 ¿Do we move forward or back?

The environmental situation is an issue that has taken on great importance in recent years,
since, through it, life is the support of everything, ecosystems, and in general the health of
our land, understanding that this can make a recovery if we all work towards it.

In Colombia this situation has not been foreign, given that there have been very significant
environmental problems adjusted to policies or regulations that have been aimed at reducing
the environmental destruction gap. However, these laws on environmental aspects are
observed inconsistently between what they propose and what is implemented in large
companies or in society, a clear example is Law 99 of 1993 which manages the policies of
conservation of the environment and renewable natural resources, which leads us to ask, what
were the shortcomings in his execution? Understanding that Environment Act 99, 1993,
states that "the role of the State in regulating and guiding the process of designing and
planning the use of the Nation’s territory and renewable natural resources, in order to ensure
their proper exploitation and sustainable development (Article 7)" However, contempt is
observed in populations with certain environmental problems that even people or companies
are not aware of the damage we do to the earth.

(ALMEDIA 2020) In his journalistic research he highlighted a problematic environmental

level, he says that population growth figures as one of the most incident actors in the increase
of solid waste generated year after year. According to the National Administrative
Department of Statistics, DANE, from 2005 to 2020 Cesar had an increase of 47% of the
population from 878,437 inhabitants to 1,295,387, a figure equivalent to 2.7% of the national
population. The largest number of individuals in the department is concentrated in
Valledupar, a municipality that currently has 532,956 people. This exponential growth in the
Cesarean population leads to a higher level of consumerism that opens a robust door to waste.
For decades solid waste has been an environmental problem that requires attention. Sanitary
landfills that work properly and make an efficient use of garbage, have been a guarantor in
minimizing environmental impacts. However, such places can become a pandora’s box when
there are no public and environmental policies for a correct final disposal of discarded
materials.

This leads us to think that it is not a question of creating standards, but of complying with
current ones, to generate a quality environment, through the creation of specialized spaces
and pedagogical support programs.

One case that can be brought up is the applicability of the Regional Environmental
Management Plan (PGAR) this strategy tries to integrate actions of all regional actors and its
purpose is to advance the sustainable development of regions, this has become a strategy
used to ensure the environmental restoration process by emphasizing that all these regions.

It can be said very explicitly that progress has been made in implementing some regulatory
policies for environmental improvement, but there are also aspects to be improved, not only
in the communities, but also in the business aspect, where elements of significant evolution
are framed, but at the same time exposing an ecosystem that is increasingly deteriorated. It
should be emphasized that a process to be effective in environmental matters requires two
fundamental elements: first, the implementation and enforcement of standards throughout
the national and international territory, and second, it is aimed at society, since it is
necessary to generate awareness and respect for our land.
