1.0 PURPOSE

WRS Infrastructure & Environment, Inc., d/b/a WRScompass (WRS) has prepared this Tree
Protection, Clearing and Grubbing Work Plan (Plan) as per the project specification for
environmental protection; Specification 01 57 20, under the requirements for pre-construction
submittal for Tree Protection, Clearing and Grubbing.

Specifically, prior to any clearing in and near natural areas the site will be walked with
representatives from the USACE, Contractor and Florida Department of Environmental
Protection (FDEP), to flag trees in an attempt to preserve and identify areas within the
construction limits that require protection. WRS will educate the heavy equipment operators and
other personnel about trees (cypress, oaks, maples and others) that will need to be protected in
the project.

2.0 REFERENCE

• Specification 01 57 20, Environmental Protection; and


• Specification 31 11 00, Clearing and Grubbing (revised per Amendment 2).

3.0 SCOPE OF WORK

Clearing and grubbing of trees and vegetation within the limits of Spoil Mounds B and C, within
the C-38 backfill limits and within the limit of construction for oxbow excavation. WRS will
preserve any identified areas and protect trees within the construction limit as directed by
USACE.

4.0 GENERAL APPROACH

Prior to any clearing and grubbing activities, WRS will request a meeting with the USACE
representative and the FDEP. The purpose of the meeting will be to review the contract
documents and identify any potential area of concern prior to clearing and grubbing WRS will
furnish recent aerial photographs of the work area to assist this review.

WRS will not conduct any clearing near natural areas of the site and any areas of concern
identified in the previous meetings. WRS will schedule a follow-up walk through with USACE
and FDEP and allow the parties sufficient time to clearly identify trees to be protected and areas
to be preserved within and near the work area.

Specifically, there are portions of the oxbow to be constructed in the natural wetland area. WRS
will layout the design oxbow alignment by a Florida Registered Surveyor and conduct a walk
through with representatives of USACE and FDEP to conduct a review and identify trees to be
protected and/or preserved.

The following is a list of WRS operational guidelines for tree protection during construction
activities:

• WRS will confine construction activities to the area defined by the project
drawings and specifications. WRS project management staff will conduct daily
operation kick-off meetings with all construction personnel to review the daily
activities and communicate the activity limits.

• WRS work plan will minimize disturbance to existing features at the site.

• WRS will not remove, cut, deface, injure or destroy land resources including,
trees, shrubs, vines, grasses, topsoil and land forms without specific permission
for the contracting officer.

• WRS shall engage a qualified tree surgeon to perform all tree surgery. WRS shall
be responsible to repair injuries to bark, trunk, branches, and roots of protected
trees by dressing, cutting, and painting as specified for Class I Fine Pruning, of
the National Arborist Association Pruning Standards for Shade Tree or as per the
State’s Agricultural Extension Agency Guidelines, immediately as occurrences
arise.

• No ropes, cables, or guys shall be fastened to or attached to any trees for


anchorage unless specifically authorized.

• WRS will define the construction right-of-way and provide necessary marking to
identify the work limits. Isolated areas within the general work area which are to
be saved and protected will also be marked or fenced when directed by the
Contracting Officer. WRS will protect from damage all existing trees designated
to remain. Protection of the tree roots will be provided against noxious materials
in solution caused by run-off or spillage. Fires will be located outside the canopy
of protected trees. No materials, trailers, or equipment shall be stored within the
drip line of any protected tree.

• Trees and their roots will be clearly identified and protected. Tree protection
markings will be placed before excavation or grading has begun and maintained
in place until construction is complete. Branches of protected trees, if required,
will be removed to clear for construction. Pruning will subsequently be
performed to restore the natural shape of the entire tree. Branches or roots, if
required, will be cut with sharp pruning instruments and not broken or chopped.
Any damage to tree crowns or roots will be repaired promptly after damage
occurs.

• WRS will not anchor, place pipelines, or stage equipment in a manner that will
cause any damage to wetlands beyond those specifically identified, anticipated,
and authorized in these specifications and associated drawings and environmental
documents. Anchoring, placing pipeline, or staging equipment shall be avoided
in these sensitive wetland areas.

5.0CLEARING AND GRUBBING

Physical features for spoil mound degrading and C-38 backfill limits are shown on design
drawings and identifiable in the field. Clearing and grubbing will be performed by low ground
pressure dozers, excavators and front end loaders with a rake attachment. Cleared and grubbed
debris will be allowed to dry and disposed of by burning. All burning will be subject to state
and local requirements, WRS will obtain daily burning permits from the Forestry Department.

Oxbow alignment will be identified by a Florida Registered Surveyor. Surveyor with a GPS
instrument will walk along with the dozer operator to identify the center line of oxbow and the
dozer operator will assist the Surveyor to clear to the limit of oxbow and allow the surveyor to
stake out the limit of oxbow construction. All clearing and grubbing will occur within the limit
of construction unless encountering trees identified to be preserved by USACE and FDEP. In
the event that oxbow realignment is necessary, WRS will immediately contact the contracting
officer for clarification.
