OVERVIEW A flash flood occurred on Monday, October 4, 2010, in Teluk Wondama District, West Papua 08.30 local time. The 6 hours of non-stop heavy rains since Sunday (10/3) evening caused the overflowing of 3 rivers on Wondiwoy Mountain (Sanduai, Anggris and Manggurai rivers). The flash flood carried mud, timber, and rocks along that immediately destroyed the settlements alongside the rivers. AFFECTED AREA The disaster struck 5 of 13 sub-districts in Teluk Wondama District (Wasior, Waskam, Rado, Manggurai and Snduwai) and damaged at least 8 villages of Wasior I and II, Rado, Moru, Maniwak, Mannggurai, Wondamawi and Wondiboy. The damage in capital city of Wasior sub district reached around 80% and up until now, the local people have not returned to their normal activities. AFFECTED POPULATION The IDPs are still staying in Kodims field and Navy BLK and both locations were already filled with humanitarian activities. In KODIMs field, tents were full with food stocks and several health service tents. Besides, there were 3 water resevoirs which routinely being filled by Public Works Office. Children in the refugee were accomodated by several volunteers with trauma healing activities. Drainage issue should be taken into account since existing ones were not properly designed and caused water inundation in several spots. Moreover, toilets that have been built were not separated among women and men. In contrast, refugees in Navy BLK got a decent place since they were covered more from heat/cold. NEEDS Based on BNPBs data on October 16, 2010, urgent needs are as follows: 1. Platoon tents 2. Group tents 3. Family tents 4. Medicines 5. Communication devices GOVERNMENT RESPONSE On Thursday, october 14, 2010, RI president arrived in and on the same day, KM Mahkota was sent to transport aid items phase 2. The electricity reparation team of Electricity Company (PLN) has fixed 5 units of voltage regulator and low strained network to 400 customers; Papuas PLN has operated 2 diesel power generators size 2 x 400 kw in Wasior; PLN in Biak has succeeded in installing 48 units of Diesel Power generator, where the installatiion was prioritized to houses which are still stand still and being occupied by refugees; Papua PLN teams restoration on electriricy problem in flood affected area in Wasior, West Papua has reached 60 %. According to BNPB (16/10), joint SAR team is still evacuating victims using heavy tools such as 8 excavators, 1 loader, 3 bulldozers, 2 graders, 10 dump trucks, 1 tractor, 1 gasoline tank and 1 MTA. Involved personnels consist of 3 persons from BNPB, 2 persons from BNPB of West Papua, 1 person from Ministry of Internal Affairs 1 person from Geology Agency, 126 persons from Army, 14 persons from Navy, 55 persons from the Police Force, 13 persons from Satpol PP, 55 persons medical assistants, 103 persons from SAR, 10 persons from Tagana, 7 persons from UNIPA, 5 persons from KKPB, 20 persons from PTP II Medan, 5 persons from KKP, 14 persons from Indonesian Red Cross and 18 persons from 5 RAPI (Citizen Band Radio of Indonesia). There were 74 health assistants involved: 12 persons from Ministry of Health, 17 persons from Office of Health Affairs of West Papua, 16 persons from PPK Sub

Regional Papua, 11 persons from PPK Manokwari, 10 persons from Health Affairs of Manokwari District and 8 persons from Health Affairs of of Nabire District. On October 15, 2010, the first coordination meeting was held and chaired by Head of BNPB. From BNPB, besides the head unit and team (Deputy of Logistic, Deputy of ER, Deputy of Rehabilitation and Reconstruction), HQ of Indonesian Military. From Manokwari province, besides the governor, the attendees were provincial BNPD, Population and Civil Registration Agency (Dinas kependudukan), Public Works, Military District Commander, Military Resort Commander, Ministry of Transportation, Regional Development Planning Agency, Communication and Information Agency, Papua university. From Teluk Wondama District, besides Albert Torey (Head of District, who has been accomplished his duty and being decided by Constitutional Supreme Court as the winner), Forestry Agency. The meeting was discussing temporary shelter building plan which will be used for 6 months and temporary school, also future rehabilitation and reconstruction plan. Manokwari and Teluk Wondama local governments will responsible for the whole activities with full support from BNPB. BNPB itself will provide social economy support until December 31, 2010 to stimulate the economy. On October 17, 2010, coordination meeting was held with Bapak Derek Abnir, Head of BPBD West Papua province, and Caretaker of Head District of Teluk Wondama. Representatives from i YEU, Malteser International, YTBI, MDMC, OXFAM and UNOCHA were attending as well. The meeting discussed about coordination weakness in the early stage of emergency response since the power and effort were concentrated to help the refugees. To answer the needs of coordination in Wasior, Pak Abnir will set up a joint secretariat where all actors will take place and be able to coordinate. KARINA POSTS RESPONSE (Caritas Indonesia) To respond Wasiors flood, Karina cooperated with diocese of Manokwari-Sorong and did joint response. The team was called TPW Manokwari Peduli Wasior. Currently, there are two posts; Manokwari post in St Agustinus parish and Wasior post in St Laurensius parish. In the serivce, Karina coordinated with the government, KPBPB, and Humanitarian Forum Indonesia. On Friday, (15/10), third phase of aid support was coming again to Wasior with total amount of 60 tons, consist of food items, sanitary kits, labor items, cooking tools, clothes (underwear and decent clothes) and sleeping items. On Saturday (16/10), Karina distributed second phase of aid to Kampung Rado-Maimari and its surrounding. They were; cooking tools, labor items (nail with size 5,7,10 @ 1 kg, short machete, hammer), sleeping items and clothes. Karina supported facilitating national and regional mass media in making direct coverage in Wasior (Koran Tempo, Jurnas, Suara Pembaruan, Radio Network of Indonesia (RRI), Fajar group, Hidup Magazine, and Jawa Pos group). On Sunday (17/10), Karina distributed packages of food items, sanitary kits, cooking tools and clothes to 89 families in Wondiboy. It is reported that temporarily, Karina has supported 2.237 persons. Karina will distribute aid as per verified data, as written below. Total service : 2.237 persons Total verified : 3.159 persons

COORDINATION Karina coordinates with UNOCHA and members of HFI (Dompet Dhuafa, YEU, MDMC) which work in Manokwari and Wasior, including local NGO network, KPBPB, which share the same post with Karina in St.Laurensius parish, Wasior. Through its office in Jakarta, Karina KWI coordinates with Jaring Kawan, PSPP-UKDW, Primari Nabire, for emergency supports and efforts to fulfill the psychosocial needs.
