Training and fostering officials and employees of the
University of Economics and Law in 2021

l. PURPOSE - REQUIREMENTS
1. Purpose
Training knowledge, professional qualifications and fostering skills and
methods of performing tasks in teaching activities, scientific research, and
training services for officials and workers employees (VC&NLDO&E) to
contribute Bbuild a team of highly skilled and professional personnel with
good moral qualities and strong political will to meet job requirements.
Contribute to improving the quality of university administration,

concretizing the contents of the University's Strategic Ddevelopment pPlan.

2. Requirements

The training and fostering of VC&EmployeesO&E is carried out in

accordancee withMth the provisions of Llaw on training and fostering of

VC&EmployeesO&E in administrative and public service units and the general

plan off f VNU-HCM and University.

supplementation of leadership and management personnel of units and

ll. FURNITURE CONTENT
1. Training to improve qualifications
Objective: Develop and improve the quality of human resources.
Participants and requirements:
+ Lecturers of Faculties and Departments determine study paths to
improve their qualifications (Master's degree student ,PhD student,
PhD/Associate Professor preparing for consideration for the position of
Associate Professor, Professor).

2. Training courses according to leadership and management standards
Objective: Implement Directive No. 28/CT-TTg dated September 18,
2018 of the Prime Minister on promoting training before appointing
leadership and management positions for cadres, civil servants and public
employees .
Participants: VCs & employeesO&E holding leadership or
management positions or being planned to hold leadership,

management positions, planning for the Board of Directors Board and
strategic level.
Expected time to organize: Throughout 2021 from the initiative of
the school and according to the general plan of VNU-HCM.
3. Fostering national defense and security knowledge
Objective: To implement the State's Country’s regulations on fostering
national defense and security knowledge for VCs O&E and workers
belonging to subjects 2, subjects 3 and subjects 4.
Participating subjects: VCs and workersO&E belonging to subjects 2,
subjects 3 and subjects 4 do not have a certificate of training in defense
and security knowledge.
Estimated time of organization:

[4.] Fostering professional titles: Specialist, Main Specialist, Main
Lecturer

4.1 Training for the position of Specialist


Objective: Training according to professional title standards of Specialist.
Equipment, Update and improve general and basic knowledge of state
administrative management.
Subjects: Officials holding the professional title of Specialist (class Ill) do
not yet have one certificate of professional training; Officials hold class
professional titless IV is eligible to take the exam and be considered for
promotion to class Ill.

4.2 Training for the title of Main Executive Specialist

Objective: Training according to professional title standards of Main Executive
Specialist.Specialist.
Consolidate, train and develop learners to master certain skills and knowledge

Participants: Officials holding the professional title Specialist (class Ill) who
have a certificate of completion of the Specialist training program, with 5
years of work or more.
Expected time to organize: Throughout 2021.
4.3 Training for the title of Main Senior Lecturer
Objective: Fostering knowledge and skills to improve capacity, develop
professional expertise, perform teaching tasks well, and meet professional title
standards Senior Lecturer career.

+ O&EVC&NLD are holding the professional title of Senior Lecturer Principal
Instructor (class Il) but do not have a training certificate according to the

+ VC&NLDO&E are holding the professional title of Lecturer (grade Ill) or


equivalentt for 8 years or more.

5. Fostering and improving foreign language skills

Objective: Build a team of professional VCs officials and employeesand

workers with foreign language proficiency and the ability to teach

expertise in foreign languages and use foreign languages at work, in

accordance with the requirements of modernization and socialization.

5.1 English communication training course


Participants: All officials and employeesVCs and
employees of the University who are in need.

5.2 Training course: Specialized teaching in English
Participants: Lecturers teaching specialized

[6.] Advanced office information technology
Objective: Improve office information technology knowledge to

apply to professional work and meet the needs of obtainingthe team to take

the International Office Information Technology (MOS) certification exame.

Expected organization time: July 2020.
6.[7.] Fostering scientific research methods
Objective: The topics are designed to help students who want to do
scientific research to carry out research projects according to international
practices. Especially useful for those who have done scientific research
but have not yet mastered the methods and tools to design and carry out
effective research.
7.1 Academic skills, writing articles in scientific journals
Participants:
+ Compulsory participation for young lecturers (under 35 years old) without a
doctorate, and main author with less than 5 articles.

Expected organization time: July 2021.


7.2 Publication in international scientific journals

Participants:
t Compulsory participation for lecturers who have completed the Academic Skills
class, writing articles in scientific journals or must participate in the Academic
Skills class, writing articles in scientific journals after completing this class;
lecturers with doctoral degrees under 45 years old who have not yet published
internationally.

+ Lecturers with doctoral degrees who are more than 45 years oldOld or Older in

Academic Skills class and written articles in scientific journals are interested in
participating.

[8.] Reception and internationalforeign relations skills
Objective: In addition to officers in charge of foreign affairs, each job
position in the uUniversity needs to be equipped with skills and knowledge
about communication and behavior to create a good impression and image for
the unit in particular and School Univeristy in general. The training program
will
pProvide basic knowledge about diplomatic operations, equip knowledge
and skills organizing events, conferences, seminars, as well as how to
organize a banquet diplomatic treatment; arranging banquet tables; common
manners when interacting socially.
Participants: All officials and employeesVCs and employees of the
University who are in need.
Expected organization time: November 2021.
[9.] Organize for officials and employeesVC & workers to visit and study

practical models at home and abroad.


Objective: To create favorable conditions for managers and specialists of
units to learn skills and share management experiences of units with different
advanced practices at home and abroad models.
