I. TITLE: SUSTAINABILITY AND ADAPTIBILITY OF ENVIRONMENTAL


HOUSING IN PASIG CITY, METRO MANILA

II. ABSTRACT
With most of Filipinos within Pasig City struggle for an adequate way of
living, such can only be achieved if one of the basic needs is attained first--house.
The efforts of the city’s local government to provide environmental housing of its
constituents was temporarily halted due to COVID-19, but plans were still laid out.
The pandemic also triggered new requirement and standards of community housing
that both sustain the community that use it and the rise of policies that envelop future
housing in the post-pandemic city. In line with the city’s plans to provide housing, a
policy is herein made to create guidelines that shall shape the future housing that
embody an adequate way of living of the Filipino people.

III. HISTORY.
On a research study conducted by Gilles N. (2012), ‘due to the rapid growth in
population and the influx of migrants from other provinces attracted by the economic
opportunities in the metropolitan city as in Pasig City, there is a need to address the
needs caused by urbanization,’ with a focus in housing. From the 1960’s, due to lack
of economic opportunities in the provinces, many of its dwellers migrated to Metro
Manila to gain a better status in life, which later on considerably increased the latter’s
number of urban poor. There are over 1.4 million informal settler families in the
country, and Metro Manila contributes 51% of these informal settlers in 2013 alone.

Despite the government’s effort to provide housing units to its residents,
almost half of those beneficiaries tend to return back at their home of origin after their
relocation due to few job opportunities and their other needs are not met at these
relocation sites.

Under the Sotto administration, the Pasig City has unveiled its proposed
design for socialized housing in the city, a major initiative that will prioritize residents
currently living in danger zones like disaster-prone Manggahan Floodway, according
to a report by Inquirer.net. As per the local executive, any new housing in the city
would be distributed through a just system. However, due to sudden onslaught of the
COVID-19 pandemic, plans for the project was halted, but once it is presumed at full
blast, there will be changes on requirements on communal housing with respect to its
adaptive response to the environment while ecologically sustaining itself.

A. BACKGROUND.
As per the Declaration of Policy of PD 1096, it is the policy of the
State to safeguard life, health, property, and public welfare, consistent with the
principles of sound environmental management and control; and to this end,
make it the purpose of the Code to provide for all buildings and structures, a
framework of minimum standards and requirements to regulate and control
their location, site, design, quality of materials, construction, use, occupancy,
and maintenance. It is also the policy of the local government unit of Pasig
City to provide safe, adaptive environmental housing where residents shall
elevate their economic status in spite of the COVID-19 pandemic.
It is also the policy of the government as per BP 220 to promote and
encourage the development of economic and socialized housing projects,
primarily by the private sector in order to make available adequate economic
and socialized housing units for average and low income earners in urban and
rural areas.
In line with the international agenda on housing, the purpose of the
second United Nations Conference on Human Settlements (Habitat II) is to
address two themes of equal global importance: "Adequate shelter for all" and
"Sustainable human settlements development in an urbanizing world".

Moreover, the housing projects initiated by the incumbent mayor is
also outlined by the City Development Plan. Housing projects has the
objective of providing an integrated and pro-active program that will provide
quality and affordable housing for vulnerable, disadvantaged and low income
populace, and offer holistic framework to manage housing concerns of the
city. (IJERT, 2013)

B. WHEREAS CLAUSES

WHEREAS, on March 8, 2020, President Rodrigo Roa Duterte, recognizing


that the COVID 19 public health constitute a threat to national security, and to
promote a whole-of-government approach in addressing the outbreak, declared a State
of Public Health Emergency through the entire Philippines by issuing Proclamation
922.
WHEREAS, it is the duty of the local government units to prioritize the
health and safety concerns of its constituents to prevent the further spread of the
COVID-19 pandemic.

WHEREAS, despite the million mark of the COVID-19 cases in the country,
its is the policy of the local government to assist the livelihood, education and housing
of its residents in order to reopen the economy.

WHEREAS, under the housing strand, it is the desire of the city government
unit of Pasig City to provide for its residents safe, adaptive and sustainable
environmental housing.

WHEREAS, due to COVID 19 and strict IATF health protocols, changes in


requirements and policies govern the design and construction of environmental
housing either in urban or rural setting.

NOW, THEREFORE, BE IT RESOLVED, as it is hereby resolved, the


Group One on Environmental Housing under the The Green Print of Habitat for
Humanity Philippines Foundation, Inc. (HFHPFI) resolves the following:

1. Govern the design and construction of environmental housing in Pasig City,
Metro Manila, Philippines trough updated policy guidelines.
2. Adaptation of the IATF and health protocols to be integrated into the
aforementioned item above.
3. Inclusion of systems and innovative housing features that define sustainable,
ecologically viable housing units for the Filipino people.
4. Integration of just and fare selection of beneficiaries as per eligibility.

IV. PURPOSE AND SCOPE


The content of this policy shall layout an updated guidelines for an environmental
housing in reference to basic health protocols being integrated into the design and
construction of housing project by the local government of Pasig City, Metro Manila.

A. BASIC REQUIREMENTS (AS PER BP 220)


The minimum design standards set forth herein are intended to provide
minimum requirements within the generally accepted levels of safety, health
and ecological considerations. Variations, however are also possible, as may
be based on some specific regional, cultural and economic setting, e.g.,
building materials, space requirement and usage. This minimum design
standards encourages the use of duly accredited indigenous materials and
technology such as innovative design and systems, modular systems and
components among others.

1. Protection and safety of life, limb, property and general public welfare.

2. . Basic needs of human settlements, enumerated in descending order as


follows:
1. Water
2. Movement and circulation
3. Storm drainage
4. Solid and liquid waste disposal
5. Park/playground
6. Power

The provision of these basic needs shall be based on the actual setting within
which the project site is located.

3. . Affordability levels of target market


Affordable cost - refers to the most reasonable price of land and shelter based
on the needs and financial capability of Program Beneficiaries and
Appropriate Financing Schemes (RA 7279)

4. . Location
Both economic and socialized housing projects shall be located within
suitable site for housing and outside potential hazard prone and protection
areas. (BP 220)

B. DESIGN AND CONSTRUCTION.


1. Housing Units
a. Sanitation Area. Sanitation spaces prior to entering the house shall be
added to every housing unit to wash and clean hands and clothes and other
things that are to be brought inside the house to eliminate bacteria and
viruses.
b. Entry. Entrance doors shall have less-surface contact to avoid further
spread of bacteria and viruses accumulated from wandering outside.
c. Adoptive Ventilation. Provide small, operable window openings above the
walls of every room to control flow of air inside the housing unit.
d. Building Materials. Non-porous materials and finishes may be used to
easily maintain and sanitize surfaces.
e. Multi-purpose Room. A multi-purpose room shall be integrated into the
housing unit requirement to establish isolation room, quarantine or workout
spaces.
f. Home Garden. Each Family and housing unit shall have its own home
garden to produce its own food. Such may be located strategically to cater the
spaces.

g. Photovoltaic cells and rainwater harvesting system. To conserve energy
and lower electric bills, each unit shall be primarily installed with such
devices.
h. Foyer. A space for leaving footwear or outwear shall be introduced to
prevent spread of bacteria and viruses which may have incurred from the
outside.
i. Smart devices. Smart home technology mitigate the chances of spreading
the virus by minimal touches of frequently used devices.
j. Storage for essential supplies. Inclusion of the spaces required for every
unit is the storage rooms for essential supplies whenever there are
emergencies enough to last two weeks, or may even sustain a family within
for a month.
k. Waste Compartments. Each unit shall have compartment of wastes
accessible from the outside for the collection, handling and disposal of
domestic waste.

3. Clustered Housing (Parts)


a. At entry to the clustered housing or at any thereof, sanitation facility
shall be a ‘pylon.’
b. Housing block shall have communal garden.
c. Similar to a housing unit, a clustered housing must also have
rainwater cisterns for storing water in an everyday use.
d. Commercial spaces may be built under the stilts or at the ground floor.

e. Interconnected structures with earthquake proof features thru latest
technology shall be incorporated.
f. Interconnected roof must must allow provisions for rainwater
collection and solar panel cells.
g. Open spaces, parks and playgrounds shall be made within the cluster
to provide lung for the housing community.

4. Base Core Units


Basic unit of the housing shall have at least these three elements:
a. Living Block
b. Utility Block
c. Eco-gap Block
d. Expansion Block
V. STAKEHOLDERS.
The stakeholders of the community housing project shall be either from the City
Government of Pasig and by private sectors.

VI. DEFINITION OF TERMS.


a. Cistern-a tank for storing water, especially one supplying taps or as part of
a flushing toilet.
b. Communal garden-a small farm that is run and managed by a community
for its own consumption and the consumption of their neighbors.
c. Coronavirus disease (COVID-19) is an infectious disease caused by a
newly discovered coronavirus.
d. Foyer-an entrance hall or other open area in a building used by the public,
especially a hotel or theater.
e. Housing-houses and apartments considered collectively.
f. Sanitation-refers to public health conditions related to clean drinking water
and adequate treatment and disposal of human excreta and sewage.
g. Smart device -an electronic device, generally connected to other devices or
networks via different wireless protocols such as Bluetooth, Zigbee, NFC,
Wi-Fi.
VII. RESPONSIBLE PARTIES

a. HUDCC (Housing and Urban Development Coordinating Council).
Highest policy making and coordinative body on housing and urban
development mandated to serve as the lead agency to assist the President in
formulating the national objectives, policies and strategies for housing and
urban development.
b. HLURB (Housing and Land Use Regulatory Board). Enhances rational
land use and housing and real estate delivery through policy development,
planning and regulation.
c. NHMFC (National Home Mortgage Finance Corporation). Develops and
provides secondary mortgage market.
d. HDMF (Home Development Mutual Fund). Created primarily to address
two of the nation’s basic concerns: generation of savings and provision of
shelter for the workers.
e. HGC (Home Guaranty Corporation). Created to operate credit insurance
and mortgage guaranty system by assisting private developers undertake low
and middle-income mass housing production; operating mortgage insurance
program and insuring mortgages and loans SHFC (Social Housing Finance
Corporation) Administers the Community Mortgage Program (Fuentebella,
2011).

VIII. TENTATIVE TIMELINE.


a. The tentative deadline shall depend upon the resources and funds and
construction schedule set by the City Government of Pasig City, Metro Manila.
