1. Introduction
The National Skills Qualifications Framework (NSQF) is a competency-based framework that organizes
all qualifications according to a series of levels of knowledge, skills and aptitude. These levels, graded
from one to ten, are defined in terms of learning outcomes which the learner must possess regardless of
whether they are obtained through formal, non-formal or informal learning. NSQF in India was notified
on 27th December 2013. All other frameworks, including the NVEQF (National Vocational Educational
Qualification Framework) released by the Ministry of HRD, stand superseded by the NSQF.
Under NSQF, the learner can acquire the certification for competency needed at any level through formal,
non-formal or informal learning. In that sense, the NSQF is a quality assurance framework. Presently,
more than 100 countries have, or are in the process of developing national qualification frameworks.
The Gazette Notification no. SD-17/113/2017-E&PW dated 5th December 2018 for setting up National
Council Vocational Education and Training (NCVET), lays down that, “the National Council Vocational
Education and Training constituted under paragraph 2 will subsume the existing National Council for
Vocational Training (NCVT) and National Skill Development Agency (NSDA).
The NSQF is anchored at NCVET and is being implemented through the National Skills Qualifications
Committee (NSQC) which comprises of all key stakeholders. The NSQC's functions amongst others
include approving NOSs/QPs, approving accreditation norms, prescribing guidelines to address the needs
of disadvantages sections, reviewing inter-agency disputes and alignment of NSQF with international
qualification frameworks.
Specific outcomes expected from implementation of NSQF are:
i. Mobility between vocational and general education by alignment of degrees with NSQF
ii. Recognition of Prior Learning (RPL), allowing transition from non-formal to organised
job market
iii. Standardised, consistent, nationally acceptable outcomes of training across the country
through a national quality assurance framework
iv. Global mobility of skilled workforce from India, through international equivalence of
NSQF
v. Mapping of progression pathways within sectors and cross-sectorally.
vi. Approval of NOS/QPs as national standards for skill training
To keep pace with these new developments, NIELIT has taken up the task and aligned its 85 courses with
NSQF. NIELIT has defined the process for implementation of NSQF aligned courses through training
partners.

The institutes which have been granted accreditation by NIELIT to conduct the NSQF aligned courses
shall be referred to as Training Partners (TP) in this document. TP is responsible to provide training to
registered candidates in NSQF aligned course as per the guidelines of the Scheme.
1.3 Roles and Responsibilities of various stakeholders:
• Downloading the candidates’ data course wise from the credential given to RCs.
• Verification of Candidates data and finalisation of Date and Batch schedule for both
theory & Practical Examination and porting back to Exam System
• Finalization of Exam Venue for both Theory & Practical Examination. As far as possible,
theory and practical assessment should be conducted on one single day for one particular
batch (As theory exam is conducted in three batches. Let them manage the practical exam
in between the batches if they can.)
• Appointment of ES for Theory & Practical Examination
• Appointment of Practical Examiner/Subject Expert for Practical Examination on need
basis.
• Appointment of Observer for Theory & Practical Examination on need basis.

• Facilitation of submission of Exam application along with fee by the candidates who
have completed training in a particular NSQF aligned course
• Exam venue, infrastructure and other amenities for conduct of both Theory and Practical
examinations; No charges will be paid to TP by NIELIT for utilization of infrastructure
for conduct of examinations.
• Facilitation for conduct of Practical Examination, nomination of Practical Examiner on
need basis.
• Assessment of Internal Assessment, Project /Presentation /Assignment in a fair manner
• Porting of award list of Practical Examination, Internal Assessment, Project
/Presentation /Assignment on to Exam system, using credential given for the purpose on
daily basis after completion of examination
• Forwarding of scanned copy of award list of Practical Examination, Internal Assessment,
Project /Presentation /Assignment to respective NIELIT RC at designated email ID at
the end of each examination day.
• Forwarding signed hardcopy of the award lists by posts within a day of completion of
the examination to respective NIELIT RC.
The tentative schedule/calendar of events pertaining to the every month Examination cycle is given in
the table below:
Candidate should possess prescribed qualifications as laid out in the qualification file of the respective
course, holds valid registration number allotted by NIELIT and is undergoing/completed training from
an Authorized Training Partner/Regional Centre is eligible to apply for Examination. A candidate will
get maximum of six examination cycles to pass the course for which he/she is registered.
Examination fees for different assessment components of the NSQF aligned courses are as follows:

(1) Additionally, candidates have to pay GST as applicable over and above the
Examination fee.
(2) The Theory and Practical Fee has to be submitted on-line while applying for the
Examination whereas, the fee for Major project has to be submitted to the concerned
NIELIT Regional Centre.
(3) Examination Fee, both theory & practical exam fee is shared amongst RCs and HQ in
The ratio of 75%: 25% .

Pass percentage is 50% marks in each component with aggregate pass percentage of 50%
and above.
• Candidates can fill the examination form once form is opened by NIELIT HQ.
• The Database of candidates applied for a particular exam cycle is downloaded by NIELIT HQ
after the cutoff date. NIELIT HQ decides the tentative date of examination. The Regional Centre-
wise and course wise list of candidates along with roll numbers is then forwarded to the respective
Regional Centre(s) of NIELIT for batch scheduling and allotment of examination centres.
• The Regional Centres obtain consent of Examination Centres and update the exam centre, batch
& exam date details against each candidate and port the data to Examination System, NIELIT
HQ.
• NIELIT HQ will upload the admit card of the candidate on NIELIT Website.

*Due to some unfavorable condition, exam may also be conducted in the following manner
➢ Theory Examination may be conducted anytime anywhere remote proctored online mode.
➢ Practical examination – through online/web-conferencing, wherever infrastructure for
conduct of examination is available. NIELIT shall prepare a check-list in accordance to the
requirement of conduct of practical examination for a specific course(s) prior to the
conduct of examination through online/web-conferencing.
➢ Major Project, assignment, presentation, project, internal assessment – through online/web-

*A system of examination is already in place for the National level scheme, the same system
will be continued for such courses.
• The result of theory examination shall be ported at online portal within 05 days of the conduct
of theory examination

• The marks of major project / dissertation shall be ported by concerned RC within 03 days of
receipt of award list

• The marks of all other assessment component shall be ported by respective TP at the end of
each day/immediate next day of occurrence of event
• The respective RC shall validate the marks ported by respective TP within 07 days of the
porting of data.
• The result of all other assessment components shall be declared within 03 days of validation of
data by respective RC.
• The Controller of Examinations shall approve the results at online portal. The result shall be
published at the online portal after approval of Controller of Examinations.
• In case of any error in the data of assessment components, the rectification shall be carried out
at Result Section, HQ after ascertaining the data received from all source

1.14 Certification:
As and when a candidate qualifies all the assessment components of a particular course under NSQF,
the candidate will be marked as eligible for issue of certificate. Every ten days, the exam system will
check for candidates qualified and eligible for issue of certificate. Such candidates’ data will be pushed
to a new phase of certificates to be processed and corresponding data will be pushed to the certificate
system. Certificate section will process the phase wise certificates after due checks and obtaining due
approvals. The final digitally signed e-certificate will be uploaded on NIELIT website within another
10 days’ time.

NSQF Theory Examination is conducted in online remote proctored mode and the paper comprise of
MCQ followed by Practical/Project in the same examination cycle.
Theory Examination is conducted every month. The exact date of the theory examination should be
finalized by the NIELIT RC (Within 8th to 20th of every month)
The duration of the theory examination would be of 1 hour 30 mins for each theory paper.
The examinations would be conducted in three batches. The time schedules of the different batches
are detailed as follows:
The Training Partner should provide the exam venue with adequate infrastructure (including invigilators
/ Practical Examiner) for both theory and practical Examinations. However, the final decision on the
venue rests on the Executive Director / Director / Centre-in-Charge of NIELIT Regional Centre for
transparent, free and fair examination. In case of less number of candidates, RC may look for alternate
Exam Dates /Centre considering financial viability. TP should depute one invigilator per 30 candidates.

The ES shall be the overall In charge of the Theory Examination during the conduct of the
Examination and he/she will have the total responsibility for smooth conduct of Theory Examination
in a fair and unbiased manner at the Centre under his charge.
• The ES has absolute powers to expel a candidate from the examination hall if, in his/her opinion,
the candidate has adopted unfair means in the Examination or has caused disturbance to the other
candidates in the Examination Hall.
• In the event of power cut or any other eventuality resulting in the disruption or disturbance in the
conduct of theory examination, the ES in consultation with NIELIT RC/HQs shall decide the
course of action. All efforts should be made to conduct the theory examination on the stipulated
day.
• The attendance sheet must be signed by both ES & Invigilator.
• ES should mail a scanned copy of the attendance sheet to both the RC & NIELIT HQ on each day
after completion of the Examination.
• The Invigilator shall allow each candidate to enter the Examination Hall after verifying his/her
identity on the basis of the list of candidates supplied by the NIELIT and a valid Government
issued photo Identity Card viz. Aadhaar, PAN, Passport, Driving License, Voter ID etc. as well
as the Admit card /I-card issued to each candidate by NIELIT. Candidate should carry original I-
card and no photocopy or electronic form of I-card is permissible.
• After verifying the identity of the candidate, the Invigilator should obtain the signatures of each
candidate on the Attendance Sheet to denote his/her presence in the Examination. No candidate
shall be allowed to give exam without marking his/her Attendance.
• Ensure that candidates are not carrying any electronic gadgets including mobile with them to the
examination hall.
• The attendance sheet must be signed by both ES & Invigilator
▪ The candidates are required to report to the Examination Centre along with the Admit card and
one valid photo I-card issued by a Government Agency viz. Aadhaar, PAN, Passport,

▪ Driving License, Voter ID etc. Candidate should carry original I-card and no photocopy or
electronic form of I-card is permissible.
▪ Candidates shall be permitted to enter the Examination Hall not more than 30 minutes before the
commencement of examination and not later than 10 minutes after the commencement of
examination.
▪ Before the commencement of the examination, it is essential and mandatory for all candidates to
sign the attendance sheet.
▪ No candidate will be permitted to leave the hall before 30 minutes, after the commencement of
examination.
▪ Candidate whose name does not appear in the list of candidates supplied by NIELIT shall not be
allowed to appear in the examination under any circumstances.
▪ Candidate’s identity is also verified from the registration details and any one of government issued
ID cards (viz. Aadhaar, PAN, Passport, Driving License, Voter ID etc.), by a remote proctor via
webcam.
▪ The credentials (name, mother’s name, father’s name, date of birth and photograph) of the
candidate is displayed online to remote proctor to verify the authenticity of the candidate.
▪ A candidate will be considered to have adopted unfair means, if he/she is found copying from
another candidate or allows to be copied or has obtained any assistance in answering the question.
• Examination Administrator Creates online Tests as per the batch schedule finalised by the
Regional Centres. Candidates can login using user id and password. User id will be Roll Number
of candidate and password will be communicated just before the exam.
• Once the test begins, remote proctors have full access to candidate’s video feeds and computer
screens. Proctors authenticate the candidate based on registration details, pre-test image captures
and I-card in possession of the candidate. Proctors can chat with candidates or give warnings to
candidates. Proctors can also take screenshots, terminate a specific user's test session, or re-
authenticate candidates based on video feeds.
• The remote proctor may end the examination of a candidate due to the following:
- Data mismatch: Proctor has rights to cancel any exam (after giving warnings), if any
discrepancies are found at candidate’s level. In such cases, initially, proctor pauses the
test and then warning is given to the candidates. If the candidate replies to the warning
and explains the situation and the Proctor finds it genuine then the proctor will resume the
test of the candidate. However, if the candidate is not responding to the warnings and not
adhering to the examination rules, Proctor has the right to end the test.
- Presence of Additional person during the exam: In case additional persons are present
with registered candidate during exam, the proctor first pauses candidate’s exam and give
warning and then proctor can end the test.
- Suspicious Behavior: If the candidate fails to show his/her identity proof, the proctor is
authorized to end the test.

All the NSQF aligned courses has been designed in a way that they are able to inculcate balanced
combination of education and skill. The syllabi for the various courses, therefore, allocate considerable
time for hands on training. Emphasizing the importance of the hands on training, the Practical
Examinations is one of the assessment components for all NSQF aligned courses. The duration and
number of practical examination of the courses are as below:
There will be a total of 3 questions per Question Paper carrying equal marks.
• The ES shall be responsible for printing the question paper 15 minutes before start of the
examination and distributing it to the candidates.
• The ES has absolute powers to expel a candidate from the examination hall if, in his/her opinion,
the candidate has adopted unfair means in the Examination or has caused disturbance to the other
candidates in the Examination Hall.
• In the event of power cut or any other eventuality resulting in the disruption or disturbance in the
conduct of practical examination, the ES in consultation with Practical Examiner shall decide the
course of action. All efforts should be made to conduct the practical examination on the
stipulated day.
• The award list must be signed by both ES & Practical Examiner.
• The Practical Examiner shall assess the Candidates on the basis of their performance in
attempting the practical exercises assigned and award the marks based on their performance.
• In the event of a major disrupt, the Practical Examiner in consultation with ES may also decide
to cancel the Examination and start a fresh Examination with another set of question papers. Such
events should also be duly reported to NIELIT on the same day. A summary report shall be
submitted to the NIELIT in such events, which should be duly signed by both Practical Examiner
and ES.
• In no case the Marks awarded shall be disclosed to the candidates. The Practical Examiner is
expected to maintain the sanctity of the examination.
• The Practical Examiner shall be supplied with an “Attendance-cum-Evaluation Sheet” by NIELIT
for getting the attendance of the candidates as well as entering the marks obtained by the
candidate.
• The Practical Examiner shall allow each candidate to enter the Examination Hall after verifying
his/her identity on the basis of the list of candidates supplied by the NIELIT and the Identity Card
issued to each candidate by NIELIT.
• In case a candidate fails to produce the above mentioned documents, the Practical Examiner in
consultation with ES shall verify the credentials of the candidate on the basis of list of candidates
supplied by NIELIT and such candidate shall be permitted to appear for the Examination after
the Practical Examiner and ES are satisfied with the identity and authenticity of the candidate.
• After verifying the identity of the candidate, the Practical Examiner shall obtain the signatures of
each candidate on the Attendance-cum-Evaluation Sheet to denote his/her presence in the
Examination. No candidate shall be served with the Question Paper without marking his/her
Attendance.
• The Practical Examiner may take the advice of ES & Observer if desired. Any advice rendered
by the ES & Observer should be valued by the Practical Examiner and decision mutually
acceptable to both the Examiner as well as the ES/Observer should be taken in all such matters.
• The award list must be signed by both ES & Practical Examiner.
• The award list must be ported to NIELIT Exam system on daily basis after completion of
examination and signed hardcopy forwarded to concerned NIELIT RC by very next day.
ensure that this systems/equipment are trouble free and ergonomically placed at a centralized
location.
• In the event of any hardware/software/equipment malfunctioning/failures at the time of
examination, the Practical Examiner in consultation with the ES would decide the future course
of action and would also report such incidents to NIELIT RC.
• The candidates are required to report to the Examination Centre along with the Identity Card /
Admit card issued by NIELIT and any one of the photo identity cards issued by Govt. authority.
• Candidates shall be permitted to enter the Examination Hall not more than 30 minutes before the
commencement of examination and not later than 10 minutes after the commencement of
examination.
• Before the commencement of the examination, it is essential and mandatory for all candidates to
sign the attendance sheet.
• No candidate will be permitted to leave the hall before 30 minutes, after the commencement of
examination.
• Candidate whose name does not appear in the list of candidates supplied by NIELIT shall not be
allowed to appear in the examination under any circumstances.
• A candidate will be considered to have adopted unfair means, if he/she is found copying from
another candidate or helps another candidate or has obtained any assistance in answering the
question.
• Decision of the ES and Practical Examiner during the conduct of the Practical Examination shall
be final and binding.
Practical Examination is conducted every month along with theory examination cycle. The exact date of
the practical examination should be finalized by the Regional Centre of NIELIT. As far as possible, the
practical examination and theory examination for a single batch should be held in one day. The Regional
Centre of NIELIT will depute the Exam Superintendent (ES) for theory and practical examinations.
The duration of the practical examination would be of 02 hours for courses with learning hours of 200 or
less. For all other courses the practical examination would be of 03 hours duration.
The examinations would be conducted in different batches. All the personnel viz. ES, Practical Examiner
and any other personnel engaged in the Examination activity are required to strictly adhere to these time
schedules.
The question paper (password protected) of the practical examination will be forwarded by Examination
wing of NIELIT HQs to the Exam Superintendent (ES) a day before the examination. On the day of the
examination, the password will be provided and ES should print the Question papers 15 minutes before
commencement of exam and distribute the same to the candidates.

Practical Examination will comprise of 3 questions with equal marks. All the questions will be
compulsory.
3.9 Uploading of Award list & Dispatch of Attendance cum award list to NIELIT
The TP should port the award list to NIELIT’s website immediately after the completion of examination,
on a daily basis. The hard copy of the Attendance cum award list duly signed by both ES and Practical
examiner should be sent to NIELIT RC on the very next day of the examination. NIELIT RC will check
the award list with the award list already ported and discrepancy if any, will be intimated to HQs for
rectification.

Courses with duration of more than 400 hrs have Major Project / Dissertation as one of the assessment
component. Most appropriate component which needs to be considered out of Major Project/Dissertation
for each course is placed at Annexure V. The Major project /Dissertation shall be assessed by the
concerned Regional Centre of NIELIT. Candidates on completion of the project should submit the
project/dissertation in the requisite format along with fee to the concerned Regional Centre of NIELIT
for assessment/evaluation. Every Candidate should do the project/ Dissertation individually and no
grouping is allowed. The Project / Dissertation will be carried out under the guidance of the institute,
conducting the NSQF course.
5.1 Objective of the Project
The aim of the project is to give the students an integrated experience in solving a real life problem by
applying knowledge and skills gained on completion of theory papers of a course. It provides an occasion
for students to develop written and communication skills. Project also helps the students to realize the
importance of resource and time management, ownership of task towards deliverables, innovation and
efficiency in task management apart from presentation skills. It also provides a good opportunity for
students to build, enhance and sustain high Level of professional conduct, performance and evolves a
problem solver frame of mind in students. It is also felt that taking up the project by a student prepares
him /her for a job in industry and elsewhere.
The Project is designed and structured keeping in view of syllabus, so that students can use and apply
theoretical skills gained while pursuing course.
1. Project completion certificate, duly signed by the Center Manager (in case of candidates of
Training partner) or by the Training Co-ordinator of NIELIT Centre. (Proforma given at
Annexure–II)
2. Hard copy of the Project Report
3. Soft copy of the Project report, which may be required for demonstration of Project work, needs

5.2.4. Some important notes required to be considered by the Student while preparing the
Project / Dissertation
The following suggested guidelines may be followed in preparing the final Report:
i. Good quality white executive bond paper A4 size should be used for typing and
duplication. Care should be taken to avoid smudging while duplicating the copies.
ii. Page specification (written paper and source code)
Left margin – 3.0 cms.
Right margin – 3.0 cms.
Top margin – 2.7 cms.
Bottom margin– 2.7 cms.
iii. Page numbers – all pages should be numbered at the bottom center of the pages.

Project /Dissertation fee as applicable should be remitted to concerned Regional Centre of NIELIT.
Project Report / Dissertation should be submitted by the candidate within the Registration validity period.
The candidate should appear for viva within two weeks after intimation of viva voce or else the project
will be cancelled and the fee will be forfeited and the candidate needs to submit the project afresh.
The Major Project /Dissertation work shall be evaluated by a subject Expert (including NIELIT
Employees) hired by the concerned NIELIT Regional Centre and schedule the Viva Voce of the
Candidate. The Viva Voce of outstation candidates may be conducted through on-line mode like Skype
etc. However, the expert should take care that the software used for on-line Viva is secure and not
restricted /banned by Government or Law enforcement agencies. After evaluation, the result received
from the expert should be ported to HQs by the NIELIT RC.
An intimation letter regarding allotment of expert for the Viva-Voce to all the Candidates is sent by
NIELIT RC. However, exact location, date and time for the Viva-Voce will be intimated by the allotted
expert to the candidate (Annexure–III).

In case of a course contains a special component (For Eg. Typing/Data Entry Speed) which is mandatory
for passing the course besides the five assessment components (Theory, Practical, Internal Assessment,
Project/Presentation/Assignment & Major Project/Dissertation) TP should assess the same in a fair
manner and should mention it in the Remarks column.
With a view to supplement efforts of the Examination Superintendents, Observers may be deputed at
Examination centres on need basis. The primary functions of an Observer is to go round the centre, visit
the halls when the examination is in progress and make suggestions to the Examination Superintendent
/ NIELIT relating to procedure, security, organizational and infrastructural matters which have a bearing
on effective conduct of the examinations. The role of the Observer is complimentary to that of the
Examination Superintendent and both of them are required to perform in a coordinate manner.
The names of the Observers are to be kept confidential and should be known only to those who have
essentially to interact with them.
Observers are required to send a report as per (Annexure-A). They are requested to send detailed
informative reports with essential particulars required to judge the conduct of examinations at the centre.
The reports should not be prepared in a routine manner, as your feedback report forms the basis for
incorporating changes in various aspects of the examination process for making further improvements in
the scheme.
Observers are required to maintain cordial relations with the Examination Superintendent, and may
address themselves to matters concerning examination with a view to strengthening the conduct of
examinations.
The external expert whose services are hired for evaluation of project shall be paid a sitting fee of Rs.400/-
per project by respective Regional Centre of NIELIT.
No honorarium shall be paid to the Examination Staff nominated by TP for facilitating conduct of any
examination.

All cases of UFM should be recorded in the form for reporting UFM cases as given in Annexure ‘B’.
The form shall be accompanied by the following documents:
Note: All the columns of the proforma must invariably be filled in properly in order to strengthen the
case, complying with the instructions given in the proforma.
Penalties of Unfair means as per Annexure-VII. The result of the candidates of UFM cases will be
released after completion of enquiry and decision of Exam Board / appropriate authority.

under the National Skills Qualifications Framework (NSQF) of Ministry of Skill Development and

Kindly note that the project/dissertation plays a major part in deciding the candidate's practical

voce, in this Level, has been earmarked a total 100 marks. Out of 100, 80%(i.e. 80 marks) would be for
the Project documentation and quantity and quality of work and remaining 20% (i.e. 20 marks) would
be for viva-voce.

forwarded to the undersigned. The Viva of outstation candidate may be conducted online. The
maximum marks for the Major Project / Dissertation is 100. The duly signed hard copy of the result

days of conduct of Viva along with claim forms.
The project / dissertation is valid for a period of one month of issue of this letter. In case the candidate
is not turning up for Viva within 15 days of intimation of Viva, the Project /Dissertation may be
returned with your remark. In case, due to unforeseen circumstances, you are unable to take up the
assignment, the project / dissertation may be returned to this office immediately so that the candidate
is not suffered.
