TIN
I. GENERAL CONDITIONS
A. LAWS AND REGULATIONS
1. The construction shall comply with all requirements of the NATIONAL
BUILDING CODE as well as all the local rules, regulations and
ordinances of MUNICIPALITY OF SAN NARCISO PROVINCE
OF ZAMBALES
and the concerned
HOMEOWNERS’ ASSOCIATION.
2. All works shall conform to standard building practices and safety; and
shall be in good workmanship as well as in conformity with the Plans
and Specifications.
B. RULES OF CONDUCT
1. The Construction Crew, while in the vicinity of the site, shall comply
with the Rules of Conduct as may be set out by the Superintendent in
the course of the construction, among which are;
a) All crew shall observe proper behavior to one another as well
as to the Owner, Engineers, neighbors and local Authorities
b) The Superintendent and workers wear decent clothes at all
times. No one shall be allowed to move around in a state of
undress or partial undress.
c) No liquor, no drinking of liquor and no drunken behavior shall
be allowed on the site except as permitted by the Owner or by
the Superintendent.
d) Unnecessary noise and boisterous laughter shall be
discouraged. Radios may be allowed but shall require the
direction of the Superintendent.
e) A reasonable amount of order and cleanliness shall
be maintained on the site at all times. Garbage shall
be
managed and disposed of neatly and regularly. Toilets shall be
kept clean with adequate water.
f) Personal effects such as clothes, bags, lunchboxes as well as
idle equipment shall be neatly kept at designated areas and
not scattered all around the site.
g) Cooking, if allowed, shall be done under the direction of the
Superintendent.
h) All workers must comply with the safety and regulations related
to COVID19. PPE like mask and social distancing must be
apply always. For information regarding the Covid19, please
refer to IATF Guidelines.
2. A copy of these and other rules shall be posted on site where the
workers may easily read them.

II. SCOPE OF WORK


A. The work shall consist of furnishing all labor, equipment and materials needed
for the satisfactory performance of the following phases and construction:
1. MOBILIZATION
2. SITEWORK
3. SOIL POISONING
4. CONCRETE AND REINFORCED CONCRETE
5. WATERPROOFING
6. MASONRY
7. CARPENTRY
8. STEELWORK
9. GLASS AND GLAZING
10. TINSMITHRY
11. PLUMBING
12. ELECTRICAL
13. PAINTING
III. MOBILIZATION
A. PERMITS, LICENSES AND DOCUMENTS
1. Secure all necessary permits and licenses prior to any work being
done.
2. Furnish and install standard building permit sign or large billboard at
designated location.
3. Furnish workers with certified and laminated company I.D. cards if
required by the subdivision.
B. FACILITIES AND UTILITIES
1. Secure permission to use existing facilities such as rooms, toilet,
water, electricity and phones. When unavailable and needed,
take
necessary measures for their provision and use.
2. Site office, bunkhouse, warehouse and stockpiles shall be designated
and placed at designated areas by the Superintendent
IV. SITEWORK
A. CLEARING
1. The site shall be cleared of all structures, equipment, trees,
roots, shrubs, grass, and other perishable and objectionable
matters to expose a suitable sub-grade.
2. All such unsuitable materials shall be removed from the building site
and spread uniformity over adjacent areas or otherwise disposed of as
may be directed.

B. LINES, GRADES & BENCHMARKS


1. Verify all lot monuments and distances, employing a certified Geodetic
Engineer if necessary.
2. Stake out and establish accurately the lines and grades of the building
and other
structures included in the contract.
3. Erect basic batter boards and basic reference marks where they will
not be disturbed during the construction of the foundations.

C. EXCAVATION
1. All structural excavations shall be to the grades indicated. Where
the site is covered with any kind of fill or where the conditions warrant
it, the excavations for the footings should be made deeper until
the
stratum for safe bearing capacity is reached.
2. Excavations shall take into consideration the need
and appropriateness for erection, inspection and removal of forms as
well as installation and inspection of underground services, if any.
3. Consideration and appropriate action and provisions must be taken to
protect people, property and work from damage or injury.
4. The vicinity of the excavations shall be graded to prevent
surface water from running into the excavations. Accumulated
water in
excavated areas shall be removed before filling or concreting.
4. Final inspection shall be done before any laying of underground
services, concreting, or filling may be done.

D. BACKFILLING
1. When footings, foundations, retaining walls, etc. are hard enough to
resist the pressure resulting from fills, and after the formworks
have
been removed, then backfilling may be done.
2. Excavated materials, provided they are appropriate and free from
degradable materials, maybe used for backfilling.
3. All filling shall be laid out in 15 mm thick layers, with each layer being
thoroughly compacted by wetting, tamping and rolling.

E. DISPOSAL OF SURPLUS MATERIALS


1. Excess materials remaining after completion of all earthworks shall be
disposed of by hauling or, where acceptable, by spreading and
grading in nearby designated spoil areas.

V. SOIL POISONING

A. FOOTINGS
1. Water-based chemicals such as “D-FENCE Soil Termiticide” or
approved equal shall be applied with a minimum penetration of 1 foot
deep. Solution concentration shall be in accordance with the
manufacturer’s directions.
B. SLABS ON-FILL
1. Water-based chemicals such as “D-FENCE Soil Termiticide” or
approved equal
shall be applied over the entire area at 1 gallon per square meter of
surface area as recommended. Solution concentration shall be in
accordance with the manufacturer’s directions.

C. BUILDING PERIMETER
1. Outside area of backfill along the exterior wall of the building shall also
be treated with the same solution.

VI. CONCRETE & REINFORCED CONCRETE

A. GENERAL
1. Unless otherwise specified, all concrete work shall conform to
the requirements of the BUILDING CODE.
2. Full cooperation shall be given other trades to install and inspect
embedded items before concrete is placed.
3. Concrete surfaces are not to be plastered unless otherwise indicated.

After removal of forms, exposed concrete surfaces should be


smooth, true to line and present a finished appearance except
for minor defects that can easily be repaired by patching with
cement mortar, or grinding to a smooth surface in order to
remove all joint marks of the formworks.

B. MATERIALS
1. Cement for the concrete shall conform to the requirements of
specifications for Portland Cement (ASTM C 150).
2. Water used in mixing concrete shall be fresh, clean and free from dirt, oils,
acids, alkaline, organic materials or other substances that may be
deleterious to concrete or steel.
3. Fine aggregates shall be clean, washed natural sand or approved
equal for all mortar and concrete mix.
4. Coarse aggregates shall be clean and grade ¾” gravel, crushed
gravel or rock for all concreting work.
5. Reinforcing bars shall conform to the latest revision of ASTM 15:
SPECIFICATIONS FOR MINIMUM REQUIREMENTS FOR THE
DEFORMATIONS OF DEFORMED STEEL BARS CONCRETE
REINFORCEMENT.
C. PROPORTIONING AND MIXING
1. Proportions of CEMENT : SAND : GRAVEL for concrete shall be :
CLASS “A” : (1:2:4) :Column Footings, Columns, Beams,
Reinforced Concrete Slabs.
CLASS “B” : (1:2.5:5) :CHB Footings
CLASS “C” : (1:3:6) :Concrete Slab on Fill
2. Sufficient water-but not more than what is necessary shall be added to
make the mixture into a pliable paste.
3. All upper floor slabs for toilet and bath, balconies, decks, roofs and
plantboxes shall be made waterproof by adding a suitable water-
proofing compound to the mixture, such as “SAHARA” or an approved
equal, in the proportion required by the product.
4. Mixing of concrete shall begin within 30 minutes after the cement has
been added to the aggregates.
5. Concrete shall have a 28-day cylinder strength of 3,000 PSI for all
columns, beams, stair and floor slabs; and 2,500 PSI for footings,
foundations and slabs on fill.

D. FORMS
1. Forms shall be used wherever necessary to confine and shape the
concrete as well as to protect the concrete from contamination of dirt or
soil.
2. Forms shall be sufficiently strong and remain rigidly in the correct
positions during and after the placement and vibration of the concrete.
It shall be sufficiently tight to prevent bulging and seepage
loss of mortar from the concrete.
3. Prior to concreting, the forms shall be cleaned of debris and
encrustation of mortar and may be coated with commercial form oil
that will prevent sticking and yet not stain the concrete surfaces.
4. Forms shall not be removed without approval of the engineer and shall be
done only after the concrete has attained sufficient strength to
support it and any loads placed on it.
Removal of forms shall be done in manner that will prevent damage to the
concrete.
6. Suspended slab forms may be removed 14 days after pouring but
must be provided with shoring jacks for another 14 days.
7. Formwork support for beams shall be removed 21 days after pouring or
one foot per day per span length of the beam, whichever is greater.
Shoring jacks shall be provided for at least another 14 days.

E. PLACING REINFORCEMENT
1. Steel reinforcement, as indicated in the Plans, shall be provided with
all necessary wire ties, chairs, spacers, supports and other
devices necessary to install and secure the reinforcement
properly and to maintain them during the placement and
vibration of concrete.
These supports shall be used in such a manner that they will
not be exposed nor/deteriorate the concrete surface.
2. All reinforcement when placed and prior to concreting, shall be
free from loose, flaky rust and scale, oil, grease, clay and other
foreign
substances that will reduce its bond with concrete.

F. CONVEYING AND PLACING CONCRETE


1. Concrete shall be conveyed from mixer to forms as fast as practicable
and by methods that prevents segregation and loss of ingredients. No
vertical drop greater than 1.5 meters shall be allowed except
where
specifically authorized.

G. CURING
1. All concrete shall be moist cured for a minimum period of five to 10
times per day, or as often as you can—for the first seven days
after pouring.
2. Moist curing shall be done by keeping the concrete continuously wet
by covering the surface of the concrete with burlap, plastic or
other approved materials that are kept thoroughly saturated with
water by spraying or intermittent hosing.

VII. WATERPROOFING
A. WATERPROOFING COMPOUND
1. All upper floor slabs for toilet and bath, balconies, decks, roofs
concrete gutters and plantboxes shall be made waterproof by adding a
suitable waterproofing compound to the mixtures, such
as
“Bostik Powermix ” or an approved equal, in the proportion
required by the product.

B. MEMBRANE WATERPROOFING
1. For toilets and bath, use 3-ply “Bostik Powermix” or
approved equal.

VIII. MASONRY
A. MATERIALS
1. Concrete hollow blocks shall for non-load bearing and shall have
a
minimum shell thickness of 1” (.025), with a nominal size of 4”
or
6”x8”x16”. Minimum compressive strength shall be 900 psi for
CLASS “A” and 750 psi for CLASS “B”.
2. Wall reinforcement shall be 10 mm (3/8”) steel bars laid horizontally at
every 3rd layer of CHB and provided vertically at 1.2 m. center
to center.
3. Cement shall be standard Portland Cement, ASTM C-150-68 TYPE 1,
or approved equal.
4. Sand shall be river sand, well-screened and clean from loam, salt and
other impurities.
5. Water used in mixing shall be fresh, clean and free from dirt, oil, acids,
alkaline, organic materials or other substances.

B. PROPORTIONING AND MIXING


1. Cement mortar shall be (1) part Portland cement and two to three (2-
3) parts sand by volume.
2. Mix mortar from 3 to 5 minutes in sufficient qualities as may be
needed for immediate use.
Mix only as much that can be used within one hour. Re-tampering of
mortar will not be permitted if mortar stiffens because of premature
setting.

C. CHB ERECTION
1. All CHB units that are dry and have greater than 12% absorption shall first
be dampened and wet before laying.
2. All masonry shall be laid plumb, true to line, with level and accurately
spaced courses, and with each course breaking joint with the course
below. Bond, corners and reveals shall be plumb and true.
3. Each course when laid shall be solidly bedded in cement mortar with
all horizontal and vertical points, corners and intersections completely
filled with mortar. All cells shall be filled with mortar for exterior
walls. Units terminating against beam or slab or soffits shall be
wedge tight with mortar.
4. Lintels shall be provided over openings as indicated in the drawings.
Minimum depth shall be .20 m. (8”) and shall extend at least
0.20 m. (8”) on each side of the opening.

D. PLASTERING
1. Clean and evenly wet surfaces. Apply rough coat with sufficient force to
form good keys; keep damp for 2 days; allow to dry out.
2. Do not apply finish until rough coat has seasoned for 7 days.
Just before applying finish, evenly wet rough coat. Float finish coats to
true even surface; trowel in manner that will force sand particles
down into plaster. With final trowelling, leave surface free from
rough areas, trowel marks and other blemishes. Keep damp for 2
days; thereafter protect against rapid drying until thoroughly cured.
3. Provide 12 mm wide groove lines at exterior walls as indicated in the
drawings.

E. SCAFFOLDING
1. Provide all scaffolding needed for masonry work; including removal
and cleaning on completion.
2. Take necessary precautions to safeguard the property.

F. WALL TILE INSTALLATION


1. Clean and evenly wet surfaces. Apply maximum ½” thick scratch
coat for application as foundation coat. Upon initial set, deeply
score and cross scratch; cure for at least 2 days before tile setting.
2. Soak wall tiles thoroughly in clean water. Set wall tile by trowelling
neat Portland cement skim coat, or apply skin coat to block of each tile
unit; immediately float tile in place; make joints equal, straight, level
and perpendicular; maintain vertical joints plumb.
Sponge clean tiles to be free from cement stains.

G. FLOOR TILE INSTALLATION


1. Do not start floor tiling until wall tiling has been completed.

2. Establish borderlines and center wires in both directions that


permit pattern laying with minimum cutting of ties. Lay floors without
borders from centerline outward; make adjustment at walls. Where
there are adjacent lying wall tiles, coordinate floor tiles accordingly.
3. Clean concrete sub floor thoroughly and moisten it without
soaking.
Sprinkle dry cement over surface. Spread setting bed mortar
on concrete and tamp to ensure good bond over the entire area then
screed to a smooth, level bed. Set average setting bed
thickness at ¾” with minimum thickness at ½”.

H. PEBBLE WASHOUT FINISH


1. Use clean washed pebbles, of intermediate size, and preferable from
a single batch of delivery to ensure uniformity of size and color.
2. No terminators and joints shall be made except at edges or
where there are appropriately designed groove separators.
3. Washout pebbles to a clean finish prior to hardening of cement.
4. Where indicated in the Plans, tile insets shall be installed along and at
the same time when the pebble washout is being done to
ensure a
flush and level finish.
5. For exterior floors, provide slight slope for water drainage according to
particular conditions

IX. CARPENTRY
A. MATERIALS
1. Lumber shall be of approved quality of the respective kinds for
the various parts of the work; shall be well seasoned, thoroughly dry,
and free from large, loose, or unsound knots, splits, shakes and
other imperfections that will compromise its strength
durability or appearance.
2. KINDS OF LUMBER
a) Fascia Board :
b) Cabinet shelves : Kiln-dried Tanguile or
an approved equal
c) Staircase steps and handrail: Kiln-dried Tanguile or an
approved equal

3. DOORS
a) Main exterior doors shall be 60mm thk solid panel
doors. b) Bedroom shall be 40mm thk solid doors.
c) Toilet shall be PVC doors.
d) Service doors shall be solid doors with Aluminum screen door.

4. FINISHING HARDWARE
a) LOCKSETS shall be lever type heavy-duty standard
for exterior doors and standard-duty for interior doors.
b) DEADBOLT LOCKS shall be provided on all exterior doors and
shall be brass or chrome plated.
c) DOORSTOPPERS shall be provided where doors will
strike any fixed object during opening.
d) CABINET HINGES shall be concealed type in chrome finish.
e) CABINET CATCHES, where required, shall be magnetic type
in chrome finish.

B. TREATMENT
1. All concealed lumber shall be sprayed or otherwise coated with
“DAVIES” or approved equivalent. Use clear type to prevent
staining.
3. Surface in contact with masonry and concrete shall be coated
with
“DAVIES” or equivalent.

C. WORKMANSHIP
1. Execute rough carpentry in best workman-like manner. Erect
framing true to line, plumb, levels and dimensions, with adequate nails
and braces as well as good-fitting splices and joints.
2. Secure rough carpentry work to ground, or otherwise fasten in position
to hold correct surfaces, lines and levels. Make finish work
flat, plumb and true.
4. Ceiling joists shall be 50 mm x 50 mm metal furring spaced at
not more than 0.60 m.o.c. both ways and shall be leveled and
supported
by hangers spaced at not more than 1.20 m.o.c. both ways.
5. All exposed surfaces shall be smoothly dressed.

X. STEELWORK
A. ROOF FRAMING
1. Workmanship shall conform to good standard practice and
in accordance to the STRUCTURAL CODE.
2. Welding shall be done by qualified welders and under the supervision
of a Civil Engineer.
3. Roof framing shall be by steel trusses, rafters and purlins except
where specified in the Plans.

B. WINDOWS
1. UPVc windows shall use 7/8” Z-section
2. UPVc and awning windows shall use 7/8” Z-section and ½” grilles

C. RAILING
1. Railing shall use ½” square bars or as specified.

XI. GLASS & GLAZING


A. WORKMANSHIP
1. All windows shall be glazed from the outside with UPVc
casement sealant. Glass shall be sealed, face-sealed and
trimmed neat to
coincide with the width of the frame.
2. Care and notice shall be taken so that windows which have already
been glazed shall not be opened nor closed unnecessarily until
the sealant is cured.
3. Skylight must be tempered glass with 2% slope

B. MATERIALS
1. Use tempered glass where specified in the WINDOW SCHEDULE.
2. Use clear glass for all other windows as specified in the
WINDOW SCHEDULE.

XII. TINSMITHRY
A. MATERIALS
1. The roofing sheets shall be long span pre-painted metal sheets of an
approved color, gauge, profile and manufacturer.
2. Gutters shall be of the pre-painted type with an approved profile and
gauge. The manufacturer and the color shall be identical with the roof
sheets.
3. Roofing sheets adjacent to walls, such as firewalls, shall be provided
with pre-painted flashings with a minimum overlap of .30 m and to be
extended up to the top and over to the other side of the wall.
4. Provide insulation of an approved type and brand.

B. INSTALLATION
1. Install insulation (if specified) with joints taped shut or otherwise
adequately sealed to ensure against heat leak.
2. Layout the roofing sheets in a manner that the side-overlap
faces away from the prevailing wind. Follow
manufacturer’s
specification and recommendations as to overlap and riveting
distances.
3. Secure the roofing sheets to the purlins according to
the recommendations of the roofing sheet manufacturer.
4. All rivets shall be placed at the top of corrugations of the
roofing sheets in order to prevent water from standing around the
rivets.
5. Downspouts shall be as specified in the Plans and shall be provided
with a standard drain screen.
6. Gutters shall be connected together by rivets and provided with
a minimum 1% slope towards the gutters

XIII. PLUMBING
A. SCOPE
1. Work shall be included furnishing and installation of all water, sewer
and drainage systems and fixtures.

B. WORKMANSHIP
1. All work conforms with the provisions of the latest issue of the
NATIONAL PLUMBING CODE OF THE PHILIPPINES, the rules,
regulations and ordinances enforced in the locality, and the
requirements of the local water supplier.
2. All work shall be done in strict accordance with the Plans and
Specifications, and under the direct supervision of a licensed Sanitary
Engineer or a Master Plumber.
3. Fixtures shall be located, and their connections establish before any
work shall be started.
4. Embedded units in concrete work shall be coordinated with other
Trades and shall be done prior to any concrete pouring.
5. Rough-in of pipes and fixtures shall be done before finishing of
all masonry walls and floors. Care shall be taken so as not to
weaken or otherwise damage the walls and floors.
6. Soil and drainpipes shall have a minimum slope of 1%. All
changes in pipe sizes of water and sewer lines shall be provided with
reducing fittings.
7. All pipes shall be cut accurately to desired measurements and shall not be worked
into placed by springing or forcing. XII. TINSMITHRY
A. MATERIALS
1. The roofing sheets shall be long span pre-painted metal sheets of an

sheets.

8. Make all joints watertight; use the appropriate materials such as
Teflon tape and PVC solvent.
9. All plumbing lines shall be tested in a manner approved by the
Superintendent.
10. All water lines must be disinfected by at least 0.2 ppm of chlorine
before use.
11. All pipes shall be secured rigidly and strongly by hooks to building
framing.

5. DRAINAGE LINES : UPVC Sanitary sewer pipes with leak-free
jointing systems,
by “MOLDEX PRODUCTS”” or equal
6. WATER CLOSETS : (Neo Modern) Close Coupled Toilet

7. LAVATORIES :

XIV. ELECTRICAL
A. SCOPE
1. The work shall include furnishing of all materials, labor, tools,
and staging equipment such as scaffolding, ladders and other
incidentals
necessary for the satisfactory completion of work.
2. Supply and installation of the main and sub-feeders from service
entrance up to electrical panelboards.
3. Supply and installation of electrical panelboards, gutters pull
boxes and accessory boxes as required.
4. Supply and installation of all branch feeder, circuits from panelboards
up to all outlets, switches, controls or other loads as well as
other
wiring for telephone, CATV as shown in the Plans.
5. Supply and installation of outlets, switches, etc. Complete with
suitable cover plates as per specifications.
6. Installation of all owner-furnished materials such as lighting
fixtures,
dimmers and electrical controls.
7. Grounding systems as per EE requirements

B. WORKMANSHIP
1. All work shall conform with the provisions of the latest issue of
the PHILIPPINE ELECTRICAL CODE, the rules, regulations
and ordinances enforced in the locality, and the requirements of the
Local
electrical utility company.
2. All work shall be done in strict accordance with the Plans and
Specifications, and under the direct supervision of a licensed Electrical
Engineer or a Master Electrician.
3. For telephone and CATV lines, works shall comply with the
requirements of the companies.
4. Individual branch circuit homeruns shall not be combined in the same
raceway unless specified.
5. No wires shall be drawn into a raceway until it is complete with all the
necessary fittings, boxes and supports. Connections and splices
shall be made through approved methods and should be
securely fastened so as not to loosen under normal vibration and
strain.
6. All switches and outlets shall be plumb and level throughout all rooms.
7. All electrical equipment to be used such as panelboards,
raceways, gutters, metallic conduits and other non-current carrying
metal parts of equipment & motor frames shall be provided with
effective grounding
systems.

C. MATERIALS
1. All materials to be used shall be brand- new high-quality
standard products of reputable manufacturers, suitable for the
location and
purpose.

XV. PAINTING

1. All materials shall be Environmental protection Agency (EPA) certified


and approved. Painting Materials:
2. Submit various painting materials specification data and sample to be
used for Procuring Entity's approval.
3. All primers, thinners and putty, also waterproofing for internal and
external application shall be the same brand as the specified material.
4. Painting materials including its application must be covered
with minimum of One- (1) year guarantee to be rendered by the
painting manufacturer.
5. Use DAVIES for all painted works.

A. APPLICATION

1. All sample paint shall be submit on at least 0.60m x 0.60m


plywood panel, color and shade as per approval by the Procuring Entity.
2. Application shall be as per Davies Paint specification
and recommendation.
3. Provide all drop cloth and other covering requisite for protection
of floors, walls, aluminum, glass, finishes and other works.
4. All applications and methods used shall strictly follow Davies Paint
Instructions and Specifications. All surfaces including masonry wall
shall be thoroughly cleaned, puttied, sandpapered, rubbed and
polished;

masonry wall shall be treated with Neutralizer. All exposed


finish hardware, lighting fixtures and accessories, glass and the like
shall be adequately protected so that these are not stained with paint
and other painting materials prior to painting works. All other surfaces
endangered by stains and paint marks should be taped and covered with

B. SCHEDULE

1. Interior
a. Interior Concrete or Masonry Painted - Three (3) coats water-based
masonry plain semi-gloss finish. Sample Shades for Procuring Entity's
Approval.
b. Plain Flat Finish: Acrylic water-based paint on ceilings, three (3)
coats. FLAT
c. Plain Semi-gloss in Acrylic water-based Epoxy paint on interior
walls, columns, on all other interior concrete surfaces. (3) coats
