In the Philippines, subdivisions, condos, and other comparable real estate projects are
governed under Presidential Decree 957. The former president Ferdinand Marcos enacted it on July
12, 1976, in order to safeguard real estate buyers' rights and interests and advance ethical
development methods.
The decree specifies a number of guidelines and procedures for developers, including
obtaining licenses and permissions, presenting thorough designs and specifications, and abiding by
particular building codes. In order to safeguard the welfare of the residents, it also requires the
formation of homeowner’s associations for each subdivision or condominium project.
Protecting property buyers' rights, stopping fraud, ensuring the availability of essential
services, and preserving the overall integrity and sustainability of real estate developments are the
main goals of Presidential Decree 957. It gives the Housing and Land Use Regulatory Board
(HLURB) the power to carry out the decree's requirements, enforce penalties for disobedience, and
aid purchasers in settling problems.
Overall, Presidential Decree 957 aims to regulate the real estate industry in the Philippines,
promote transparency and accountability among developers, and protect the interests of property
buyers.

BP 344
BP 344, or Batas Pambansa Blg. 344, is a law in the Philippines that focuses on the
accessibility of persons with disabilities (PWDs). It was enacted on December 7, 1982, to promote the
integration, equalization of opportunities, and full participation of PWDs in society.
The law mandates the provision of accessibility features and facilities in public and private
buildings, transportation systems, and public spaces to ensure that PWDs can freely and safely
navigate and use these facilities. It outlines specific requirements such as ramps, railings, elevators,
accessible toilets, designated parking spaces, and tactile indicators to assist visually impaired
individuals.
BP 344 also includes provisions for employment opportunities and non-discrimination against
PWDs. It prohibits discrimination in employment and mandates the creation of reasonable
accommodation measures to facilitate the inclusion of PWDs in the workforce. It also establishes the
National Council for the Welfare of Disabled Persons (NCWDP) to oversee the implementation and
monitoring of the law.
The main goal of BP 344 is to eliminate barriers and promote accessibility and equal
opportunities for PWDs. It aims to create an inclusive society that respects the rights and dignity of
PWDs, enabling them to participate fully in all aspects of life. The law is an important step towards
fostering a more inclusive and equitable society in the Philippines.
 An act to practice enhancing the mobility of a disabled person, that requires specific buildings,
institutions, establishment, and public utilities to install unique features that can be accessible of
use to a disabled person. In this law it states that “If feasible, all such existing building,
institutions, establishments, or public utilities may be renovated or altered to enable the disabled
persons to have access” as to oversee the comfortability of people with disability, this law serves
as to provide access and safety to people with disability. In Public conveyance, they have symbols
or images that shows that can be accessible to use for the people with disability.
 The application of this law is for Public and private buildings and related structures for public
use.For buildings that could be constructed,
 Basic principles applied in this law
 ACCESSIBILITY. The built environment shall be designed so that it shall be accessible
to all people. This means that no criteria shall impede the use of facilities by either the
handicapped or non-disabled citizens.
 REACHABILITY. Provisions shall be adapted and introduced to the physical
environment so that as many places or buildings as possible can be reached by all.
 USABILITY. The built environment shall be designed so that all persons, whether they
be disabled or not, may use and enjoy it.
 ORIENTATION. Finding a person's way inside and outside of a building or open space
shall be made easy for everyone.
 SAFETY. Designing for safety insures that people shall be able to move about with less
hazards to life and health.
 WORKABILITY AND EFFICIENCY. The built environment shall be designed to
allow the disabled citizens to participate and contribute to developmental goals.

BP 220
BP 220, or Batas Pambansa Blg. 220, is a law
in the Philippines that focuses on socialized housing.

It

was enacted on June 20, 1982, with the aim of


providing affordable housing options for low-income individuals and families.
The law mandates the government, through various agencies and entities, to promote and
facilitate the development of socialized housing projects. It encourages the participation of the private

sector in these projects and provides incentives to developers who engage in socialized housing
initiatives.
BP 220 outlines the criteria and guidelines for socialized housing, including the maximum
selling prices of housing units and the qualification requirements for potential buyers. It emphasizes
the importance of providing basic amenities, infrastructure, and utilities in socialized housing
projects, ensuring that residents have access to essential services.
The law also establishes the Housing and Urban Development Coordinating Council
(HUDCC) as the primary agency responsible for implementing and monitoring the provisions of BP
220. The HUDCC works in collaboration with other government agencies and local government units
to ensure the effective implementation of socialized housing projects.
The main objective of BP 220 is to address the housing needs of low-income individuals and
families by promoting the development of affordable housing options. It aims to alleviate poverty and
improve the living conditions of marginalized sectors of society. The law serves as a framework for
the government and private sector to collaborate in providing accessible and decent housing for those
who need it the most.

 The purpose of Batas Pambansa Bldg. 220 is that encourages the developer to offer out and
deliver affordable quality housing for the people to have a balanced housing development, to
promote and promulgate the development of economic and socialized housing projects units
for average and low income in urban and rural areas. The act is known to provide housing
programs provided by the private sectors to produce adequate shelter needs to the people. It is
an act that authorizes the ministry of human settlements to establish and promulgate different
levels of standard economic and socialized housing projects in urban and rural areas.
 The site selection process for the housing projects should be allocated by the local zoning
department, the site should be adequate for housing that is outside the potential hazard prone
and protection.

Basic needs of human settlements, enumerated in descending order as follows:


1. Water
2. Movement and circulation
3. Storm drainage
4. Solid and liquid waste disposal
5. Park/playground
6. Power

Ministry of Human Settlements is authorized to establish and promulgate different


levels of standards and technical requirements provided in:

o PD 957: the "Subdivision and Condominium Buyers' Protective Decree,"


o PD1216: “Defining Open Space in Residential Subdivision”
o PD 1096: “National Building Code of the Philippines”
o PD 1185: “Fire Code of the Philippines”

The setback and easement requirements were slightly loosened under the other 2 laws and
their regulations, even though BP220 are significantly lower than those specified as minimum
total lot areas (TLAs) under PD1096. Because of this, it's possible that the planned standard of
living for PD1096 residences cannot be met by the other 2 laws.
