ABSTRACT

The study investigated level of awareness and compliance to school rules and regulations by the Pre-

Baccalaureate Grade-12 students in Visayan Maritime Academy Global College Training Center

Incorporation S.Y. 2022-2023.The objectives of the study were to find out the awareness of the Pre-Bac

Grade 12 students to the rules and regulations inside the campus, the categories of rules and

regulations, the compliance level of the Pre-Bac Grade 12 students to the existing rules and

regulations, the effects of the rules and regulations, as wells as sanctions for defaulting the campus

rules and regulations. The study adapted a descriptive survey design and stratified sampling technique

was used to select the Grade-12 PBM respondents in the VMA Global College Training Center Inc.

Questionnaire was used for data collection while descriptive statistics was used in analyzing the data.

The Pre- Baccalaureate Maritime students at VMA are aware of the rules and regulations in the school

premises and they comply with them very often. The study therefore recommends that: more

awareness programmed on the rules and regulations should be created in the school grounds, users

should be educated on the need to always comply with the school rules and regulations, stricter

measures should be put in place to sanction or penalize any defaulter of school rules and regulations as

this will further ensure compliance to the rules and regulations. This study is beneficial to PBM

students, PBM instructors, guidance counselor, school administrator and future researchers. The

outcome for this research will bases for recommendations to the guidance office.

INTRODUCTION

Background of the study

Along with academic performance, school discipline ranks as one of the major concerns

voiced by the public about schools and the school system. There is a perception and serious

concern that behavior problems are endemic in schools, that teachers are struggling to maintain

order, and that school authorities are unable to guarantee the safety of students. The world over,

teachers and administrators are daily charged with the responsibility of creating and

maintaining an environment conducive for teaching and learning.

Students are key stakeholders and the most important resource in education. Teaching students

acceptable attitudes and behaviors in and out of school is absolutely essential. To achieve an

organized and peaceful school environment and to maintain law and order, the school board

establishes rules and regulations that guide the activities of the members of the institution. It

can be argued that discipline is an important part of human behavior and that without discipline

an organization cannot function well in achieving its goals. The goal was to assess the impact

on perceptions of encouraging good behavior (Fekadu, 2019). Maritime education is one of the

most popular courses in the Philippines. It is a highly paid job and people from different

countries such as China, Thailand and India are entering this field. Seafarers do their best to

hone their skills so they can compete with their peers around the world. Participate in training

courses to develop your skills in order to gain an edge not only in technical know-how and
work attitude, but also in public relations, which requires exceptional communication skills

required in all aspects of sailing. Need to do it. In order to raise a refined and disciplined

individual the environment, one should be aware about the school rules policies and regulation.

When an individual enrolls as a student and is accepted into the VMA Global College Training

Center, a contract is formed agreeing to submit to and comply with the school’s rules and

regulations. Upon his admission he assumes all obligations relating to his status as a student, in

particular to administration, staff, faculty and his fellow students.

To determine the relation of awareness of students, variables were used to set a factors such

as school rules and regulation, gender, age, student manual, bulletin board, school policies,

minor violation and faculty member, which directly influenced the awareness of the students on

school rules and regulations to institutional discipline.

This study was conducted to focus on Pre-Baccalaureate Grade-12 Senior High Student of

VMA Global College on assessing their level of awareness in compliance towards school rules

and regulations also to determine the mean of student being sanctioned and penalize for

defaulting school rules and regulation. School Protocols such as haircut policy, using of proper

uniform, and etc.

Statement of the Problem


This study aimed to asses the level of awareness in Grade 12 Pre-Baccalaureate students of

VMA Global College and Training Centers, Inc. enrolled in first semester Academic Year

2022-2023 Specifically, this answered the following questions:

1.What is the respondents profile in terms of:

a. Section

b. Age

2. What is the level of awareness towards school rules and policies of the respondents

when a student is asked individually:

a. Higher Order Learning

b. Reflective and Integrative Learning

3. What is the level of difficulty in following rules and regulations on such environment

when they are taken as a whole or group according to their grade level and section:
a. Abiding by the rules on local environment

b. Abiding by the rules on foreign environment

Hypothesis

There is no significant relationship between the students ‘involment in school rules’

formulation process and Grade 12 Pre-Baccalaureate students of VMA Global College Inc.

Theoretical Framework

The reasons minority students are subject to exclusionary discipline more often than others

are varied, but many experts agree that they often have little to do with the students themselves.

Large rates of suspensions and expulsions tend to result from discipline policies in need of

revision that are exacerbated by numerous administrators and teachers who are not provided

enough support about how best to handle discipline issues in school. The issue of implicit bias

also has a role to play in these numbers, and that too is an area where educators, students, and

their families need to be given proper information and support. Expulsions and suspensions are

in violation of civil rights laws if they are found to be administered in such a way that targets

minority students. This third edition of "Resources on Student Discipline Policy and Practice"

provides an annotated bibliography of publications from organizations with data and strategies,

resources with tools and strategies, resources with research and data, resources on discipline

policy, technical assistance resources, and related articles. (IDRA EAC-South 2020)
This study is anchored on Prayitno's theoretical approach: the transition stage, the activity

stage, and the termination stage. Mainly, this study focuses on how students awareness in

compliance to school rules and regulation. (Prayitno 2019)


Conceptual Framework

This study aims assess the level of awareness of senior high school Pre Baccalaureate

Maritime students on assessing the level of awareness for maritime that are currently studying

at VMA Global College and Training Center Inc. of school year 2022-2023.

This conceptual framework shows the independent and dependent variables of the study. The

independent variable is the level of awareness of senior high school Pre Baccalaureate students

and the dependent variable is School Rules and Policy

Significance of the Study

The findings of the study are beneficial to the following:

Guidance Counselors. The findings can be used by guidance counselors as a starting point

for developing responsive guidance systems that will aid in students’ development and growth

in their ability to abide and to follow school rules and regulations. It will also assist the

counselor in determining the best method for reducing the number of students being penalized

for their course of action.

School Administrators. The findings of the study may help the school administrators

provide the necessary outputs and improvements to ensure the effectiveness and productivity of

assessing students awareness .

Pre-Baccalaureate Maritime Instructors. By knowing the level of awareness, the

instructors will be able to assess if their teaching methods in the school premises is effective,

towards assessing students level of awareness and its impact at following them. Instructors and

students can benefit from more time for individualized learning as a result of this research.
Pre-Baccalaureate Maritime Students. This study would be able to help the students

become aware of their behavior and the consequences of their . The study will also help them to

improve their actions to manage their academic performance. Lack of Discipline may have a

negative effect on a student’s behavioral patterns and academic success and therefore will be

able to take necessary actions in order to improve their academic performance in that specific

school year.

Future Researchers. This study is significant for the future researchers where it serve as a

resource for future studies, particularly since it is a widely discussed topic. Future researchers

may help people understand the value of understanding academic anxiety and how it affects

academic performance of every student most especially in the new normal.

Scope and Limitations of the Study

This study focuses on the level of awareness towards campus school rules regulation and

policies of Pre-Baccalaureate Maritime students . The respondents of the study were PBM

Senior High students in VMA Global College and Training Centers, Inc. – High School

Department during the second semester of academic year 2021-2022. The researchers will be

using researcher-made survey questionnaire (adapted and customized) from Schwab S. (2021),
Falleur M.B. (2022) , Pittard C.M (2015). In getting data from the respondents. Furthermore,

the researchers suggested that the results of the study can be used as basis for recommendations

to the Guidance Office.

The researchers conducted the data gathering through customized printed Forms, some target

respondents were unable to respond due to the inability to attend school and personal matters so

the researchers consumed a lot of time in data collecting process. Due to blended learning the

researchers used Simple Random Sampling in data gathering in conducting the Reliability Test.

The researchers also have difficulties to communicate with each other due to conflict at blended

learning (both face-to-face and online classes), schedule of irregular students and time

management.

Definition of terms

The following terms are defined to ensure a common understanding between the researchers

and the readers:

Behaviorism, Cognitivism, and Psychoanalytic Theory are considered ‘grand theories

of psychology.’ This means they are comprehensive theories which have traditionally inspired

and directed psychologists’ thinking. Psychology’s grand theories also refer to ‘psychology

schools’ and ‘psychology therapies’ and behavioral theories are also referred to as ‘psychology

theories.’
Behaviorism Theory of human development that studies observable behavior. Describes

the laws and processes by which behavior is learned. School of psychology and theoretical

viewpoint that emphasizes the study of observable behaviors, especially as they pertain to the

process of “learning.” Rejected the emphasis on “consciousness” promoted by structuralism and

functionalism. Also flatly rejected ”Freudian” notions about unconscious influences.

Cognitivism Theory of human development that focuses on changes in how people think

over time. According to this theory, our thoughts shape our attitudes, beliefs, and behaviors.

Focuses on the mental processes involved in learning and knowing, and how the mind actively

organizes experiences.

Psychoanalytic Theory Theory of human development that holds that irrational,

unconscious drives and motives, often originating in childhood, underlie human behavior.

(Berger, 35) Developed by Sigmund Freud. Freud believed that human behavior was motivated

by unconscious conflicts that were almost always sexual or aggressive in nature. Also form of

psychotherapy that emphasizes the role of unconscious factors in personality and behavior.

(Hockenbury, 7) Also referred to as ‘contemporary psychoanalysis.’


Review of Related Literature

Local Related Literature

Stated the level of Awareness on School Rules and Regulations of the Senior High School

Students at Emiliano Tria Tirona Memorial National High School-ISHS S.Y. 2018-2019.

School rules and regulations represent important control mechanisms to which students

conform to. It is usually associated with classroom management and school discipline which

remains a great challenge to many students. Various reasons such as lack of awareness,

knowledge, respect for authority, cooperation, and self-esteem discipline. In this study, the

researcher wants to determine the awareness of the students in the established school rules and

regulations. As of now, there are limited studies about school rules and regulations in public

schools in the Philippines. This research needs to be conducted to maintain the safety of

everyone inside the school, to lessen crime, and to practice discipline on every student.

The researchers used the systematic sampling technique as in selecting the respondents by using

the given formula. The researchers required a total of 139 respondents that came from the

senior high school’s GAS or General Academic Strand and TVL or Technical Vocational
Livelihood Strand. The researcher used the school rules and regulations awareness scale

(SRRAS) to know the level of awareness among the students.

Findings from SRRAS or School Rules And Regulations Awareness Scale revealed that the

majority of the participants responded were aware of wearing complete uniform and

identification card, segregating the waste in proper ways, keeping their personal identification

card, maintaining the cleanliness of the environment, going to school on time, and using the

technology and water supply in proper ways. On the other hand, the participants were

sometimes performing of not bringing a gun or materials that can harm other people, liquor

drinks and any drugs such as marijuana and shabu, not wearing a body piercing that showing a

bad image as a student, not vandalizing the walls or even the furniture’s and not destroying the

school facilities such as chair, desk, books and etc., not joining in fraternity or sorority.

Moreover, the respondents always perform respecting the teachers, staff and school

administrators.

In using the school rules and regulations awareness scale, it revealed that the majority of the

participants are aware and often performed the implemented set of the school rules and

regulations inside ETTMNHS-ISHS. However, the reasons why a number of students still

violate rules must be taken into further investigation.( Babasa J.N. 2019)

This study aims to describe the implementation of disciplinary character education in

elementary schools and is expected to be able to find policies that support the success of

character education. This type of research uses a qualitative approach. The study was conducted

at SDN 29 Lubuk Alung, with the subject of principals, teachers, and students. Data is collected
through observation, interviews, and documentation. The technique of checking the validity of

the data used is the triangulation technique. The results showed that in carrying out disciplinary

character education at SDN 29 Lubuk Alung carried out through six policies, namely (1)

making character education programs, (2) establishing school rules and class rules, (3) doing

Dhuha prayer and Dhuhur prayer in congregation, ( 4) make affective posts in each class, (5)

monitor the discipline behavior of students at home through a daily activity notebook, (6)

involve parents (7) involving the school committee. Annisa, F. (2019)

This research was conducted to find out, explore, study, and describe the implementation of

disciplinary character education in elementary schools and expected to help find the right

policies to support the successful implementation of character education. The type of data used

is secondary data. This research uses the literature study method. The data obtained were

collected, analyzed, and concluded obtain conclusions about the literature study. Based on the

research results, literature studies from several research results and journal articles indicate that

implementation school policies by establishing good cooperation between all school residents

and school committees can increase the success of the implementation of character education in

elementary schools. ( Sudaryono Sudaryono 2021)

Foreign Related Literature

The present study examined the efficacy of a self-regulation intervention for children

experiencing demographic risk. Utilizing a randomized controlled design, analyses examined if

children (N = 276 children in 14 Head Start classrooms; M age = 51.69, SD = 6.55) who
participated in an 8-week self-regulation intervention demonstrated greater gains in self-

regulation and academic achievement over the preschool year compared to children in a control

group. In addition, indirect intervention effects on achievement outcomes through self-

regulation were explored and differential intervention effects for English language learners

within a sample of children from low-income families were tested. Results indicated that

children in the intervention group demonstrated stronger levels of self-regulation compared to

the control group in the spring of the preschool year. Group comparisons also revealed that the

intervention was related to significantly higher math skills for children who were English

language learners. In other words, English language learners who participated in the

intervention demonstrated stronger levels of math in the spring of preschool in comparison to

children in the control group and relative to English speakers who also participated in the

intervention. The present study provides support for the efficacy of a school readiness

intervention in promoting self-regulation and achievement in young children, especially English

language learners. (Schmitt A. Sara 2015)

Research on the development of self-regulation in young children provides a unifying

framework for the study of school readiness. Self-regulation abilities allow for engagement in

learning activities and provide the foundation for adjustment to school. A focus on readiness as

self-regulation does not supplant interest in the development of acquired ability, such as early

knowledge of letters and numbers; it sets the stage for it. In this article, we review research and

theory indicating that self-regulation and consequently school readiness are the product of

integrated developmental processes at the biological and behavioral levels that are shaped by

the contexts in which development is occurring. In doing so, we illustrate the idea that research
on self-regulation powerfully highlights ways in which gaps in school readiness and later

achievement are linked to poverty and social and economic inequality and points the way to

effective approaches to counteract these conditions.

The purpose of this study was to find out the role of school discipline on students’ academic

performance. The study had four objectives; to examine the suitability of set rules and

regulations in best performing and least performig schools; to examine the mechanisms in place

that ensures that students’ abides to prescribed rules and regulations; to examine how the

students punishment management influence academic performance and to investigate how the

administration of school rules and regulation contribute to students’ academic performance. The

research was conducted at Kinondoni district. It employed descriptive research design.

Instruments were questionnaires, interview guides and observation check list. Five schools were

selected. Data was collected and analyzed both quantitatively and qualitatively. Findings shows

that best performing school has suitable school rules and regulation, use and implement

different mechanism, apply fair and consistence punishment, also had suitable rules and

regulations contrary to least performing schools which had unsuitable rules and regulation, do

not well use and implement different mechanisms, apply unfair and inconsistence punishment

and had written rules which had no supervision. Conclusion students should be aware of school

rules and regulation, fair, consistence punishment, same mechanisms to communicate,

motivation, recruitment and selection procedure to teachers and students. Recommendation

there should be meeting between schools to share experiences on discipline-related matters vis-
à-vis academic performance. Government should motivate teachers in least performing schools.

Parents-teachers relationship should be established. Further research can be carried out focusing

on the role of school discipline on students’ academic performance in the counties or the whole

country for comparative analysis. ( Mussa 2015)

METHODS

Research Design

The study used descriptive method of research. Descriptive method is designed to facilitate in

finding new truth. It aims to describe the nature of a particular situation, as it exists at the time

of the study. The research study used descriptive method in order to know the level of

awareness of the maritime students on the outcome-based education ( Musa U. 2020)

Descriptive research is the research design in which data is collected in a qualitative manner

and analyzed using quantitative procedures (Bhandari, 2022). Descriptive research refers to the

scientific methodology in which observation of the sampled population is carried out in it’s

natural surrounding. This study aims to description the level of awareness of Senior High

School Pre-Baccalaureate students towards school rules and regulations.


Respondents of the study

The respondents of the study were the Grade 12 students under Pre-Baccalaureate Maritime

Strand of VMA Global College and Training Centers Incorporated during the First Semester of

Academic Year 2022-2023 chosen using stratified and simple random sampling in getting the

respondents of the study

Research Instrument

The data used in this study were gathered by means a adapted questionnaire and other research

materials like published materials and internet sources. The researchers consulted their research

adviser in the preparation of the questionnaire, which has three parts. The first part is composed

of questions about the respondent’s profile in terms of. The second part consists of questions

about the factors that affect the level of awareness towards school rules and policies of the

respondents when they are taken as a whole and group according to their grade level. The third

part is composed of questions regarding about their level of difficulty in following rules and

regulations on such environment when they are taken as a whole or group according to their

grade level and section in VMA Global College and Training Centers Incorporated.

Data Collection Procedure

In the conduct if this study the following procedures were followed:

First, the researchers asked permission to the school heads of VMA Global College and

Training Center Inc. to conduct the study. After given permission, the researchers formulated a
adapted questionnaire and subjected the survey questionnaires to professionals for critiquing

and validation. After doing such, a test-retest was done to determine its reliability.

After securing the survey questionnaire that would be used to conduct the study, the

researchers obtained the total population of Senior High School Pre-Baccalaureate students and

by the use of Slovin’s Formula, the sample size was calculated. Then in order to arbitrate their

sample, a stratified random sampling was done. Subsequently, researchers asked for the master

list of Grade 12 Pre-Baccalaureate students. From it they were able to identify and select the

final participants of the study. After the participants had completed the survey questionnaire,

the researchers then made sure the papers were checked and used various statistical tools for

statistical treatment.

As soon as the needed data is at hand, the researchers will personally compute the results,

which will be sent to the statistician for further corrections and clarification.

Statistical Treatment

For statement of the problem number 1, frequency and percentage used. Mean used for

statement of problem number. Statistical Package for the Social Sciences (SPSS) used for

statistical treatment.

Ethical Considerations
The respondents informed consent was obtained by the researchers. They were guaranteed

complete confidentiality of their data by not disclosing it to the public. No information

revealing the respondent expressly consents to the disclosure. The target respondents were

informed that their participation in the study is entirely voluntary and that they do have the

option to revoke it if they feel uncomfortable during the information gathering process.
