DISCHARGE
PERMIT (WWDP)

WHO MAY AVAIL
1. Internal: Regular Employee of DENR, including its
Bureaus and Attached Agencies
2. External: Contract of Service Personnel, LGU and
other government agencies or instrumentalities,
companies, industries, commercial
establishments, and private individuals. Operating
facilities with the following Wastewater Generation
and Discharge, to wit:
Commercial Establishments (restaurants,
resorts, hotels, pension and lodging houses,
condominiums, gasoline station, hospitals,
clinics, malls, schools, markets, terminals,
ports, banks, service centers, showrooms,
laboratories, piggeries, poultries, hatcheries,
cold storage, and other business/trading
establishments)
Industrial Establishments (power plants, mining
industries, refinery plants, milling plants, stone
crushing plants, concrete batching plants,
asphalt batching plants, mineral processing
plants, dressing plants, ice plants, sanitary
landfills, sewage treatment plants, beverage
plants, food processing plants, smelting plants,
water treatment plants, and other
manufacturing/processing industries)
Domestic Wastewater (government offices,
buildings, schools, laboratories, etc.)
Households and residentials are not required or
exempted to secure a Wastewater Discharge
Permit.
REQUIREMENTS
A. One-time OPMS Account Registration
1. Two (2) valid IDs (scanned copy)
2. Duly signed Authorization Letter (scanned
copy), when required.
B. Already had an OPMS Account
1. Sign-in to your OPMS Account
2. Select Permit to Operate in the left tab.
3. Proceed and complete Steps 1-6.
NEW APPLICATION
1. Water billing statement for the whole year*
2. Waste Water Line Layout (Duly signed and
sealed by a registered sanitary or chemical
engineer)*
3. Vicinity Map of the Plant (Duly signed and
sealed by a registered sanitary or chemical
engineer)*
4. Plan and Elevation Layout of Waste Water
Treatment Facility with
specifications (Duly signed and sealed by a
registered sanitary or chemical engineer)*
5. Notarized Application*
6. Engineer’s Report* prepared and signed by a
Professional Mechanical Engineer (PME) /
Chemical Engineer (ChE) and Pollution Control
Officer (PCO) duly endorsed by the Managing
Head.
Nature of the project or business to include
description of processes including the
production capacity (quantity or volume) and
generic name of the product.
Nature and characteristics of wastewater
(physical and chemical
composition) and total daily volume of
discharge of raw wastewater.
Treatment process and estimated treatment
efficiency.
Total daily volume of water consumption and
final discharge of final
treated wastewater or effluent.
Information on flow measurement equipment
and procedure.
Name of receiving body of water and its
official classification.
For land discharges, the nearest receiving
body of water and its official
classification.
Pollution prevention/Environmental
Management System plan or
program.
Statement of the cost incurred in the
installation and maintenance of the
wastewater treatment facility.
Quality and quantity of abstracted water.

1. Proof of compliance to permit conditions*

Monitoring Reports (SMRs) for the recent year*
6. Copy of the latest Wastewater Discharge
Permit*
7. PCO Accreditation / Appointment letter *
HOW TO APPLY FOR WASTE
WATER DISCHARGE PERMIT
1. Click here to go to Online Permitting and
Monitoring System (OPMS).
2. Register first. You may download the User
Guide here. It will provide you a step by step
tutorial on how to fill out the registration.
3. After registration. You may now proceed to sign in
and go to Discharge Permit (DP) in the left tab.
You may download the Discharge Permit
Application Process here. It will provide you a step
by step tutorial on how to fill out the application
process.
4. The EMB Regional Office will evaluate the
applications filed online. The evaluation could
result to an either approval or a need to submit
additional information. Check your OPMS Online
Account frequently.
5. Download and print the Order of Payment at
OPMS account and pay the corresponding fees at
EMB 8 Cashier or online payment through the
Land Bank Link Biz Portal.
6. Return and submit the online application and
provide the payment information details.
7. After all the pertinent documents are passed,
EMB RO may deny or approve the WWDP
Application.
8. Results can be printed through your OPMS Online
Account.
WWDP APPLICATION FAQ
1. The client forgot the password of the account
same with EMB Employees? click the “Help” ->
“Forgot Password” that can be found in the login
page and enter their email in the text field, the
system will send a reset link to their email for them
to enter a new password.
2. The applicant forgot their email that registered
in the system or they want to change the
account details (email, name, company name)?
Client may submit a request letter and ID thru EMB
Regional PISMU contact email address. This
solution is also applicable if their previous focal
person is no longer in the company.
3. The applicant did not receive a confirmation
link in their email after a complete registration?
This problem occurs sometime because of the
traffic in the network or server problem. Clients
may contact EMB Regional PISMU thru email and
may provide the Name, Email, Company that they
registered in the system. The client will be inform
once the account is activated and advice client to
login after a period of time.
4. Oops Something Went Wrong page appears?
Not stable internet connection.
The system prefers Google Chrome as browser.
There are copy pasted data in forms that should
have been manually entered.
There is a special character in the file name of
the file uploaded.
The computer of the applicant may have a virus
that the firewall of central office denies. Use
another computer.
Some field in the previous step is not complete
or proper format was not followed.
5. Can’t complete their account registration?
The file size of the attachment (Government ID,
Company ID, Authorization letter) is too large.
It is also caused by unstable internet connection

Applicant did not follow the correct format in
the registration
6. How to save the draft application? To save their
application, they must be reach the step 2 in any
application.
7. Can’t complete their application because the
submit button in last step is disabled? All
requirement that has an asterisk in the label is
required by the system. Choose specific file type
for each requirement. The procedure in uploading
the file is:
1. Add File
2. Choose file in the computer
3. Click appropriate file type
4. Click Save
8. Applicant ask the account number in their
order of payment is TBA, or how they will pay
