This Trust is duly registered under the provisions of the Registration Act, 1908 in the Office of
the Sr. Sub-Registrar, Silchar,Cachar vide Deed No. 1894/175, Serial No. 1894 dated
12/08/2022. The institution, established on 01/02/2017 has been serving as a Traditional Muslim
Institution (Maktab/Madrassa/Darul Uloom) and is committed to educational and social
development.

3. Aims and Objects of the Society


The Society shall work with the following aims and objectives:

I. To promote and foster unity, co-operation, and brotherhood among all members of the Society.
II. To provide quality education (both modern and religious) with the vision of developing a
dignified educational platform for the future generations.
III. To help and support Below Poverty Line (BPL) families, extend relief and rehabilitation
assistance to victims of natural calamities such as flood, storm, earthquake, etc.
IV. To provide self-employment training in areas such as jam, jelly, and pickle production, and to
introduce vocational training programs like typewriting, shorthand, tailoring, knitting, and
handicrafts to local youth, thereby encouraging entrepreneurship.
V. To create public health awareness about AIDS, Tuberculosis, Leprosy, Malaria, and other
communicable diseases, and to promote health, hygiene, and sanitation in daily life.
VI. o establish and encourage agricultural activities such as nursery development, farming, and
modern agricultural methods including tissue culture.
VII. To promote educational development among students, organize programs for adult
education, and uplift literacy among underprivileged sections.
VIII. To disseminate knowledge about government schemes and facilities for the benefit of the
general public through meetings, workshops, and public platforms.

RULES AND REGULATIONS

1. Name of the Society/Institution: Jamia Shafiquia Darul Uloom, Katigorah

3. Aims and Objectives


(As already detailed in Clause 3 of the Memorandum of Association, and incorporated
herein for operational purposes and also as follows)

[Link] promote unity, cooperation, and brotherhood among the members of the Centre.
[Link] provide quality services and develop a dignified platform for the progress of future
generations.
III. To extend help and support to people living below the poverty line, the sick and
needy, and to provide relief and rehabilitation to victims of natural calamities such as
floods, storms, etc.
IV. To organize self-employment training programmes such as jam, jelly, pickle
production, and other vocational skills like typewriting, shorthand, tailoring, knitting, etc.,
thereby encouraging entrepreneurship and the establishment of industries.
V. To create awareness among the public about health issues such as AIDS,
Tuberculosis, Leprosy, Malaria, etc., and to train people in health, hygiene, and
sanitation practices for their daily lives.
VI. To establish and promote agricultural activities including nurseries, farming, tissue
culture, and other allied sectors.

VII. To assist in the educational development of students and to promote adult
education among senior citizens.
VIII. To popularize and disseminate information about various Government schemes
among the general public through different platforms.
IX. To secure a better future for school dropouts, unemployed youth, farmers, and
women by providing educational and livelihood opportunities. To encourage and guide
economically weaker families towards access to quality education.
X. To observe national days with dignity and respect.
XI. To organize cleanliness drives for public spaces such as roads, drains, bunds, tanks,
wells, and other community places.
XII. To support Khareji/Hafezi Madrassas by incorporating general subjects like English,
Assamese, Mathematics, Science, and Hindi into their curriculum to ensure holistic
development of students.
XIII. To protect the mental and moral health of youth from adverse influences in the
present age of electronic and digital communication.

4. Membership

a) Eligibility: Membership is open to all Indian citizens residing within the operational
area of the Society who are of good moral character.
b) Admission Fee: Rs. 100/- per member.
c) Sources of Funds: Membership fees, monthly subscriptions, donations, voluntary
contributions, and Government grants.
d) Control of Funds: All funds shall be deposited in a nationalized bank in the name of
the Society. The account shall be jointly operated by the President and Secretary, or by
any two Executive Committee members.

5. General Meeting

The Annual General Meeting (AGM) shall be held once every year.
The date, time, and agenda shall be fixed by the General Secretary in consultation with
the President and Madrassa Board Authority.
Notice of at least 7 days shall be given to all members.

6. Quorum of the General Meeting


Two-thirds (2/3) of the total members shall constitute the quorum.

7. Executive Committee
Members of the Executive Committee shall be elected or selected in the General
Mecting. The structure of the Executive Committee shall be as follows:

8. Term of the Executive Committee

The term of the Executive Committee shall be 3 years. It may be extended or reduced by a
decision of the General Meeting.

9. Re-election Procedure
• Members of the Executive Committee shall be eligible for re-election.
• Defaulters in subscription or those violating rules shall not be eligible.

10. Executive Committee Meetings


• Meetings shall be held quarterly (once every three months).
• At least 7 days' notice shall be served before each meeting.

11. Quorum of Executive Committee Meetings


●​ A simple majority of members shall constitute the quorum.
●​ In case quorum is not met, the meeting shall be adjourned and reconvened within 7
days, where no quorum shall be required.

12. Expulsion of Members


Any member violating rules/regulations or defaulting in payments may be expelled.
Members absent in 3 consecutive meetings without valid reason may lose their membership
rights.

13. Auditor

A qualified Auditor shall be appointed annually.


The auditor shall examine the accounts at least once a year and submit an Annual Audit Report
to the Registrar of Societies, Assam.
The financial year shall be from Ist April to 31st March.

14. Legal Procedure


Under Section 6 of the Societies Registration Act, XXI of 1860, the Society may sue or be sued
in the name of the President or the Secretary.

15. Dissolution
In case of dissolution, the properties of the Society shall be disposed of as per Trust Deed.
