Emergency Preparedness and Response Plan Issue Date : 02-01-2019

1.0 PURPOSE: To establish a procedure for preparing for and responding to


potential emergency situations.
2.0 SCOPE: This procedure is applicable to the Integrated Management System
of the RBA Code of Conduct of Dixon Plant, Tirupati and complies with the
requirements of Clause 8.2 of (1) IS/ISO 14001:2015-Environmental
Management Systems (EMS) and (2) IS/ISO 45001:2018- Occupational
Health and Safety Management Systems and Section B-2 of (3) Responsible
Business Alliance Code-of-Conduct (RBA CoC)-2020-Version 7.0
3.0 RESPONSIBILITY: Managers –As mentioned in the procedure. The term
‘Manager’ generically refers to the head of a process (having one or more
persons reporting to him). The Manager may delegate the responsibilities
within his team. (Abbrev.: H.R.-Human Resources, HSE-Health Safety and
Environment Officer, SO – Security Officer, Maint.-Maintenance, Pl.H – Plant
Head, EPRP - EPRP Committee/Team, M.R.(IMS)-Mgt. Rep.- Integrated Mgt.
System)
4.0 PROCEDURE:

4.1 The hazards related to occupational health and safety, and the
environmental aspects of the activities, products and services of the
organization are identified and determined periodically and the OHS risks
and environmental impacts for the same are assessed as per procedure no.
TLTV-EHS-541-PP-01.Based on this assessment, action is taken to prepare
for and respond to potential emergency situations.
In the present context of the organization there are no significant
environmental aspects which could result in an environmental emergency
situation requiring evacuation of the premises.

4.2 Type-1 Emergencies - Potential natural events: At the location of the factory,
no natural events such as earthquakes, floods, hurricanes / typhoon, etc.
have occurred in the last 30 years which have been reported to have caused
any material damage to property and life.

4.3 Type-2 Emergencies – The potential technical and man-made events which
may occur inside and outside working hours are :

4.3.1) Type-2.1 : fire due to use, storage and handling of flammable


material – diesel, isopropyl alcohol, soldering flux, paints, thinners, etc.,
(requiring emergency evacuation of people from the work-place)

4.3.2) Type-2.2 : fire due to electrical short circuits affecting machines and
materials in stores, on the production shop floors, fire hydrant pump room,
canteen, creche, other enclosed areas (requiring emergency evacuation of
people from the work-place)

4.3.3) Type-2.3 - fire in canteen due to gas, cooking oil, etc., (requiring
emergency evacuation of people from the canteen and/or hospitalization of
the affected / injured person(s))

4.3.4) Type-2.4 - incidents which may injure people due to equipment


malfunctions, falls, electrical shock, fainting, etc. (not requiring emergency
evacuation of people from the work-place, but resulting in hospitalization
of the affected person(s))

4.4 EMERGENCY PREPAREDNESS:


4.4.1) Actions have been implemented to comply with all the safety
requirements of the Indian Electricity Act and Rules (General Safety
Precautions and Rules 29 to 61), The Factory Act and A.P. Factory Rules (Fire
Protection Rule 61, Electricity Rule 61B, Rule 55-A for lifting machines, Rule
56 for pressure vessels), The Environmental Protection Act, The Hazardous &
other wastes (Mgt. & Trbdy. Mvmnt.) Rules (as applicable to the context of
the Plant).
4.4.2) The actions and provisions include:
(a) appropriate and adequate fire (smoke/heat actuated) detection and
suppression equipment (HSE),

(b) appropriate and adequate fire-fighting-equipment of the right type, size


and numbers (extinguishers, hoses and hydrants, pumps, water-supply)
(HSE),
(c) Closed circuit television cameras (CCTV)are installed across the campus
site and the monitor screens are located in the Security Officer’s cabin at the
Gate. After working hours one person monitors the screen images for
occurrence of any hazardous/dangerous/security risk event. (C.S.O.-IT)
(d) adequate emergency exits in each room/hall (reachable within 30
meters from any point within the building) which are clearly visible and
illuminated with suitable arrangement to maintain the required illumination
in case of failure of the normal source of electric supply and marked in a
language understood by most of the workers (Pl.H),
(e) arrow markings on the walls to show the direction towards emergency
exits (Pl.H),
(f) maintaining clear and unobstructed egress (materials are not stored in
front of emergency and other exits (Pl.H),
(g) emergency equipment (Fire extinguishers/fire hoses/hydrants) are
placed to be easily accessible without any obstruction (Pl.H),
(h) Evacuation layout plans for each shed are displayed to guide the people
and emergency service personnel (HSE),
(i) worker communication and training on EPRP procedure and evacuation
plan is conducted at least once every 6 months (Pl.H) and for each new
entrant to the organization during induction (H.R.) The communication
includes information on their duties and responsibilities during an
emergency;(Pl.H)
(j) in the event of an emergency Visitors are required to follow the
directions of the EPRP Warden / their host in the area of the campus where
they are visiting; Contractors are required to follow the directions of the
EPRP Warden in the area of the campus where they are working (Visitors,
Contractors);
(k) Mock drills are conducted at least once every 6 months for emergencies
(each drill will be for a different type of emergency situation (scenario)), the
results recorded, the performance evaluated and the planned response
revised, as necessary (EPRP) (HSE-H.R.) ,

(l) Preventive maintenance work instructions, check-sheets, schedules, test


methods and certification are established, implemented and maintained to
ensure that all safety requirements and devices of electrical equipment,
lifting equipment, pressure vessels, etc. are in good order (Maint.).
4.4.3) Periodic and regular internal audits are conducted to evaluate and
verify compliance to procedures and legal requirements MR(IMS).
4.4.4) Adequate number of people (to ensure that trained people are
available in all working shifts) from all processes are trained in ‘First- Aid’,
‘Fire suppression/fighting techniques (HSE)-Refresher training is conducted
once every six months. Training requirements are reviewed once every three
months to ensure that adequate trained people are always available in all
working shifts and processes.(H.R.-HSE)
4.4.5) Arrangements for emergency assistance from external Medical
Professionals, Hospitals, Ambulance Services, Fire Services have been made
to avail their services when required (H.R.-HSE),
All the points 4.4.1 to 4.4.5 are reviewed by Senior Management to ensure
that the Management System is performing as planned (Management
Review Meetings).

4.5 An EPRP team (Committee) has been formed comprising of:


1. HR Process head (Leader) and alternate,
2. Plant Heads or their delegates (Dy. Leaders) and alternates,
3. Security Head (C.S.O.) and alternate,
4. Safety Officer,
5. Welfare Officer,
6. EPRP Shed-Leader (per shed),
7. EPRP Wardens-All people who have been trained in First Aid and Fire
protection and suppression methods (They are the EPRP wardens within
each shed and in every shift),
8. All Security Supervisors on roll.

The composition of this team is reviewed jointly by the HR Process Head,


Safety Officer and Welfare officer once in 1 year and updated, as required.

4.6 EMERGENCY RESPONSE FOR Type 1 emergencies :


4.6.1 Safety Officer and / or Manager H.R. monitors media and Indian
Meteorological Department (IMD) prediction reports for possible
occurrences of earthquakes / cyclones / floods.
4.6.2 E-mail / telephone messages to be on ‘alert’ are sent to all persons
within the Tirupati Plants Campus.
4.6.3 During an EARTHQUAKE, take actions as the following actions:
(a)When indoors during earthquakes:
(i) drop to the ground, kneel and crouch down, covering your head with
your arms and hands and take cover under the nearest sturdy object (such
as a table) and hold on to its leg until the shaking stops.
(ii) If you can't get under a strong table /sturdy furniture item, crouch
down, covering your head with your arms and hands.
(iii) If there is no strong table nearby which you can move under, but
there is another item of furniture such as a cupboard slowly move, in the
crouched position, next to a bed, sofa, desk or other heavy piece of
furniture. (In these conditions, the triangle of space created when a
bookshelf, wall, or part of a ceiling falls against a large piece of furniture is
your best chance of not getting crushed).
(b) When outdoors during earthquakes:
(i) do not attempt to go indoors;
(ii) move to the most open area, away from buildings, walls and power
lines. Most injuries are due to falling debris.
(ii) If you are in a car, do not stop under bridges, beside tall buildings or
under power lines. Stop in an open area and remain inside the car.
c) Aftershocks: after an earthquake, remain vigilant for aftershocks
anywhere from minutes to months later. Be careful when surveying the
damage; open doors and cabinets slowly.
4.6.4 If any person is injured in the earthquake H.R. arranges for transport /
ambulance to take the injured person(s) to the hospital:
4.6.5 If CYCLONES/FLOODS are predicted in or near the campus site area
during working hours, evacuate all persons from the campus and arrange for
their safe transport home.

4.6.6 The Management takes appropriate actions to inspect, test all


equipment, utilities, buildings, infrastructure, etc. and repair the damage, if
any, to equipment and property which may have occurred during the
natural events. All equipment, utilities, buildings, infrastructure, etc. are
checked for safe operation and occupancy and certified by competent
persons before re-commencing the factory operations.

4.7 EMERGENCY RESPONSE FOR emergencies of Type 2.1 to 2.3


4.7.1) RESCUE-The person who observes a fire gets all people in the
affected area to vacate the location through the nearest emergency exits.
He assists people in difficulty (without endangering himself) to vacate the
area. All persons who leave the building move towards the safe assembly
point, shutting (BUT NOT LOCKING) the doors and windows behind them to
contain the spreading of the fire. (The safe assembly point(s) must not be on
the interior roads of the campus. The interior roads must be left
unobstructed for external fire emergency services to travel towards the
affected building.)
4.7.2) ALARM- The person then actuates the emergency alarm from the
nearest ‘Call-Point’ and immediately informs the EPRP Warden(s) on duty.
who moves to the affected area along with the Security Officer, Safety
Officer, Welfare Officer. On hearing the emergency alarm, the maintenance
in charge arranges to switch off the electricity mains supply, air-handling
units, central air-conditioning, etc.
If anyone is found injured during the event the Safety Officer arranges for
first aid and, if found necessary, calls the ambulance service (or arranges for
company transport) to take the injured person(s) outside the campus for
medical attention.
4.7.3) CONTAIN and EXTINGUISH- The people near the point of fire attempt
to extinguish the fire with the firefighting equipment in the location. If it is
found that the fire cannot be brought under control or extinguished by
them, the Security Officer / Safety Officer calls the external fire services for
assistance.
They along with the other persons who are inside the building / room check
that there are no other persons present there and leave the room shutting

all the doors and windows to contain the spread of fire. They check all the
other rooms, including washrooms to verify that there are no more people
inside the building and then exit the building to await the fire emergency
services.
On the arrival of the external fire services the team guides them to the
affected location to take control of the situation. The directions and
instructions of the services personnel are obeyed till the fire is brought
under control.
H.R. arranges for people to be transported to their homes.
4.7.4) After the fire is extinguished and the fire services has completed their
actions the Management takes appropriate actions to salvage, inspect, test
all equipment, utilities, buildings, infrastructure, etc. and repair/replace the
damage, if any, to equipment and property which may have occurred during
the events. All equipment, utilities, buildings, infrastructure, etc. are
checked for safe operation and occupancy and certified by competent
persons before re-commencing the factory operations.

4.8 EMERGENCY RESPONSE FOR emergencies of Type 2.4:


The person who notices people who are injured anywhere in the campus
(due to e.g. equipment malfunctions, falls (from a height or slipping),
electrical shock, fainting, etc.) must immediately inform his superior, other
senior persons or EPRP Warden in that area.
Before attempting to help the injured person or touching him/her, it must
be ascertained that he/she is not in contact with a live charged electric
wire.
The superior/supervisor should alert the safety officer or other person
trained in first aid who will administer first aid to the injured person and
arrange to take him to the ‘Ambulance Room’ or medical attention by a
doctor.
The Safety Officer, along with another member of the Safety Committee
investigates the matter to arrive at the root-cause of the injury. If the
analysis determines that the injury is due to unsafe/unprotected working
conditions e.g. absence of machine safeguarding, equipment malfunctions,
electric shock, working without personal protective equipment, etc., the

safety officer and Mgt. Rep. of the integrated Mgt. System must work out an
effective corrective action and implement it as soon as possible.

(To be checked on the day of the Mock Drill before the Drill):
1. Ensure all employees, visitors and customers are notified of the fire safety
mock drill procedure
2. All visitors must sign a register to ensure they are accounted for
3. Assign the EPRP wardens to oversee the evacuation process.
4. Notify all relevant persons of the date of the drill well in advance
5. The start and end time of the drill must be clearly laid out
6. An emergency response point should be clearly signposted
7. All relevant persons should be notified of the emergency response point
8. Make sure all entrances and exits are unobstructed
9. Check that all fire alarms are working and audible
10.Print a register for all people who are attending on that day
11.Establish a safe evacuation route for disabled people (if any)
12.Call a register after evacuation to account for all people in the campus
13.Complete the Mock Drill Result record Form and analyze the performance to
see what worked well, and what could be improved

3. EPRP-Communication&Training Points-v1
1. FOR YOUR OWN PROTECTION YOU SHOULD REPORT THE FOLLOWING
INFORMATION TO YOUR SUPERIOR / FIRE or DEPUTY FIRE WARDEN………
i) If any exit door/route is obstructed by loose materials, goods, boxes, etc.
ii) If any door does not close automatically, or does not close completely.
iii) If any push button fire alarm point, or fire extinguisher is obstructed, damaged
or apparently out of order.

2. IF YOU DISCOVER A FIRE…………


i) Break the glass of the nearest push button fire alarm and push the button.
ii) Inform the EPRP Warden in your area who will attack the fire with extinguishers
provided on your floor.
iii) Take guidance from your Wardens. Evacuate if your Warden asks you to do so.

3. IF YOU HEAR EVACUATION INSTRUCTIONS………………


i) Leave the floor immediately through the nearest emergency exit.
ii) Report to your Warden, at your predetermined assembly point outside the
building.
iii) Do not go to washrooms.
iv) Walk quickly but do not run or shout.
v) Do not stop to collect personal belongings.
vi) Close doors shut (BUT NOT LOCKED) when you have passed through the door.
vii) Your assembly point is at _______________ (check with your Fire/Deputy Fire
Warden).
