to refer to this Office's letter No. MEIDP/NDB/26/zo2)827, dt. 4th npril

zoz4 relating to the visit of the N DB Mission from 6th to r oth May, zoz4 and to say that one
of the agenda to be discussed during the visit is the action taken on the observations made
during the lnception Mission.
ln this connection, the observations made in the previous Mission are as
follows:

"Quality and Safety: Based on the site visits of representative roads, it was noted that the
quality of the construction works was not adequate on sample roads visited. lt was
highlighted to the project implementing unit (in this case Public Works Department ("PWD")
to take corrective actions in this regard. PWD highlighted that the roads are under the defect
liability period for at least 3 years after construction, and they agreed to work with contractors
to take corrective measures in this regard.

As per the discussion and agreement with the lA and the PWD, a quality and safety
assessment will be carried out by the PWD for the road packages under NDB financing to
ensure the consistency and quality of the road assets constructed. lA will submit the
assessment report, which will be reviewed by the PMCBC and CSC and submitted to NDB
by November, zoz3.

Environmental and Social: lt is strongly recommended that the PMCBC and CSC enhance
their monitoring capabilities. Observations made during the mission (particularly related
to sub-project compliance, adherence with ESMP and ESIMP requirements, improvement
of worker accommodation provided by the contractors, and updating of E&S monitoring
checklists will be further reviewed during the next review mission, tentatively planned to
take place by December 2023."

It is also advised that all PlUs should endure that the quality of work and
adherence to all the social & environmental requirements are strictly adhered to.
