DISASTER MANAGEMENT PLAN FOR PETROL PUMPS ON THE BASIS OF HAZARD AND RISK ANALYSIS:A CASE STUDY IN BHOPAL

OBJECTIVES
1. TO ASSESS AND IDENTIFY THE HAZARDS IN THE PETROL PUMPS; 2. PREPARE A DMP TO MITIGATE AND CONTROL THE LIKELY ACCIDENTS; 3. AWARE PEOPLE AND WORKERS IN THE PUMPS ABOUT THE HAZARDS; 4. HELP URBAN PLANNERS; 5. AWARE THE USEFULNESS AND NECESSITY OF A DMP EVEN IN PUMPS.

SCOPES
INVENTORY OF THE STORED CHEMICALS i.e.PETROL AND DIESEL; SAFETY MEASURES AVAILABLE AT THE PUMPS AND THEIR INVENTORIES; NUMBER OF EMPLOYEES AND WORKERS AT THE PUMPS; NUMBER OF PERSONNEL WHO GOT TRAININGS ON EMERGENCY PREPAREDNESS AND MITIGATION EXPERTISE; NUMBER OF VEHICLES COMING FOR FUELLING; THE IMMEDIATE ENVIRONMENT AND HUMAN POPULATION; LOCATION OF ANY OTHER HAZARDOUS INSTALLATIONS LIKE WORKSHOPS, etc. MAKING A DMP FOR THE SELECTED PUMP.

Hazards of petrol in the pumps:


Fire hazards due to tanker failure, collision; Fire at the time of decantation of oil due to spillage or leakage from the pipe; Fire at the storage tank lid at the time of water content checking; Fire at the filling points due to leakage or spillage from the worn and torn out pipes; VCE due to mixing of oil vapor and air in the storage underground tank; Possible explosion from the above mention fires.

Typical summer atmosphere of 40 degree celsius; wind speed 5m/s, 30% humidity; Released stateliquid; Released height1.5 m; Released rate90.7kg/sec; Released duration1 minutes.

FINDINGS OF THE STUDY


FOR LOWER FLAMMABILITY LIMIT(LFL) OF PETROL AND DIESEL, THE MAXIMUM THREAT ZONE IS AROUND 600 M FROM THE POINT OF SOURCE. SO THE COMMERCIAL AND RESIDENTIAL BUILDINGS AND INSTALLATIONS WITHIN THIS DISTANCE OF 600M SHOULD BE CAUTIOUS AND WELL-PLANNED TO AVOID ANY UNTOWARD INCIDENT IN THE TIME OF EVENTUALITY.
