INTRODUCTION
ABOUT RITES

services from concept to commissioning in all facets of transport infrastructure and

ABOUT IMEEC
The India-Middle East-Europe Economic Corridor (IMEEC), announced during the
G20 summit, is a strategic initiative designed to forge a new trade route from India
to Europe. It is envisioned as a transformative network that will establish a new
paradigm of interconnectivity via a railway system, seamlessly integrated with port
routes that bridge Europe, the Middle East, and Asia.
The founding members and signatories of the IMEEC Memorandum of
Understanding include India, the United States, Saudi Arabia, the UAE, the
European Union, Italy, France, and Germany. This corridor will traverse through

India, United Arab Emirates, Saudi Arabia, Jordan, Israel, and Greece, integrating a
network of railroads, ship-to-rail interfaces, and roadways. The project’s envisioned
physical infrastructure includes railway lines connecting the UAE to Israel via Saudi
Arabia and Jordan, as well as electric cables to enhance digital connectivity and
pipes for clean hydrogen export with special focus on environmental, social, and
governance impacts, aligning the project with sustainable development goals. The
corridor plans to incorporate pivotal ports such as Mundra and Kandla in Gujarat,
and the Jawaharlal Nehru Port Trust in Navi Mumbai. In the Middle East, the
corridor is expected to consider the Fujairah, Jebel Ali, and Abu Dhabi ports in the
UAE, along with the Dammam and Ras Al Khair ports in Saudi Arabia. Additionally,
the Haifa port in Israel, the Piraeus port in Greece, the Messina port in Southern
Italy, and the Marseille port in France are anticipated to be part of this economic
corridor.
The initiative also includes the deployment of subaqueous cables, the
interconnection of power networks, and telecommunication pathways along the
corridor. The overarching goal within the corridor is to strengthen current trade and
industrial activities, bolster food security, and fortify supply chains while providing a
quicker and economical means to bring closer the continents of Asia and Europe.

IMEEC Cell
With the intention of securing a strategic role in the development of IMEEC, RITES
has created an IMEEC cell. In a significant departure from the standard project-
driven consultancies, this is a knowledge initiative to acquire and create a wealth of
information on the proposed corridor. In the near future, it is envisaged that the cell
would also undertake consultancy projects to further bolster this initiative. The
objective of this cell is to present an overall strategic view on IMEEC by
understanding the capacity issues along the entire corridor, the trade volumes and
traffic flows expected over the route and importantly the procedural, operational and
regulatory issues that the participating nations would have to agree upon for efficient
movement of cargo and services. It has been observed that collaboration and
coordination across multiple agencies spread over different countries is critical for
the development of such an economic corridor. With this initiative, RITES hopes to
create a body of knowledge that will provide a template for identifying areas of
coordination whether it be investments or customs regulations. The objectives of
establishing the cell are elaborated hereunder:

Strategic Assessment and Vision:


 Conduct a comprehensive assessment of the proposed IMEEC’s feasibility,
economic viability, and geopolitical significance.
 Develop a well-defined strategic vision for RITES' involvement throughout the
development phases of the corridor.
 Analyse potential challenges and opportunities associated with the corridor's
development.
 Formulate a plan for RITES' strategic positioning to become a key player in
the progress of this corridor.

Potential Traffic Assessment:


 Assessment of signatory Countries’ vision for trade and industrial promotions.
 Broad assessment of various economic initiatives by India and other signatory
Countries like Delhi-Mumbai Industrial Corridor (DMIC), Abu Dhabi Economic
Vision 2030, Saudi Vision 2023 etc. The impact of these initiatives on EXIM
traffic, especially on the forecasted quantum of cargo originating/terminating in
the IMEEC hinterland should be brought out.
 Evaluate the industrial sectors of India and other Countries along the IMEEC.
 Identify key industries in each region, including manufacturing, energy,
technology, healthcare, and logistics.
 Analyse the potential for industrial growth, investment opportunities, and value
chain integration.
 Estimate bilateral as well as trans-shipment volumes based on cargo flows,
trade routes, and modal preferences (road, rail, Sea).
 Obtain traffic data from transportation authorities, customs agencies, ports,
and major transportation nodes.
 Engage with key stakeholders including government agencies, major private
sector entities, industry associations, organizations for trade promotion, etc. to
gather input, feedback, and local knowledge.
 Forecast future traffic demand considering macro-economic factors including
economic growth, trade projections population trends and also the planning/
development of competing/ alternat trade corridors.

Infrastructure Gap Analysis:


 Identify critical infrastructure gaps within the IMEEC corridor, including missing
links or underdeveloped sectors.
 Conduct a technical and economic evaluation of these infrastructure gaps,
considering factors like cost, feasibility, and impact.
 Assess the potential benefits of addressing these gaps on the overall
functionality and success of the corridor.
 Identify capacity enhancements required in the future based on traffic flow
patterns, and bottleneck analysis and congestion points.

Policy, Customs Procedures and Regulatory Regimes


 Analyse existing policies and regulations that may impact the IMEEC's
development.
 Conduct a comparative study of the Customs rules of the different countries
and provide guidelines for uniformity and simplification of the rules
 Identify areas for policy reform to facilitate seamless cross-border trade and
investment.
Risk Management:
 Conduct a comprehensive risk assessment to identify potential challenges
associated with the IMEEC project.
 Develop mitigation strategies and contingency plans to address potential
risks.

Head - IMEEC Cell


RITES is looking for a dynamic and experienced leader to head (“Head”) the newly
formed strategic IMEEC Cell. The Head will drive the company’s goals and
undertake a diverse array of duties pertaining to the corridor’s development and
oversight. He/she will be expected to work full-time exclusively with RITES and take
charge of team formation, oversee collaborative initiatives, and help make robust,
data-driven corporate decisions that elevate the company’s financial and operational
performance in relation to the IMEEC.

Role of the Head


Business Development and Service Opportunities:
 Pinpoint specific areas where RITES' consulting and intellectual expertise can
be applied to support the IMEEC corridor's development.
 Identify potential service opportunities for RITES, including:
 Strategic planning and advisory services for implementing agencies.
 Feasibility studies and technical consultancy to assess the viability and
potential of the proposed IMEEC and for specific infrastructure projects
targeted along it.
 Design and engineering consultancy services.
 Project management and implementation support.
 Formulate actionable recommendations for project implementation,
stakeholder engagement, and infrastructure development.
Establishing Expertise and Thought Leadership:
 Position RITES as a leading expert and trusted advisor through active
participation in the IMEEC corridor's development
 Establish RITES' credibility and capabilities within the project, increasing the
likelihood of securing future contracts and partnerships.
 Create a positive company culture through strong, inspirational leadership .

Knowledge Creation and Capacity Building:


 Foster knowledge creation within RITES by accumulating expertise on the
IMEEC corridor and its associated challenges and strategic opportunities,
potential risks and policy gaps.
 Develop the capacity of RITES' staff to effectively contribute to the project
through training and knowledge-sharing initiatives.
Collaboration and Partnership Development:
 Position RITES as a frontrunner in facilitating the development and success of
the IMEEC corridor.
 Identify and establish collaborations with key stakeholders involved in the
IMEEC corridor's development, including government agencies, private sector
companies, and research institutions.
 Foster strategic partnerships to leverage combined expertise and resources
for successful project execution.

Responsibilities of the Head


 Project Leadership and Management:
o Oversee all aspects of the IMEEC cell steering the business
development, strategic study and project acquisitions and co-ordinating
delivery of such studies/ projects, ensuring adherence to timelines,
budget, and quality standards.
o Responsible for steering the IMEEC cell towards its strategic goals and
objectives while ensuring fulfilment of broader objectives of the role.
o Assemble a team of qualified researchers, analysts, and domain
experts from Railways, Ports, Trade and Transport and financial
professionals and knowledge partners from within and outside RITES
to conduct IMEEC studies/ projects.
o Delegate tasks effectively, motivate the team, and foster a collaborative
work environment.
 Data Acquisition and Analysis:
o Spearhead the collection of data from diverse sources including
government agencies, international organizations, industry
associations, and logistics companies.
o Creation of datasets that can be used for continued analysis of the
corridor as per the objectives mentioned regarding infrastructure and
trade volumes.
 Stakeholder Engagement and Communication:
o Be able to work in mission mode to achieve the objectives of the cell –
namely business development, thought leadership and expertise, and
knowledge creation
o Establish the IMEEC cell as a leader in the thought processes for
development of the corridor
o Build strong relationships with government agencies, signatory
countries, industry stakeholders, and potential investors.
o Organize meetings, workshops, and presentations to effectively
communicate study findings and recommendations.
o Secure buy-in and support for the IMEEC project from key
stakeholders.
o Advocate for policy changes that promote the viability and efficiency of
the IMEEC corridor.

 Reporting Requirements:
o Reporting the findings and analysis of the cell both for internal
requirements and for larger audiences as may be required from time to
time. Ensuring that all the objectives of the cell especially those
relating to infrastructure, trade and procedures, culminate in full-
fledged reports. Present key findings and recommendations to RITES
leadership, government agencies, and stakeholders.

1.3. Applicable law, Dispute resolution & Court's jurisdiction

1.3.1. This EOI shall be governed by Applicable Law which shall mean, all Indian
Laws, Bye-Laws, Statutes, Rules, Regulations, Orders, ordinances, guidelines,

Codes, Notices, directions, Judgments, decrees or other Requirements or Official


directives and /or any Statutory Authority, in the Republic of India.

1.3.2. For this EOI Notification, the 'Parties' shall mean Employer and the Expert
(either prospective or empanelled experts, as the case may be).

1.3.3. All the disputes, in connection with or arising out of this EOI Notification and
related process shall be mutually & amicably settled using Alternate dispute
resolution (ADR) techniques such as Negotiation/Mediation/Conciliation, failing
which, the dispute shall, finally, be settled by Arbitration, under the procedural rules,
chosen, as per the mutual agreement, by the Parties, and under Indian Arbitration &
Conciliation Act 1996 ( as subsequently amended during 2015, 2019 & 2021) as the
Governing Law of Arbitration.

1.3.4. In the matter of all the litigious disputes, arising out of the entire EOI process,
Parties agree to the exclusive jurisdiction of adequately competent [as per
Applicable Law] Court of Delhi.

2. Invitation for Expression of Interest

2.1. RITES Limited invites eligible individuals ("Expert") to express their interest in
being empanelled for the aforesaid 'Scope of Work'. Interested Expert should
provide information demonstrating that they have the required qualifications and
relevant professional experience to perform the Services. The shortlisting will be
based on the experts meeting the Empanelment criteria, attached as Annexure-1
and their performance during the interaction meeting (including presentation) before
empanelment, in response to this EOI Notification, to prove their ability to perform
the Scope of Work.

2.2. Each Expert shall have a valid PAN Number & GST Registration. Individuals
not having GST number may be considered in case their total receipts in the
previous financial year, is below the stipulated ceiling.

3. Confidentiality

Information relating to the evaluation of EOI Application and recommendation of


resultant empanelment is confidential and shall not be disclosed to experts or any
other persons not officially concerned with such process.

3.1. Any attempt by a Prospective Expert to influence the Employer in the evaluation
of the EOI Application and resultant decision therefrom may result in the rejection of
its EOI Application.

4. Preparation of EOI Application

4.1. Prospective experts are requested to, first, carefully peruse the contents of this
EOI notification and prepare their EOI application in terms of the
provisions/stipulations as made in this EOI notification. In Case of any Doubt,
Experts are requested to seek clarifications.

4.2. Experts shall submit in their covering letter (as per attached format), along with
their EOI Application, amongst other details as deemed fit.

5. Submission of EOI Application


5I. Expert shall submit the EOI Application, scanned copy (digital copy), through
mail, Bearing Expert’s /Experts Authorized Representative's signatures, EOI
Notification no-, Details of EOI Object, Name of the EOI Submitting Expert and date
of EOI Application submission.

5.2. To assist in the examination, evaluation of the EOI Applications, the Employer
reserves the right to and may, at its discretion, ask for a clarification on their EOI
Application. Expert shall provide Clarification within the time frame conveyed by the
Employer in their correspondence.

5.3 The Employer shall examine the EOI Applications to confirm that all requisite
documents, as requested in or as required in terms of this EOI notification, have
been provided, and to determine the completeness of each document submitted.
The Employer shall treat the information and documentation supplied by the expert,
in fulfilment of the empanelment criteria, in their EOI Application, as correct &
complete, placing reliance on the Expert's averments, made in their covering Letter [
as mentioned above] & on the EOI Forms, as to their correctness and
completeness. The Employer shall not, during Evaluation of EOI Applications, make
any attempt at separate verification/ authentication [from the issuing source] of the
aforesaid information and documentation supplied by the Expert. Any
misrepresentation/deviation (from stated facts/Incorrect statements, if detected in
the EOI Application submitted by the Expert, shall result in rejection of The Expert's
EOI Application or cancellation /annulment of the Expert empanelment with
consequent blacklisting/banning of Business with that Expert for a period maximum
up to five years from the EOI Application submission date, as the case may be.

5.4 Expert submitting application as Individual shall submit his / her details in
Proforma I, Expert submitting application as Firm shall submit details of at least 2
partners / 2 employees in Proforma I.

6. Evaluation of EOI Applications


6.1Employer shall, during their evaluation of the EOI application use inputs provided
with the EOI Application (As per Annexure I) and its assessment of capabilities of
Expert Individual / Firm (meeting qualification criteria) based on interaction

(including presentation) before empanelment. The date and time for interaction
(including presentation) by experts qualifying in Criteria as per Annexure I shall be
intimated in due course.

6.2 Notwithstanding anything stated above or anywhere else in this EOI Notification,
the Employer reserves the right to assess the EOI Applicants' eligibility i.e., their
capability and capacity to perform, should the circumstances warrant such
assessment in the overall interest of the Employer.

6.3. After Evaluation of Applications and interaction (including presentation), a list of


individual / firm Experts eligible for shortlisting shall be prepared. These shortlisted
parties shall be offered experience-wise man-month rate for acceptance. The
offered man-month rates shall be decided by the Employer based on indications
received in various EOI Applications and other market inputs available with the
Employer.

6.4 Individuals / Firms Experts who accept these offered rates shall be empanelled
for specific function(s) / subject matter(s). The empanelment shall be valid for one
year from the date of initial empanelment against this EOI. The Accepted rates shall
be exclusive of GST and shall be valid for a period of one year from the date of
acceptance.

6.5 This EOI is open ended, meaning thereby, that initially a list of empanelled
Experts shall be prepared on the basis of EOI applications received up to 30th April
2024. Further, Experts' Applications will be admissible thereafter as well which will
be evaluated once every quarter (or as per the requirement of employer) and thus
newly empanelled Experts would be added to the aforesaid approved list of
empanelled Experts.

7. Miscellaneous
7.1 Any EOI with inadequate information, or those received after the closing date
may not be considered. EOI should be as concise and focused as possible to
give evidence of the requirements cited in the document, including the
experience statements and organization profiles.

7.2 Complete EOI document can be downloaded from RITES website


(http://ritesltd.com) prior to the deadline for submission of EOI. The EOI shall be
submitted offline in an envelope with duly captioned subject line “EOI For
RITES/IMEC/Head” to the address mentioned below along with CVs in the
format attached.

QUALIFICATION AND RELEVANT PROFESSIONAL EXPERIENCE
(i) Strategy Cell Head
 An advanced university degree (MBA/master’s degree or equivalent) in a
relevant discipline with 20+ years of experience.
 Relevant professional experience in transport and logistics sectors. Should
have experience leading teams in transport and logistics projects related to
South-East Asia, MENA countries and working with development partners.
Project experience in infrastructure mapping, identifying priority projects and
levers for implementation of transport & logistics related initiatives in strategic
international trade and/ or industrial corridor projects would be desirable.
 Should have extensive experience in assessment/ planning of logistics
infrastructure, such as ports, container handling facilities, Railway terminals,
Inland waterway terminals, logistics parks and related connectivity in South-
East Asia and MENA regions. Experience of assessment/ planning across
various modes of transport including road, rail, sea, coastal and IWT in South-
East Asia and MENA regions is desired.
 Proven experience in leading and managing technical teams in a dynamic
environment. A strong track record of motivating and inspiring team members
to achieve ambitious goals and deliver high-quality work.
 Proven team leadership and project management skills, including ability to
lead the team by coaching and mentoring team members to achieve individual
inputs, and be responsible for the overall quality of deliverables
 Strong understanding of innovation principles, best practices, and the ability to
identify and evaluate emerging technologies relevant to the infrastructure
sector. Possess a keen eye for spotting disruptive trends and translating them
into actionable strategies for RITES.

which renders such information misleading; and all documents accompanying such
EOI Proposal are true copies of their respective originals.

3. This statement is made for the express purpose of empanelment against the
referred EOI.

4. I/ We shall make available to the RITES Ltd. any additional information it may find
necessary or require to supplement or authenticate the EOI Proposal.

5. I/ We acknowledge the right of the RITES Ltd. to reject our EOI Proposal without
assigning any reason or otherwise and hereby waive, to the fullest extent permitted by
applicable law, our right to challenge the same on any account whatsoever.

6. I/ We certify that in the last three years, I / we have neither failed to perform on any
contract, as evidenced by imposition of a penalty by an arbitral or judicial
pronouncement or arbitration award, nor been expelled from any project or contract by
any public nor have had any contract terminated by any public for breach on our part.

7. I/We submit that I/we have not been declared insolvent, or put in receivership,
bankrupt or being wound up, not have had our business activities suspended and not
be the subject of legal proceedings for any of the foregoing.

8. I/We have not been blacklisted/debarred/banned/restricted by any Dept of Central


Govt./State Govt. /Central or State PSUs as on date of submission of the Bid.
9. I/We further declare that none of the Purchase Order(s) for any Project / work of
RITES were cancelled on risk & cost basis for non-performance or non-submission of
performance guarantee in last 3 years.

Expression of Interest
10. I/We declare that I/We have examined and have no reservations to the EOI
document, including and Addendum issue by RITES Ltd.

11. I/We understand that you may cancel the prequalification process at any time and
that you are neither bound to accept any EOI Proposal that you may receive nor to
invite the Applicants to submit a detailed proposal for the Project, without incurring any
liability to the Applicants.

12. I/We undertake that in case due to any change in facts or circumstances during the
selection process, we are attracted by the provisions of disqualification in terms of the
provisions of this EOI ; we shall intimate RITES Ltd. Of the same immediately.

13. I/We hereby irrevocably waive any right or remedy which we may have at any
stage at law or howsoever otherwise arising to challenge or question any decision
taken by RITES Ltd. In connection with the empanelment of Agency in respect of the
above mentioned Project and the terms and implementation thereof.

14. I/We agree and undertake to abide by all the terms and conditions of the EOI
document.

15. In witness thereof, I/we submit this EOI Proposal under and in accordance with the
terms of the EOI document.
