EDM’s Topographic Maps are derived from Digital Raster Graphic (DRG) data obtained from the US Geological
Survey (USGS). A DRG is a raster image created by scanning published paper maps on high-resolution scanners.
The USGS Topographic Map Quadrangle DRGs are scanned images of USGS 7.5 Minute series paper Topographic
Maps, including all map collar information.
To display these DRGs within our Geographic Information System (GIS), EDM strips the collar information from
each image and assigns control points for matching the image to ground control coordinate values associated with
our vector based Street Map data. This provides EDM the ability to display USGS Topographic Map features with
other digital data for enhanced visualization of base cartographic information. The combination of our EDM report
data with our Topographic Map image is an example of this enhancement.
EDM Flood Map Data
EDM’s Flood Map Data is a representation of 100-Year and 500-Year floodplain areas as derived from Digital Q3
Flood Data obtained from the Federal Emergency Management Agency (FEMA). The Q3 Flood Data are
developed by scanning and vectorizing existing hardcopy Flood Insurance Rate Maps (FIRMs) to create 1) a raster
product suitable for viewing or printing and 2) a thematic vector overlay of flood risk areas. The Q3 Flood Data are
intended to capture all FIRM data in the raster file, but only certain features from the existing hardcopy FIRM in
the vector file. EDM uses the vector file to provide a graphic display of the 100-year and 500-year floodplain
areas.
Flood risk information presented on FIRMs is based on historic, meteorlogic, hydrologic and hydraulic data as well
as open-space conditions, flood control works and development. FEMA uses this information to illustrate the
extent of flood hazards in a flood prone community by delineating Special Flood Hazard Areas (SFHAs) on
FIRMs. SFHAs are those areas subject to inundation by a flood that have a 1-percent or greater probability of
being equaled or exceeded during any given year. These areas are thus referred to as 100-year floodplains. The
500-year floodplain areas have a .2-percent or greater probability of inundation in any given year.
The Q3 Flood Data was not developed to replace existing hardcopy or digital FIRM products. In fact, the name
“Q3” is derived from the fact that to support disaster operations, the Risk Assessment Branch of FEMA developed
Specifications for a digital "Emergency FIRM," or Quality Level 3 Digital FIRM (Q3) that could be created rapidly
and at minimal costs. This product has the advantage of being far less costly, in time and resources, to produce
than the Quality Level 1 (Q1) engineered digital product, the Digital Flood Insurance Rate Map (DFIRM), or
the complete Quality Level 2 (Q2) thematic flood risk overlay created from existing paper FIRMs, the DFIRM-
Digital Line Graph (DFIRM-DLG).
The Q3 Flood Data are designed to support planning activities, some Community Rating System (CRS) activities,
insurance marketing, and mortgage portfolio reviews. It does not provide base flood elevation information; thus, it
has limited application for detailed engineering analysis, particularly for site design or site specific rating of flood
insurance policies for properties located within SFHAs. The Q3 Flood Data are not tied to a base map, are not used
to produce a new version of the hardcopy FIRM, and are not subjected to community review. The Q3 Flood Data
are intended to provide users with automated flood risk data suitable for simply determining whether features are
within or outside the SFHA or 100-Year flood areas.
SFHA boundary information conveyed by Q3 Flood Data files was developed to overlay USGS 7.5-minute
topographic maps at a scale of 1:24,000. Thus, Q3 Flood Data cannot be assumed to have an accuracy of better
than 40 feet. Due to other limitations, it is recommended that flood zone proximity determinations using GIS
technology and Q3 Flood Data generally be made only when structures are located 250 or more feet outside an
SFHA boundary. In cases where the structure is within 250 feet of the SFHA or inside the SFHA, data such as the
Base Flood Elevation (BFE) determined from a Flood Insurance Study (FIS) and the surveyed lowest adjacent
grade and/or lowest floor elevation should be used to make a detailed and accurate determination.
Prudence may require that a more conservative margin than 250 feet be used to determine the need for ancillary
data to support a GIS determination. Terrain variations, the nature of flood hazards in the area, and the quality of
all digital data being used to make the determination should be considered when establishing the need for collecting
survey and flood profile data.

EDM Wetlands Map Data
EDM’s Wetlands Map Data is a representation of wetland areas as derived from Digital Line Graph (DLG) data
obtained from the US Fish and Wildlife Service (FWS) National Wetlands Inventory (NWI) program. The
FWS/NWI has the primary responsibility for the mapping and inventory of wetlands within the United States. The
NWI produces wetland maps by initially employing photo-interpretation of color-infrared photographs. These
photographs often provide distinctive color, texture and pattern features that are characteristic of wetland vegetation
and background soils. The mapping process may be further checked and validated through analysis of US
Geological Survey (USGS) Topographic maps and Natural Resources Conservation Service (NRCS) Soil Survey
maps. In some instances, field reconnaissance may also be an option during the validation process.
The wetlands mapping data are transferred to a base map (typically a 1:24000 scale USGS Topographic map) and
digitized to produce the final NWI Wetlands digital map. The DLGs are translated by EDM, into files readable by
our Geographic Information System (GIS) and are assigned features coded to represent the various classifications
of Wetlands.
Wetlands are classified by the FWS/NWI according to a system developed by Cowardin et al. 1979, in their work:
“Classification of wetlands and deepwater habitats of the United States” :US Fish and Wildlife Service, Biological
Services Program Report FWS/OBS-79/31. The Cowardin system is hierarchical and consists of several
classification levels including:
- System
- Subsystem
- Class
- Subclass
- Modifiers
- Marine – Open ocean and coastline exposed to waves and currents; 1) shoreward to the extreme high
water line and 2) seaward to the limit of emergents, trees or shrubs or to the seaward limit of the
Estuarine System
- Estuarine – Deepwater tidal habitats and adjacent tidal wetlands usually semi-enclosed by land but
with open or sporadic access to the ocean and at least occasionally diluted by freshwater runoff from
the land
- Riverine – Most wetlands and deepwater habitats contained within a channel
- Lacustrine – Wetlands and deepwater habitats situated in topographic depressions or dammed river
channels and, among other things, lacking trees, shrubs and persistent emergents.
- Palustrine – All nontidal wetlands dominated by trees, shrubs and persistent emergents and all such
tidal wetlands where ocean-derived salinities are below 5 parts per thousand.
The remaining classification levels are typically identified on NWI wetland maps by using alphanumeric codes.
These codes may then be translated using the Cowardin classification system as illustrated in Table 1. As an
example, an alphanumeric code of PUBHx would represent a [P] Palustrine , [UB] Unconsolidated Bottom, [H]
Permanently Flooded, [x] Excavated wetland classification.
The EDM Wetland maps delineate the Cowardin Systems by applying color and texture to the applicable polygons.

cattle dipping vats and the problems they posed to public health and the environment. A database
identifying more than 3,200 state-funded cattle dip vats was maintained by the Department of
Agriculture and Consumer Services (DACS). The database identified vats either by the property
owner's name, or by some familiar landmark-- along with the county in which the vat was located.
