Minutes 28 NCVET Meeting 29032023
1. The 28th meeting of the National Skills Qualifications Committee (NSQC) under
National Council of Vocational Education and Training (NCVET) was held on 29th March 2023,
through Video conferencing, under the Chairpersonship of Dr. Nirmaljeet Singh Kalsi,
Chairperson, NCVET. The list of participants is at Annexure- I.
2. The decisions taken by the Committee, w.r.t agenda items, in the meeting are given in
the succeeding paras.
AGENDA ITEM 01: CONFIRMATION OF THE MINUTES OF THE 27th MEETING OF NSQC
HELD ON 28th February 2023
3. The Committee confirmed the minutes of the 27th meeting of the NSQC held on 28th
February 2023.
AGENDA ITEM 02: ACTION TAKEN REPORT ON DECISIONS TAKEN IN THE NSQC
MEETING
4. The Committee was given a detailed account of the action taken on the Minutes of the

27 NSQC meeting. The Committee took note of the action taken and approved the same.
5. The Committee was appraised that two meetings of the “Committee on mapping of
NSQF aligned and approved qualifications with NCO” under the chairpersonship of Executive
Member, NCVET were held on 20.2.23 and 21.3.23 respectively. Subsequently 9 sub-
committees were formed to verify the correctness of NCO codes mapped with the existing
NSQF aligned and approved qualifications. So far 256 qualifications were wrongly mapped to
NCO codes which has been corrected, and 347 qualifications were not assigned NCO codes.
A diligent and extensive exercise in this regard is in progress. The Committee was also
informed that Ministry of Labour & Employment has suggested to conduct a series of capacity
building program for all the NCVET recognized Awarding Bodies (ABs) and NCVET officials to
enable all the stakeholders in proper assignment of NCO codes.
The Committee noted the above progress and advised to expedite the process to
complete the verification and necessary corrections in all the NSQF aligned and
approved qualifications at the earliest.
6. Registration by all NCVET recognized Awarding Bodies on Skill India Portal (SIP)
for generating digital certificates for NSQF aligned and approved qualifications
The Committee was apprised that the NSDC has now communicated about having made
provisions on the SIP wherein all recognized Awarding Bodies (in addition to Skill Sector
Councils, SSCs) may register themselves on SIP and shall be able to generate NSQC

approved Certificates on the SIP for both government scheme -based and fee-based
trainings/assessments. The NCVET has already shared five (05) NSQC and council approved
certificate templates along with explanatory notes with the CEO, NSDC on 3rd march 2023 for
implementation. However, NSDC has communicated that they would be able to operationalize
their system for generation of scheme based or fee based trainings/assessments with effect
from 20th April 2023 onwards.
7. The Committee appreciated the effort of the NSDC and gave following directions to
NCVET:
7.1. All recognized Awarding Bodies (less Armed Forces due to security reasons) to get
registered on SIP by 26th April 2023 and intimate to NCVET through written
communication.
7.2. NCVET to monitor the progress and update the committee members in the next NSQC
scheduled in the month of April 2023.
The status of compliance of all the action taken points is at Annexure II.
AGENDA ITEM 03: GUIDELINES FOR NSQF ALIGNMENT AND APPROVAL OF DIPLOMA
QUALIFICATIONS
8. The Committee was apprised that after due deliberations with all the members including
UGC,AICTE,SSCs and other concerned bodies, the draft guidelines on “NSQF alignment and
approval of ‘Diploma’ qualifications pertaining to vocational education and skilling” were
formulated and subsequently placed for public consultation.
9. After the consultation, the final version of the guidelines after incorporating all the
comments duly concurred by UGC, AICTE has been approved by the Council in its 8th meeting
held on 20th March 2023 and the same is in the process of being notified.
The Committee was briefed that five (05) qualification files (Q-Files) templates were approved
during the 25th meeting of NSQC held on 17th Nov 2022, and all ABs were intimated to adopt
these revised templates from 1st Jan 2023 for development or revision of the qualification.

However, the proposals were still being submitted in the non-prescribed formats.
11.1. The Committee was apprised that all the recognized ABs were requested to submit
their qualifications for NSQF alignment and approval in both English and Hindi /
Indian Language(s).
11.2. The qualification developed by the State may be submitted in English and Hindi/
Indian Language(s), with an undertaking/ commitment that the said qualification
shall be developed in the Indian Language(s) concerned before implementation.
These provisions shall be implemented with effect from 15th April 2023.
The Committee took the note of the above and approved the agenda. The Committee
further directed that all recognized ABs to follow the revised Q File Templates and in bi-
lingual format as above in letter & spirit.
13. The Committee approved the Occupational Map (OM) template and accorded
concurrence for its implementation and directed that all the recognized Awarding Bodies need
to mandatorily submit the updated/ revised OM Template while submitting their qualifications
for NSQF alignment with effect from 29th NSQC.

The Committee accorded ‘In principle’ approval to all the 89 qualifications for
implementing them for the training/ skilling under PMKVY 4.0. The NSQC, however,
desired the close examination of all the qualifications to ensure their currency and
notion Hours etc. to be line with the requirements of the scheme.
The Committee also advised the Agriculture SSC, Life Science SSC and Telecom SSC
to bring more Future Skills qualifications for the PMKVY 4.0 through the MSDE.
17. DGT: One qualification namely RPA/ Drone Pilot of Aerospace & Aviation Sector was
revised in the 22nd NSQC. The qualification was re-submitted by DGT as the tool kit has been
revised as per the DGCA norms.
18. The qualification was placed before the NSQC and it was suggested to change the
existing name of the qualification from RPA/ Drone Pilot to RPA/ Drone Pilot (Junior). DGT
apprised that the said qualification was already being implemented in ITIs and other training
centers and requested to reconsider the decision of the committee.
19. The Committee recommended that either the level of the qualification may be increased
from level 3 to level 4 with corresponding changes in other NSQF parameters or the name of
the qualification may be changed to ‘RPA/ Drone Pilot (Junior)’.

The qualification was not approved. DGT has been advised to resubmit the qualification after
making appropriate changes within 7 days as suggested to be approved on the file.
20. BECIL: One (01) new qualification of Electronic sector presented before the Committee
was approved.
21. Agriculture SSC (ASCI): Thirty-Three (33) revised qualifications were presented
before the Committee. All the qualifications were approved by the Committee subject to the
following:
21.1. Increase the component of OJT in 14 out of the 33 revised qualifications including all
future qualifications which were above the NSQF level of 5 (i.e. level 5, 5.5 and 6).
21.2. Among the 33 qualifications, 23 qualifications were granted 6 months’ approval due
to inadequate numbers of training conducted by the Awarding Body (less than 100).
21.3. The Committee observed that all the qualifications submitted by the ASCI have been
kept at the lowest range prescribed for NSQF Level of NSQC aligned and approved
qualifications. The ASCI was advised to ensure to follow the NSQF norms in a good
spirit to ensure quality VET in the Skill ecosystem. Hence wherever applicable, the
notional hours of the qualifications be enhanced and communicated to NCVET
accordingly.
22. Automotive SSC: Two (02) new qualifications pertaining to future skills, presented
before the Committee, was approved.
23. ESSCI: One (01) new qualification, presented before the Committee, was approved.
24. Iron and Steel SSC (IISSSC): Three (03) new qualifications, presented before the
Committee, were approved.
25. Rubber SSC (RCPSC): Twelve (12) new and One (01) revised qualification presented
before the Committee were approved. The Committee advised to rationalise the NSQF level of
one (01) revised qualification named “Senior Rubber Technician” from 6 to 5.5, which was
agreed upon by the CEO.
26. NASSCOM: One (01) new qualification, presented before the Committee, was approved
27. Tourism SSC (THSC): Two (02) new qualifications, presented before the Committee,
were approved.
28. ASAP, Kerala: One (01) new qualification, presented before the Committee, was
approved.
29. Medhavi Skill University: Two (02) new qualifications, presented before the Committee,
were approved.

AGENDA ITEM 08: ADDITIONAL AGENDA WITH THE PERMISSION OF THE CHAIR
30. The Chairperson, NSQC desired all the ABs to provide an indicative photograph for the
job roles/ qualifications being submitted for NSQF alignment and approval. This would provide
more clarity regarding the job description of the qualification to the aspiring trainees. The
photograph is also a requirement for the new Skill India Digital portal of MSDE. Henceforth,
the qualification without the indicative photograph shall not be considered for the NSQC
meeting.
31. The Committee was informed that the Capital Goods SSC, Agriculture SSC and Life
Science SSC have submitted 24, 73, and 23 NSQF aligned and approved qualifications
respectively after rationalization. The rationalization has been done to include Employability
NOS (as per the 16th NSQC meeting decision) and to make notional hours of each NOS/
qualification in multiple of 30 hrs. (To accommodate the “credit award provisions” as per NCrF).
The Committee ratified the same and directed to upload the updated qualifications with
Employability Skills on the NQR.
