1. INTRODUCTION
Saudi Electric Company is the sole power utility company in
the Kingdom ,requires consulting services to lay Fiber
Optic Cable to carryout data and voice communication
network. Consultancy service shall provide better way of
installation of Fiber Optic Cable (FOC ) in SEC standard
MV/LV cable trenches as well as Standard procedure of
testing , splicing and supervision of laying of FOC in new
SEC Power Distribution Network.

2. SCOPE OF WORK
The Vendor should provide the following consulting services but not limited
to :
2.1 The consultant shall manage to utilize SEC standard trenches as
attached for laying of Fiber Optic Cable, Ducts and Splicing.
Also not to
use any man hole and hand hole for taking a branch
line instead to use
SEC sub-stations for this purpose. To specify
the spare length of FOC at
the end of cable for future connection
and for splicing purpose. Consultant
shall review and develop existing SEC construction standard Part- 6 for
installation of Underground Fiber optic cable and ducts.
2.2 The consultant shall provide standard procedure for testing
FOC before and after laying .

2.3 Recommend tools and equipment for laying and testing of FOC in Power Cable
trenches (standard and mini trenches) and sub-stations.
2.4 Utilize SEC existing MV Cable entrance to the primary Sub-stations and other
package/Unit Sub-stations for the entrance of FOC as well as for LV cable entrance.
2.5 The Consultant shall manage to conduct workshop meetings with
SEC employee/contractors to demonstrate way of laying & testing of FOC. The
Consultant shall also demonstrate the proposed plans, procedures to achieve the
required objectives.
2.6 Train SEC employee.
2.7 Prepare a presentation and present this to SEC .
2.8 The consultant shall provide weekly progress reports, presentation and conduct a
minutes of meeting and workshop outputs as applicable.

3. CONSULTANT STAFF & DUTIES
3.1 The Consultant staff that shall be assigned for this project shall have
to be available in Kingdom of Saudi Arabia but not on full time
bases; their presence schedule in Kingdom of Saudi Arabia shall
be as
needed to complete their relevant task.
3.2 The Consultant staff shall implement their entire task in coordination
with SEC Staff assigned for this purpose and consolidate their
comments and input in the study.

4. DELIVERABLES
The Consultant shall prepare and submit all deliverables (Like Test
Forms etc.) to SEC as follows:
4.1 To prepare standard for Fiber Optic Cable.
4.2 Standard procedure for laying of FOC.
4.3 Standard procedure for testing FOC before and after laying .
4.4 Standard for FOC splice.
4.5 Supervision procedure.
4.6 Prepare all necessary Forms for recording purpose like for FOC
testing and to record position of splice , cable route/location etc.

4.7 Deliverables shall be fully editable electronic soft format that can run
manage, change modify, print the contents with hard copy "colored
printout".
4.8 All Deliverables will be entirely SEC property, will carry SEC
title and logo and will be written on behalf of SEC , accordingly
no other person or entity shall have the right to access, share or use
the same without written permissions from SEC authorities.
4.9 The Consultant as well shall have no right to utilize the deliverables
and the outcome of this project in other purposes more than the
purpose of this project without written permissions from SEC
authorities.

4.10 A draft copy of all deliverables will be submitted to SEC for
review and comments enough time prior to the final one.
4.11 Weekly progress reports, presentation and minutes of meeting and
workshop outputs as applicable.

4.14 All prepared deliverables shall have to address all necessary topics as
per best professional practice in the business, to SEC satisfaction
and approval, and will be written in comprehensive manner with full
details of every and all topics.
4.15 The Consultant scope and deliverables as described here is to be
considered as guidelines and minimum requirements, the
CONSULTANT is responsible to define, add and implement any
additional task as necessary within his comprehensive professional plan.

5. TIMESCALE
5.1 Commencement of work shall be upon Contract Effective Date.
5.2 Total Completion period of CONSULTANT work shall not be more

Stage 1: Delivery of Cable Drums on Site
A. Visual Acceptance Test
For this test, the cable drum is checked for any visual discrepancies and
obvious faults. Cable drums shall be checked for drum numbers and physical
lengths and must confirm to the contractual lengths required. All cables shall
be checked for optical core size and Fiber Count and must confirm to the
required contractual cable specifications.
All data corresponding to the Visual Acceptance Test shall be recorded on the
Drum Test Form.
B. Drum Test for Optical Fiber Cables

All Fibers shall be tested in one direction at both wave lengths of
1310/1550nm for single mode cables and 1310nm for multimode (short
distance-data communication) cables. The measured Fiber Attenuation
(db/km) shall conform to the manufacturers test data and the stated
contractual attenuation (db/km)
*Optical Talk Test for Continuity
All Fibers shall be tested in one direction at both wavelengths of
1310/1550nm for Single Mode cables and 1310nm for multimode cables. The
measured optical length shall conform to the manufacturers measured
optical length using the recommended Index Of Refraction (I.O.R.).

All data corresponding to the drum test shall be recorded on the Drum Test
form.
If any discrepancies in test results are found i.e. Macro Bends or damaged
fibers, this must be reported immediately to the appropriate responsible
person.
All wooden slates which have been removed from the cable drums must be
stored in a safe place. Once the Optical Acceptance Test is complete, cable
ends shall be recapped or securely taped and all these wooden slats must be
replaced.

Stage 3:Splicing and Termination of Cables
Splicing and Termination Splicing of all optical fiber cables shall be carried
out by means of a calibrated fusion splicing machine and Optical Fiber
Cleaver (see equipment Required)
Theoretical splice loss reading which is displayed on the fusion splicing
machine shall be kept to maximum of 0.05 dB to reduce the number of resplicing.
All data corresponding to the Theoretical Splice Loss shall be recorded on the
Theoretical Splice Loss Test.
The actual splice loss of each individual splice shall be equal to or less than
the stated splice loss in the contractual specifications.

Stage 4: Splice testing for loss and continuity
Actual splice loss
Once the cable have been spliced, each individual splice loss shall be
measured in both directions by means of an OTDR at the wavelength of
1550nm for single mode and 1310nm for multimode. The average of both
results shall be taken to produce the Actual Splice Loss.
If this loss is greater than the contractual stated splice loss on any two fibers
spliced, then the splice shall be re-made. A maximum of three (3) attempts to
re-place a particular high fiber shall be made to bring the actual splice loss
within the contractual specifications.

If any actual splice loss result does not comply to the contractual
specifications and three (3) attempts to rectify the splice have been made, then
the engineer responsible for the contract shall review the test results before an
relaxation of the specifications are made.
All data corresponding to the Actual Splice Loss shall be recorded on the
Actual Splice Loss Test Form.
OTDR traces of each individual fiber between regen or repeater sites shall be
taken at 1310/1550nm for single mode cables and 1310nm for multimode
cables and saved to disk for documentation and future investigation.
Continuity
Once all the individual splice losses fall within the contractual specifications ,
continuity of each individual fiber shall be tested by means of an optical fiber
talk set to ensure continuity between two regens or repeater sites.

Stage 5: End to End Tests -Section Loss
Once the splice loss and continuity tests have been carried out, End to End Power
Meter test shall be taken to determine the loss of an individual section of the cable
which has been completely spliced, terminated and cleared of any faults.
The test shall be taken using Optical Power Meter from one point of termination to
other.
The Power Meter reading shall be equal to or lower than the maximum allowed
Power Loss Budget which shall be calculated using the Formula:

Stage 6: Cable Damage
Repair/Massaging
The cable can be repaired by removing the outer sheath and exposing the
loose tubes allowing the damaged section of cables to be massaged therefore
removing any pressure from the fiber that may be causing the loss of
transmission. This method can considerably decrease the loss over the
damaged point by removing the micro bends that have been caused due the
damaged cable.
A zipper type heat shrink must then be placed the exposed section of the
cable to protect the fibers and prevent ingress of moisture.

Cable Cut / Repair
If a cable has been cut preventing the above method to be utilized then
permission must be sought from the engineer in charge of the project before
any additional splices can be added to the damaged cable section in
question.
This can be done by replacing a minimum of 200 meters of Fiber Optic
Cable from the damaged / Cut Cable section and therefore adding extra
splice points to the damaged Section.
Please note: Any damaged cable section that has been discovered before or
during installation, by OTDR tests or Observations after installation shall
be documented and reported immediately to the Engineer in charge.
