** TRANSPONDER XS-950 SQUITTER INHIBITION ISSUE (ADS-B OUT LOSS)**
DESCRIPTION
SOME OPERATORS HAVE REPORTED A TRANSPONDER FUNCTION LOSS ON GROUND
BEFORE THE DEPARTURE. THE ATC CONTACTS THE CREW DURING THE PUSHBACK
OR THE TAXI PHASE TO WARN THEM THAT THE AIRCRAFT IS NOT VISIBLE ON
THEIR SCREENS.
THERE IS NO COCKPIT EFFECT INDICATING A MALFUNCTION OF THE
TRANSPONDERS.
CAUSE
FOLLOWING A SHORT POWER INTERRUPT (BETWEEN 1,5 AND 2,5 SECONDS) THE
AFFECTED TRANSPONDER MAY ENTER A MODE WHERE ADS-B OUT TRANSMISSIONS
IS INHIBITED.
THIS ISSUE CAN ACTUALLY BE INDUCED BY:
- TRANSPONDERS MANUAL RESETS, USING THE XPDR 1/2 CIRCUIT BREAKERS,
OR
- AIRCRAFT MANUAL POWER RESETS AT THE GATE WHEN THE AIRCRAFT IS
SUPPLIED BY
THE EXTERNAL GROUND POWER (WITH THE APU OFF AND THE ENGINES OFF),
CYCLING THE EXT PWR P/B SW ON THE ELEC OVERHEAD PANEL IN THE
COCKPIT.
PRIOR THE DEPARTURE, IF THIS RESET (TRANSPONDERS OR AIRCRAFT) IS
PERFORMED
IN LESS THAN 2.5 SECONDS, BOTH TRANSPONDERS WILL ENTER INTO THIS
DEGRADED MODE WITHOUT ANY CREW INDICATION.
SINCE THERE IS NO COCKPIT EFFECT INDICATING A MALFUNCTION OF THE
TRANSPONDER, ATC WILL REPORT THE LOSS OF DETECTION OF THE AIRCRAFT.
CONSEGUENCES
THE CONSEQUENCES ARE THE FOLLOWING:
ON GROUND
ADS-B OUT MESSAGE IS NOT BROADCAST AND THE GROUND CONTROL CANNOT
INITIATE THE TRACKING OF THE AIRCRAFT. CONSEQUENTLY, THE AIRCRAFT
MAY NOT BE AUTHORIZED TO TAKE OFF.
IN FLIGHT
IF FOR ANY REASON THE AIRCRAFT IS ALLOWED TO TAKE OFF DESPITE THE
PRESENCE OF THE LOSS OF TRANSMISSIONS COULD POTENTIALLY IMPACT OTHER
AIRCRAFT ABILITY TO TRACK THE OWN AIRCRAFT.

IT MUST BE NOTED THAT AS SOON AS THE AIRCRAFT TAKES OFF, THE
TRANSPONDER REPLIES NORMALLY TO THE AIR TRAFFIC CONTROL ALLOWING THE
ATC MONITORING.
ALSO, THE OWN AIRCRAFT'S TCAS IS NOT IMPACTED BY THIS ISSUE AND
FUNCTIONS NORMALLY. CONSEQUENTLY, IN CASE OF A THREAT (RESOLUTION
ADVISORY) BOTH TCAS WILL COORDINATE CORRECTLY.
TO PREVENT THIS ISSUE FROM OCCURRING, THE TRANSPONDER POWER SUPPLY
CUTS MUST NOT BE SHORTER THAN 10 SECONDS.
WHEN STILL AT THE PARKING, IF THE CREW SUSPECT THAT A SHORT POWER
INTERRUPTION THAT COULD HAVE AFFECTED THE SYSTEM HAS OCCURRED, THEY
MAY REQUEST A MAINTENANCE RESET OF THE SYSTEM.
IF THE ISSUE OCCURS DURING TAXY, DESPITE THE HERE ABOVE
RECOMMENDATION, CONTACT MCC FOR MAINTENANCE RESET/ACTIONS.
