THE NEGROS OCCIDENTAL
IMPACT 2025

The housing project, supported by the Maritess Alava-Yong


Foundation, Inc., is situated in Bonbon Resettlement Phase III within
Barangay E. Lopez in Silay City. This serves as the inaugural site for
the NOI25 Project, a collaboration between the foundation, Hilti
Foundation, and Base Bahay Foundation.
In alignment with the national government's endeavors to tackle
housing shortages, Habitat for Humanity Philippines has delivered
VISAYAS
40 housing units as part of the Negros Occidental Impact 2025
(NOI25) Project. The Negros Occidental Impact 2025 (NOI25) Project
was built under the presidency of Rodrigo Duterte. Bonbon Resettlement Phase III at

PROJECT BACKGROUND
In 2019, Habitat for Humanity and the Hilti Foundation teamed up to use strong,
disaster-resistant building technology to help fill housing needs in Negros
Occidental. Its goal is to create homes in clean, green, safe, disaster-ready
communities where families feel secure.
PROJECT BENEFICIARIES
The partner families of NOI25 are informal settlers and low-income
families earning daily wage income or rank and file employees who do
not have the financial capacity to buy or build safe and disaster-
resilient homes on their own. The beneficiary selection criteria include:
Head of the family and must be below 60 years old
at the time of filing of the application
Must not be a registered lot owner anywhere in the
country
Must not have any outstanding purchase obligation
at the time of application
Total family income must fall within the poverty
threshold determined by the local government
Must be a resident of the municipality/city for at
least five consecutive years
Must not be a professional squatter or member of
any squatting syndicate Is not a previous
beneficiary of any socialized housing program of
the government
Must be willing to fully participate in the project

The Disiplina Village project, also known as "Bagong Bahay, Bagong


Buhay," was initiated in Valenzuela City in 2017 to address the housing
needs of informal settler families (ISFs) affected by Typhoon Ondoy
in 2009. It involved the construction of over 550 housing units in

The project was strategically located in Barangays Ugong and


Bignay to accommodate informal settler families living in danger
zones, particularly along the banks of Tullahan River. This location
was chosen to ensure that beneficiaries remained connected to their

PROJECT BENEFICIARIES
The beneficiaries of the Disiplina Village project were informal settler families
(ISFs) living in danger zones in Valenzuela City. These families were provided
with safe, affordable, and climate-resilient housing options, along with
access to essential amenities and community development programs.
The project was implemented under the administration of President Rodrigo
Duterte and Mayor Rex Gatchalian. It aimed to provide safe, affordable, and
climate-resilient housing while clearing up Valenzuela City from ISFs living in
danger zones.
The Disiplina Village provided a holistic living environment with amenities
such as electricity and water connections, day care centers, health facilities,
police and fire substations, barangay halls, schools, covered courts, parks,
and an activity center. Future infrastructures included a public market,
transport terminal, and a chapel.
The project was primarily planned and implemented by the City
Government of Valenzuela, with support from various private sector
partners, including San Miguel Corporation (SMC), the National Housing
Authority, and Gawad Kalinga.

HOUSING PROJECT

The Bistekville 1 Housing Project is located in Barangay Payatas,


Quezon City, Philippines. Payatas is a barangay (neighborhood)
known for its large informal settlement and landfill. LUZON

The implementation of the Bistekville 1 Housing Project began during


the administration of President Benigno Aquino III. Herbert Bautista,
who served as the Mayor of Quezon City during that time, played a
significant role in implementing the housing project.

BISTEKVILLE 1 HOUSING PROJECT
BRIEF DESCRIPTION
Housing the largest number of informal settlers in the country, Quezon City
has more than 200,000 families living in areas considered danger zones –
80% of which are informal settlers. Many of those families live in patched- up
houses made of salvaged materials they find in dump sites. Furthermore,
only 35% of teachers in Quezon City have the luxury of having their own
homes, with the remainder left to rent, squat or live in places far in distance
from their work.
Habitat’s Bistekville 1 site is intended to provide homes for those teachers
and their families, and families living along or in danger areas of the city,
private or government land, and doubled- up homes with other families.
Bistekville 1 home partners pay a monthly amortiziation of P2,500, over a 25-
30 year mortgage term through PAG-IBIG and Social Housing and Finance
Corporation.
