OVERVIEW A flash flood occurred on Monday, October 4, 2010, in Teluk Wondama District, West Papua 08.30 local time. The 6 hours of non-stop heavy rains since Sunday (10/3) evening caused the overflowing of 3 rivers on Wondiwoy Mountain (Sanduai, Anggris and Manggurai rivers). The flash flood carried mud, timber, and rocks along that immediately destroyed the settlements alongside the rivers. AFFECTED AREA The disaster struck 5 of 13 sub-districts in Teluk Wondama District (Wasior, Waskam, Rado, Manggurai and Snduwai) and damaged at least 8 villages of Wasior I and II, Rado, Moru, Maniwak, Mannggurai, Wondamawi and Wondiboy. The damage in capital city of Wasior sub district reached around 80% and up until now, the local people have not returned to their normal activities. NEEDS As reported by Karina team, items such as kitchen kits, tool kits and electricity are in the top list of needs. GOVERNMENT RESPONSE The government has started the process of building temporary shelters for the affected people. Until now the preparation phase is focusing on the material (timber) soliciting and the building phase is planned to finish around 2-3 November 2010. Besides the clean water supply, the local authorities managed to coordinate the cleaning of main road access and restoring the power line up to Manggurai village. KARINA (CARITAS INDONESIA) RESPONSE To respond Wasiors flood, Karina is cooperating with diocese of Manokwari-Sorong and is conducting a joint response. The team is called TPW Manokwari Peduli Wasior. Currently, there are two posts; Manokwari post in St Agustinus parish and Wasior post in St Laurensius parish. In the serivce, Karina coordinated with the government, KPBPB, and Humanitarian Forum Indonesia. Karina is maintaining the quality of response by holding the staff rotation in charge of the emergency response in Wasior and Coordination in Manokwari. Karina sent Yosep Subay (Caritas Bandung) to handle the aid distribution and coordination in Wasior, while F. Sundoko (Karina KWI) and Anna F. Ginting (Karina Jayapura) are sent to Manokwari to tackle the coordination in Manokwari and psychosocial intervention plans. The team in Wasior continued the aid distribution activities with details as follow: Monday (10/18) Food items, hygiene kits, kitchen kits and clothing to Ambumu, Dusner, Sandei, Police Dorm, and Manggurai, which covered 204 HH (1,116 people). Tuesday (10/19): The team focused on packing for next distribution for half a day and continued with recreational activities, and daily coordination. Wednesday (10/20): Food items, hygiene kits, kitchen kits and clothing to Wasior Kampung, Sanduay, iriati and Kabouw that covered around 133 HH (549 people)

Thursday (10/21): Additional distribution of food items, hygiene kits and clothing to Wasior and Sanduay (103 HH in total) Friday (10/22): Distribution of food items, hygiene kits, clothing, and pinang (areca nut) to 50 HH in northern part of the island (Soabey Indah, Aisandami, Yopanggar, Warayaru, Sobey) and 49 HH in the southern part (Kurimawesa, Dusner, Sombokoro). The local team in Manokwari prepared relief items comprise of food items, hygiene kits, clothing and household kits which are sent on Monday (10/25) and is expected to arrive on Tuesday (10/26). From the total 4,569 people (968 HH) of the affected people, Karinas responses have covered 3,391 people (712 HH). With PMI (Indonesian Red Cross), Karina is planning a psychosocial intervention in Wasior and data synchronization of the affected population.

COORDINATION Karina coordinates with UNOCHA and members of HFI (Dompet Dhuafa, YEU, MDMC) which work in Manokwari and Wasior, including local NGO network, KPBPB, which share the same post with Karina in St.Laurensius parish, Wasior. Through its office in Jakarta, Karina KWI coordinates with Jaring Kawan, PSPP-UKDW, Primari Nabire, for emergency supports and efforts to fulfill the psychosocial needs. Karina is assisting UNDP to conduct a Post Disaster Need Assessment (PDNA) to establish the base line information for rehabilitation and reconstruction purposes.
