Chart is a combination of XY scatter and column. The XY scatter contains a single point (1,0.5) that has had the image pasted to it. To do this firstly select the image (with border removed) and copy it to the clipboard <Ctrl/C>. The select the single scatter data point and paste <Ctrl/V>. The xy value can be adjusted to get the bulb to line up with the zero.
The column chart act as the mercury column. going from zero to 100.

Because the image is transparent the column shows through. The secondary axis allows the scale to go either size of the column.

Select cells E1:F1 and insert an xy scatter chart. Use the series tab to set the correct X (select E1) and Y (select F1) values. Name the series "Bulb Holder." Add a second series of data using F2 as both the X and Y values and name the series "Mercury." (hint: if you locate the chart on a separate sheet, you will not be able to resize the chart area later in these instructions.)
