Bid Specs

General Requirements
The thermal imaging camera shall be a hand-held device containing an infrared sensor
and capable of being employed in a walking or crawling posture for firefighting
applications.

Successful bidder shall provide, at the bidderÕs own expense, a factory-trained instructor
for such time as the department head shall require for complete instruction in the
operation and maintenance of the thermal imaging camera. Any exceptions to these
specifications must be detailed in a separate attachment, and failure to do so will
automatically disqualify the bidder. Successful bidder must be a factory-authorized
distributor to sell the equipment specified herein.

Thermal Imager Housing


The housing shall be black in color and constructed of a Hit & Heat Resistant Plastic
(HHRP) blend of glass-filled nylon material, suitable for use in high-heat environments.
The housing shall consist of a head to enclose the core camera and electronics, a permanently attached handle and a screw on battery
pack attached to the handle. A one-piece rubber gasket, shielded for protection from EMI, shall extend around the circumference of the
head housing. Rubber bumper guards for protection against abrasion and shock shall be fitted onto the base of the cameraÕs head and
around the circumference of the handle near the attached battery pack.

The housing shall also include a mounting fixture for a viewing screen and a silicon-rubber glare shield. The exterior of the camera shall
be equipped with reflective hand straps, as well as attachment points for use of a shoulder or neck strap.

The complete camera, with battery installed, shall weigh 4.2 pounds (4.5 pounds with transmitter installed). The overall dimensions of
the camera shall be 5 inches wide; 13.5 inches long; and 9.25 inches high.

Thermal Imaging Core Technology


The camera shall incorporate a vanadium oxide microbolometer core camera with a focal plane array of 160x120 and an update rate of
60 Hz. The camera shall have a dynamic range of at least 1,100 degrees, and this capability shall enable the user to see another firefighter
positioned behind a bed of burning pallets. The core camera shall be protected from high heat exposure by a thermoelectric cooler. The
camera core shall employ an automatic shutter that re-calibrates the camera. The camera shall also permit the user to activate re-
calibration on demand.

LCD
The camera shall include a four-inch diagonal liquid crystal display. The display shall have an exterior protective cover that is mat-finished
to resist glare and shielded for protection against EMI.
Lens and Lens Protection
The core camera shall be equipped with a germanium lens recessed into the camera head housing to minimize damage from heat or
being dropped. The core camera lens shall provide a minimum field of view of 54¡ horizontal and 44¡ vertical. The camera housing shall
also include an exterior germanium lens to provide additional protection to the core camera and interior components of the camera.

Camera Controls and Icons


The thermal imaging camera shall contain two gloved-hand accessible push-type control buttons to operate all camera functions. These
functions shall include: on/off; standby; transmitter channel selection (optional); and refresh on demand. LEDÕs embedded into both control
buttons shall alternately flash on and off when the camera is placed in its standby mode.

The camera shall include on-screen icons to display the temperature indicator (optional); transmitter channel selection (optional); and
the gas-gauge type battery power indicator. Additional icons shall include a ÒLow BatÓ alert, which shall alert the user to a low battery
condition when only 20% of battery life remains, and a high heat warning automatically activated when the internal temperature of the
camera reaches 174¡ F. (79¡ C.).

Power Source and Battery Pack
The thermal imaging camera shall be powered by an 8-cell, 9.6 volt (nominal)/2.7Amp nickel-metal hydride battery. The battery shall be
capable of providing more than 3 hours of operation in a non-transmitting mode and approximately 1.5 hours in a transmitting mode. The
battery unit shall be contained in a gasketed battery pack 1.25 inches in diameter. The battery pack shall be attachable to the handle of
the camera by means of a threaded connection. The battery pack shall contain exposed contacts so that the battery can be charged in
a truck charging system while installed onto the camera handle.

Camera Handle
The camera shall include a handle permanently attached to the cameraÕs head housing and capable of being set by the user in any one
of three positions: fully-extended, partially extended; and fully retracted. The handle shall be set in place by means of a ball and detent
mechanism that is locked into place with a user operated hand wheel. It shall be possible to manipulate the hand wheel with a gloved
hand.

Optional Features
The thermal imaging camera shall be available with either of the following optional features:
¥ An on-screen, scale-formatted temperature readout of the image being viewed. The temperature scale shall be displayed in
increments of 100¡.
¥ A 2-channel wireless transmitter to enable transmission of the thermal image to a remote receiving station.

Additional requirements
The camera shall be produced by an ISO 9001-certified manufacturing facility. The camera shall be capable of successfully passing the
following testing requirements: MIL-STD-810 F (High/low temperature operating range; temperature shock; sand and dust resistance and
water immersion); ASTM Designation B117-97 (salt fog); IP-67
(one meter drop onto a concrete surface).

Each of the following camera components shall be capable of field level replacement: battery; front and rear bumper guards; hand straps;
protective germanium lens cover. All other parts replacement or service requirements shall be capable of being provided at a factory-
authorized service center.
