1. Introduction:

Oil India Limited (OIL) owns and operates a 1157.3 km Crude pipeline from Naharkatiya to Brauni for
transporting crude oil to the refineries and a 653.4 km cross-country crude oil pipeline from Numaligarh Refinery
in Assam to Rangapani Terminal, Siliguri in West Bengal for transporting different products of Numaligarh
Refinery, Namely Motor Spirit (MS), High Speed Diesel (HSD) and Superior Kerosene Oil (SKO). Crude and Product
pipelines are laid in the OIL owned land (ROW) spreading 18.3 meters. The land was acquired under the
petroleum and mineral act 1962(revised 1977/1997), which prohibits any kind of illegal construction, digging,
trenching, or planting trees over the ROW. For the safety and integrity of pipelines as well as the public &
belonging, do not allow anyone to perpetrate any illegal activities in its premises.

2. Mock Exercise:

The offsite fire mock drills are essential for safeguarding personnel, protecting communities, complying with
regulations, and minimizing the environmental impact of potential incidents in the petroleum pipeline industry.
Regular drills contribute to a culture of safety, preparedness, and continuous improvement within the sector.
Mock exercises will help the petroleum pipeline industry to assess the preparedness, review the crisis
management system, Standard Operating Procedures and to evaluate the readiness of various departments to
any disaster or emergency. Mock exercises will also give the opportunity to coordinate the activities of various
agencies for their optimum utilization and to use the feedback to identify the gaps and improve the capacities of
the system to face an actual disaster situation. These drills are a proactive measure that helps ensure the safeand
efficient operation of hydrocarbon pipelines.

2.1 Objectives:

The broad objective of the mock exercise conducted in the ROW of the pipeline was to review the emergency
preparedness and weakness in the emergency response plan and overall safety procedures. Mock drills help
identify vulnerabilities and weaknesses. This allows proactive measures to mitigate potential risks and enhancethe
overall safety of the pipeline.

The other specific objectives are-

 Assess the response mechanism of the first responders.


 Enhance coordination among the emergency support functioning agencies.
 Awareness creation among the public.
 To identify vulnerabilities and weaknesses in the emergency response plan and safety procedures
 To improve communication and coordination between pipeline operators and local emergency services,
law enforcement and environmental agencies.

3. Fire Hazard:

 “Fire is a good servant but a bad master” is a saying, which is true with a fire hazard. Fire is a naturally
occurring companion of energy released in the form of heat and light, when oxygen combines with a
combustible or burnable material at a suitable high temperature. There are three components in fire viz.

fuel, heat and oxygen. These three in the right combination produces fire. These three forms a ‘fire
triangle’. Taking away, any of the three components can extinguish fire.
 Fire hazards pose threats to life and property. Fire is one of the most common hazards in the state due to
which many lives and damages occur every year; hence, Fire safety is very important aspect of disaster
prevention. Fire can be prevented with adequate planning and proactive response at the initiation of fire.
 OIL’s pipelines pose a significant fire hazard due to the flammable nature of crude/product which is
flowing. The key factors are:
1. The crude/product flowing is a substantial fuel source for a fire.
2. Ignition Sources: Several things can ignite leaking oil, such as lightning strikes, electricalfaults,
friction from equipment or movement, or even discarded cigarettes.
3. Rapid Spread: Leaked oil can travel long distances and ignite easily, especially if the leak isunder
pressure. This can quickly lead to a large and intense fire.
4. Environmental Impact: Pipeline fires can cause significant environmental damage,contaminating
soil and water sources.

4. Date and Location of the Mock Drill:


 The offsite fire mock drill was held at NBPL CH 472.0 KM (OIL RoW) in Kaithalkuchi,
PS – Belsor, District – Nalbari (Assam)
 The mock drill was conducted as a statutory requirement for emergency preparedness and to create
awareness to nearby people as per PNGRB guidelines.
 The mock drill was organized by Pump Station - 5, Pipeline Sphere in collaboration with District
Administration, Nalbari District, Assam on 19th MARCH 2024.

5. Preparatory Meeting at District Project Officer, DDMA, Nalbari:

 A preparatory meeting in view of the offsite mock drill was held at the Office of District Project Officer,
DDMA (District Disaster Management Authority), Nalbari on 5th MARCH 2024.

 The meeting was chaired by Shri Hemanta Baishya, District Project Officer, DDMA, Nalbari and had
presence of Shri Kaushik Kalita, Field Officer, DDMA, Nalbari & Dr. Sangeeta Sharma (Circle Officer,
Banekuchi Revenue Circle).

 The meeting also had representatives from District Disaster Management Authority, Fire Services, SDRF,
Police, Information &Public Relations, PHE, Civil Defence etc.

 From Oil India Limited Pump Station – 5 (Operation), the meeting was attended by

3. Shri Pinku Showers, Office Superintendent (PS5-Ops)
A short presentation explaining the pipeline basic schematic diagram and the proposed sequence of
events to be followed during the offsite emergency mock drill was given by OIL.
 The date and time of the offsite emergency mock drill was declared as 19.03.2024 at 13:00 Hrs.
 Cooperation from various departments of District Administration team for the mock drill was requestedby
OIL.

6. Awareness for the public around the pipeline RoU/RoW.

Mock drill is also an opportunity for awareness creation. Megaphone was used throughout the drill to alert the
nearby public about the activities of the mock drill and public were constantly being warned about the various
hazards which the pipeline emergency scenario posed. PA system was used for announcement to spread the
information on fire safety and the conduct of mock drill. Media personnel have also been invited in this drill. Safety
leaflets was also distributed to all public and staffs, who were present on the mock drill site to educate more about
the DO’s and DON’T’s related to safety and hazards associated with the pipeline. The leaflet also contained the
emergency contact information of OIL and District Administration in case of any emergency in the Pipeline Row. A
street play was also presented on the occasion among the gathering and in the nearby weekly market area to
sensitize and aware the general public about the various hazards which the pipeline may pose during emergency
situation.

9. Vote of Thanks:
Team Pump Station - 5 (Operation), Oil India Limited would like to express our sincere gratitude to the OIL
management for helping us in organizing a highly successful Level-III Emergency Offsite Mock drill. This
exercise provided a valuable opportunity to test our preparedness and response capabilities in the event of
a real-world emergency.
We extend our appreciation to the Nalbari District Administration Authorities for their cooperation and
participation in the drill. Their involvement significantly enhanced the realism of the exercise and ensured
a comprehensive evaluation of our emergency response plan.

We are also grateful for the awareness created among the nearby public. Their understanding and
cooperation during the mock drill are essential for ensuring a smooth and effective response in a real
emergency.
This offsite emergency mock drill has been a resounding success. It has served to identify areas for
improvement and strengthen our overall emergency preparedness. We are confident that the lessons
learned from this exercise will prove invaluable in safeguarding the safety of our pipeline Right of Use/Way
and crude/product pipelines.
