I. RATIONALE:
The successful planning, organization, and management of the Comprehensive Agrarian
Reform Program (CARP) require the active involvement of key stakeholders, including:
Farmers
Farmworkers
Landowners
Cooperatives
Other independent farmer organizations
To ensure grassroots participation in CARP implementation, the Barangay Agrarian Reform
Council (BARC) was established through Executive Order 229 and later reinforced by
Republic Act 6657. BARCs serve as DAR’s primary partners in key aspects of agrarian
reform, such as land acquisition, support service delivery, and resolving agrarian disputes at
the community level.
The significance of BARC’s role is highlighted in Section 2 of the Declaration of Principles
and Policies, which emphasizes a community-based approach to program implementation.
Operating on a self-help basis, BARCs play a vital role in ensuring that agrarian reform
efforts reach the intended beneficiaries effectively.
This proposal aims to facilitate the organization or reorganization of BARCs, strengthening
their function as an essential mechanism for grassroots participation in the program.
II. OBJECTIVE:
The activity aims to orient the BARC Officers and members, and Ex-Officio members of their
functions in support to the implementation of the Comprehensive Agrarian Reform Program (CARP).
III. METHODOLOGY:
Discussion of the functions of BARC and election of officers per barangay will be done.
IV. DATE AND VENUE:
This activity will be conducted at Brgy. Sta. Lucia, Isabela on April 15, 2025.
V. TARGET PARTICIPANTS:
Participants to this orientation are the following:
Farmers;
Farmworkers;
Landowners;
Cooperatives; and
Other independent farmer organizations.

A maximum of thirty (30) participants will be present during this activity to include the
facilitators from DAR. Fifteen (15) male and fifteen (15) female are expected to attend.
VI. BUDGETARY REQUIREMENTS:
The total budgetary requirement of the activity is Four Thousand Nine Hundred Fifty
Pesos (PhP 4,950.00) to defray the cost of meals and snacks for the one (1) day activity to be
charged from SIB Fund/BARC
