-candidat (dates and application procedures can be viewed at: https://sco-
larite.univ-reunion.fr/accueil). Applicants must specify in their cover letter
that they are applying for UR's Horizon excellence scholarship program.

ONCE THE STUDENT HAS BEEN SELECTED

If the student is on the main list, he/she must register on the CEF platform if
he/she comes from a country with a CEF procedure.

Otherwise, he/she should contact the University of La Réunion directly.

He/she will prepare his/her arrival with the support of the UR
International Relations Department.

PURSUING A DOCTORATE :

Doctoral studies are by no means guaranteed with selection. Students may

pursue a doctorate if :

> He/she validates his/her Master 2

> He/she is authorized by the relevant doctoral school
> He/she finds a thesis supervisor
> He/she finds funding (Region, CIFRE, etc.)
However, the fact that a candidate has validated his/her M2 at the
University of La Reunion increases his/her chances of pursuing a
doctorate at the University of La Réunion.

If you are pursuing a doctorate, ideally your thesis should be co-

supervised by an accredited teacher-researcher from your home
university.

ABANDONMENT

In the event of withdrawal from studies, except in cases of force

majeure, students must notify the person in charge of their Master's
program and the person in charge of the DRI Excellence Scholarships
program at least one month before withdrawing.

If the student withdraws from his/her studies, the DRI Excellence

Scholarship Committee will decide whether or not to reimburse the
amount of scholarships paid since his/her arrival.
