Government of Haryana during the financial year 2016-2017.

Madan/Sir,

I am directed to convey the sanction of the President for payment of Rs.77,51,520/- (Rupees
Seventy Seven Lakh Fifty One Thousand Five Hundred Twenty ) as 60% cost of Rs. 1,29,19,200
(Rupees One Crore Twenty Nine Lakh Nineteen Thousand Two Hundred) to the Government of
Haryana as grants-in-aid for implementation of Mahila Police Volunteers (MPVs) in two village
namely Karnal and Mohindergarh on pilot basis under Nirbhaya Fund during the financial year
2016-2017.

2. As per the instruction of the Department of Expenditure, Ministry of Finance, funds released
to the States/UTs from the said major head 3601/3602 shall be necessarily with cost sharing from
the States/UTs at 60:40 cost sharing ratio except in case of North Eastern State, Uttarakhand,
Himachal Pradesh and Jammu and Kashmir where the share of Centre and State/UTs will be in the
ratio of 90:10. The component wise overall ceiling for grant for implementation of Mahila Police
Volunteers (MPVs) as approved by the SFC in the meeting held on 19.07.2016 are as under:

5. The amount of grant-in-aid is finally adjustable in the books of the Principal Pay and
Accounts Office, Ministry of Women & Child Development, D-Wing, Ground Floor, Shastri
Bhawan, New Delhi. The payment of the State would be arranged through the Reserve Bank of
India, Nagpur. The State Accountant General will send intimation regarding receipt of grant-in-aid
to the Principal Pay & Accounts Office, Ministry of Women & Child Development, Shastri
Bhawan, D-Wing, Ground Floor, New Delhi.

6. The pattern of grants has been approved by the Ministry of Finance. This sanction is being
issued in conformity with the rules and principles of the scheme approved by the Competent
Authority.

7. This sanction issues with the concurrence of JS& FA vide their Dy. No. 21980
dated 27.07.2016 and with approval of Secretary (MWCD) dated 28.07.2016.
