    Imagineacommunitywhereallcitizenshavetheopportunitytodevelopalloftheirtalentsandputalloftheirtalentstofull use.WhereeveryoneistheCEOofhisorherowncareer,andthecommunitycommunicatesthevalueoflearningeverydayin everyway?Whereonesportfolioofworkismadeupofmultiplesources,somepaid,someunpaid,thatevolvesandadapts throughoutlifetochangingcircumstances?Whatwouldthismeantotheabilityforallpeopletoclimbtheeconomicladder?

    Humancapitaldevelopmenthastakenonnewmeaninginthe21stcentury.Whereasoncewecould counton12yearsofschoolingbeingenoughforlife,now,theneedtodeveloponestalentandgain newskillscontinuesthroughoutlife.Thelocalimplicationsofthisshiftareprofound. Theplacesthatthrivetodayarethosewiththehighestvelocityofideasandthehighestdensityof talentedpeople.Indeed,58percentofacityssuccessasmeasuredbypercapitaincomeis explainedbythepercentageofitspopulationwithafouryearcollegedegree.Inmostmetroareas, theeconomicvalueofincreasinglocalcollegeattainmentratesbyjustonepercentagepointis worthmoreinadditionalpersonalincomeannuallythanthepayrollofthelargestlocalprivate employer. Butwhenitcomestoidentifyingtalentanditspotential,collegeattainmentisaconvenienceatbest. Doesanyonestillbelievethattalentdevelopmentbeginsandendswithschools?Furthermore, conventionalthinkingassumestalentreferstoaspecialclassofpeople,whileafullydeveloped andimaginativetalentagendaassumesallhumanbeingshavetalent. Developingtalentinthefullestsenseisnotjusttheresultofschoolsorearlychildhoodeducationor workforcedevelopment.Itisalsotheresultofintensepracticewiththeprospectoffailure,taking risks,tryingnewthings,puttingonestalenttoworkinnewandunfamiliarsettings,theprovision ofopportunity,awholewebofpublicamenitiessuchaslibrariesandcommunityservices,andthe cultureofaplace.Buttheselinksarenotoftenenoughmade,andfurther,theseareasofspecialty dontfunctionasasystemwithacommongoal.Asaresult,thereisnosenseofwhateachis supposedtoproduceinsupportofanoveralltalentagendaforacommunity.

    Creating cities that are of, by and for us


    Imagineacommunitytakingupthischallengetodevelopallofitstalentandputtingallofitstalent towork.Whatwouldfullengagementlooklike?Whatwouldbeaneffectivequickstartstrategy? Wherearetheearlywins?Andhowwouldacommunityknowwhenitissucceeding? ThosearethequestionswewilltackleaspartoftheOpportunityChallenge.Itisoneoffivebig challengesthatarepartofanewinitiativeorganizedbyCEOsforCitiesanditsnetworkofpartners whorepresent31,500businessesin45ofAmericaslargestcommunities.WecallittheUSInitiative aninitiativetobuildandsustainthenextgenerationofgreatAmericancitiesthatareof,byand forus. CEOsforCitiesislaunchingtheUSInitiativenowforonereason:Wecontinuetobuildtoomanyof ourcommunitiesphysically,economically,andsociallyonanoutdatedsetofbeliefs.Thisis expensive,wastefulandputsuswayoverdueforanewversionoftheAmericandream.

    ThepurposeoftheUSInitiativeistobringintoveryclearfocushowcommunitiescandeliveron fivebig(verybig)ambitionsthat,together,candefineanewAmericandream. Weholdthesevaluestobeselfsustaining: Livability Wewillallhaveaccesstobeauty,artandnatureeveryday. Community Wecanallparticipateinarobustpubliclife. Connectivity Wecanmeetourdailyneedswithoutowningacar. Opportunity Wewilldevelopallofourtalentandputallofourtalenttowork. Optimism Webelievethatthefuturecanbebetterforeachofusandallofus. TheUSInitiativeis: 200+civicpartnersacross 45citiescommittedtoa 5yearcampaigntoinnovatethefutureofcitiesthrough 6rallyingBrainTrustevents,celebratingtheworkof 52innovatorschangingtheurbanconditionat 5LocalChallengestobringnewthinkingintoactioninviting 1000sofpeopletocreatenewimagesofthefuturecollectedin 1bookdocumentingthemovementanddigitizedavailableto 1,000,000sofpeopleinterestedinthefuturethroughtheweb

    InFebruary2011,CEOsforCitiesandMayorACWhartonwillhosttheOpportunityChallengein Memphis.OneofaseriesofUSInitiativeChallengesinfivecities,theOpportunityChallengewillask urbanleadersinMemphistoimaginethefutureofopportunityasexpressedintheDeclarationof Interdependence:Wecandevelopallofourtalentandputallofourtalenttowork. WorkingwithateamofnationalopportunityexpertsledbyBruceMau,authorofTheThirdTeacher andprincipalofBruceMauDesign,CEOsforCitiesandtheCityofMemphiswillseektodetermine whatittakestodevelopacompellingvisionandpracticalstrategiestodeterminewhatittakesto developMemphians'talenttothefullestextent. InadditiontoproducingbigideasandquickstartstrategiesforMemphis,resultsofthe OpportunityChallengewillbereportednationallyaspartoftheUSInitiative.
