On 12/3/11 at 1122 I to a disturbance complaint at Pine Hollow Equestrian
Cente1. 6750 H\l 82nd Tr . Pa1kland. The1e \/as a Iepo1t of a person hiding in the nea1by
bushes sounding an ail ho1n. The1e \/as conce1n due to the fact that the1e seve1al
small children 1iding ho1ses. and that tl1e noise sta1tle the ho1ses and possibly cause
injmy. The l'epotel' furt}1e1 advised tl1at this is an on going Deputy S. Muelle1
and othe1 Pa1kland units 1esponded to the a1ea. Tlle1e \las a p1evious ail ho1n
incident a female tl1at 1esides at 6750 81st <La1amee \las
identified as tl1e person that \!as \lalking up and do 1-m the stleet blo\dng an ail ho1n. Based
on that incident. I advised other units that the culp1it may be at. o1 in the close vicinity
to the same address on HW 81st Tr . Deputy Mueller arrived in the area first and shortly
aftel'\/ards. advised that he \/as in contact \lith a \-1/M at 6750 81st T1. I 1esponded to
Pine Ho and made contact ldth several people. including e111ployee' s. riding
pa1ents. and others. Initially. I met \lith Schlink111an. Jodi. She l'epo1ted that 11hile outside
at the training she hea1d the ail ho1n blast. initially a long blast. tl1en fo by
sho1t blasts. She said she did not see 11110 blo11ing the ho1n. but \las that the1e
had been othe1 si111ilar noise incidents fl'Oill across the stleet. She said tl1at at the time
the1e \lel'e beh1een 5-6 young ide1s. no older than 10 .'Jl'S. old. on horses in the
ring. I then spoke Glase1. Robe1t- He said he ar1ived ea1lie1' at 1045 hours llith his 6
y1. old daug}Jtel' lessons and tl1e ail ho1n 1-1l1en l1e first then again at
app1oxi111ate ly 1100 homs. then again at ly 1115 homs. He hea1d the sounds Hhile
he \las at the show a1ena as \le 11 as at the training a1ena. He exp1essed conce1n about the
loud noise and that it could spook the horses and cause a proble111 with the young and
possible injmy. He then took to his vehicle and t1ied to find 1-!heie the noise co111ing
fro111. by d1iving slo11ly along HU 81st When l1e llas 6750 81st T1 he noticed a \l/11
,standing neal' a paddock. He p1oceeded up tl1e and app1oached the subject. advising
he was to locate tl1e souce of tl1e ail ho1n noise. He said the subject ad111itted that
it "las he that was the ho1n. and 11as using it to t1ain a steer. He then engaged
the subject. identified as Bal'l'Y [11/13/58 l. in a the
ail and the dange1 of it sta1tling tl1e and Glase1. Robert l'elllalked that
at f hst. La1amee. [11/13/58 l "pleasant and lo"' key" but as the il ion
continued. l1e beca111e mo1e agitated and confrontational hi111. Glase1. said he
"'as tlying to conuey the dange1 of the loud noise. but La1amee. Bal'l'Y [11/13/58 l reacted
,.,ith state111ents to }lim such as "I don't care. I'm sick of this stuff". "I'm sick of the
colnt system". and that he \muld "handle things his \lay". Glase1. Robe1t added tl1at La1amee,
Ba11y [11/13/581 111ade it clea1 to him that l1e 1muld continue doing "1l1at l1e \las doing. and he
"didn't ca1e if kids \le1e gonna' get hlnt" because he \las blolling the ho1n. and that "they
should go some\1he1e else to 1ide". I.IJ1en Glase1. Robe1t told hi111 his conce1n Has for his
daughter as well as the other children. Laramee. Barry [11/13/58] then that he
stop fo1 today. but added "I don't knDI/ about tol'llolroiJ". At one point. Glase1, ' Robe1t
cautioned Laramee. Bal'l'Y [11/13/58] that l1e should be ca1eful about \1l1at he doing
because the1e a1e othe1s (at Pine Hollou) that a1e upset. and that he like it if
something happened to his steer. That statement apparently upset Laramee. Barry [11/13/581.
and he then flared Ids chest and \lalked up to Glaser. Robert. and asked if l1e 1/as
tlueatening }lim. and said "they could settle t}lings l'ight he1e". Glase1. Robe1t assu!'ed
Lara111ee. Barry [11/13/58] that he was not interested in fighting him. and his main concern
was safety for the children.
I then 1esponded to the La1amee 1esidence and met uith Laramee. Bal'l'.Y [11/13/58]. l!ho IJas
standing at the end of his d1ive1Jay. I explained my p1esence and the complaint of tl1e noise
from the horn to hi111. He said he uas using it to train his Brahma steer. that he intends to

had already spoken to Glase1 and concerned about the 1ema1ks Bal'l'Y
11/13/581 had said to Jlim. He 1esponded by claiming I was only listening to half of the
and picking bits and pieces of their conversation to use to my advantage. He also
accused Robe1t of tlneatening him and his steer. I made it quite clear to Jlim that
not doing as he and repeatedly him of the l'epe1cussions if one to
do such things in an intentional manne1 that expose a person to ha1m o1 pe1sonal
11ould be Cl'illlinal negligence.
I returned to Pine located several of the riding and identified some that
heald the air horn- The adolescents I met wel'e s a 7 en a. .. a ..
a b p 't L and ea 1 T A tR - All repo1ted being in tl1e i111mediate
outside at tl1e t1aining 1ing, and hearing the blasts of the horn. In they in
a position to see acl'oss 81st Tr . and seeing a 111an outside in the holding the ail
,.I)Jich one desc1ibed as having a red top. Some actually sa"' hi111 holding the ho1n
an outst1etclied and also as if he eithe1 taking pictu1es or video of them. I spoke
to a ,.,as in the l'ing with the students. She said the noise
spooks the horses. and in fact had a negative effect on one named being
ridden by e Q the blasts OCCUl'l'ed. She said he effected by it and
"jitte1y" fo1 a as "'e1e other horses, and tl1at as a he 111ade a
sudden sideways darting 111ovement that caused her to fall off. There no injuries as a
result- I asked a a about the falL and she said it "knocked t}Je "lind out of me .. -

incident as Culpable Negligence. Based on lilY falllilia1ity the ongoing and 1epeated
va1ious asso1ted noise co111plaints, i.e. loud engine/vehicle noise, vehicle horn blolling.
