PROJECT OFFICER ON POWER – PFS DEPARTMENT

BACKGROUND
Established on 1 January 1999, the ASEAN Centre for Energy (ACE) is an intergovernmental
organisation within the ASEAN structure that represents the interest of the 10 ASEAN Member
States (AMS) in the energy sector. The Centre serves as a think tank, catalyst, and knowledge
hub within ASEAN by providing relevant information and expertise to ensure the necessary
energy policies and programmes are in harmony with the region's economic growth and
environmental sustainability.
As part of the efforts to fulfil its function as a regional centre of excellence that builds a
coherent, coordinated, focused and robust energy policy agenda and strategy for ASEAN,
ACE conducts joint studies, policy dialogues and capacity buildings for ASEAN Member States
to support the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC)
2021-2025.
Power, Fossil Fuel, Alternative Energy and Storage (PFS) is one of the research departments
at ACE. It is responsible for managing the various programmes, research and study projects
on the power sector (both conventional and renewables), fossil fuels (oil, coal and natural gas),
alternative energies such as nuclear and hydrogen technologies, and energy storage.
It supports the implementation of various Outcome-Based Strategies (OBS) and Action Plans
(AP) under the APAEC Programme Area (PA) 1 ASEAN Power Grid, PA 2 Trans-ASEAN Gas
Pipeline (TAGP), PA 3 Coal and Clean Coal Technology, PA 5 Renewable Energy, PA 7.
Civilian Nuclear Energy and PA 6 Regional Energy Policy and Planning.
ACE is seeking one (1) Project Office Associate on Power to support the activities. This
position is in the Power, Fossil Fuel, Alternative Energy and Storage (PFS) Department.
The incumbents report to the PFS Manager. Female candidates are strongly

DUTIES AND RESPONSIBILITIES
Project Officer on Power shall assist the Manager in handling all aspects of the studies and
activities and related works of the PFS Department, specifically on power sector, in light of the
priorities of the ASEAN Ministers of Energy Meeting (AMEM) / Senior Officials Meeting on
Energy (SOME); and the related Programme Areas (PA) of ASEAN Plan of Action for Energy
Cooperation (APAEC) 2021-2025, in particular: PA 1 ASEAN Power Grid (APG) and PA 5
Renewable Energy (RE).
Under the supervision of the Manager, Project Manager, Senior Research Analyst, or the
designated person, the Project Officer on Power will be responsible for the following tasks:
• Support the development and implementation of the APAEC Annual Milestones,
particularly on Programme Areas of ASEAN Power Grid (APG) and Renewable Energy
(RE).
• Support research, studies and analyses on the area of power, renewable energy,
alternative energy and energy storage.
• Support the development and implementation of the PFS’s related projects and
activities on power, renewable energy, alternative energy and energy storage.
• Support the Project Manager as the administrator and maintain schedule.
• Support in the communication and collaboration with external parties such as dialogue
partners, international organisations, academia, utilities, and the private sector.
• Support in organising and facilitating meetings, dialogue, seminars, workshops, and
other designed events to facilitate the exchange of information, promote cooperation,
etc.
• Carry out other tasks that may be assigned by the supervisor or Executive Director.

QUALIFICATIONS
• A Bachelor’s degree in power system engineering, electrical engineering, energy
engineering, energy management, energy policy and planning, or another appropriate
specialist discipline. A Master’s degree is an advantage.
• Knowledge and ability to work using MS Word, Excel, Project and Planner.
• Knowledge of power system modelling, grid integration, hydrogen technology, and
energy storage, is preferred.
• As this position is re-advertised, previous applicants are not required to re-submit their

REMUNERATIONS AND BENEFITS:


The successful candidates will be stationed in Jakarta, Indonesia and offered a 1-year
contract, with a probationary period of three (3) months. The contract will be extended by the
Executive Director depending on performance.
The monthly salary ranged from USD 700 – 1,000. The compensation shall be commensurate
with the educational qualification and experience of the candidate. All other applicable benefits
(communication allowance, health and life insurance, etc.) shall be subject to the ACE
consolidated rules and regulations.
The successful candidate is expected to be on board by March 2024.
