EDTO is the acronym retained by ICAO and some Authorities (e.g. CASA,
CAANZ) to designate the new rules applying to operations beyond applicable
threshold. These rules are applicable to any airplane types

following a review of the piston engine reliability :

Therefore, the probability of an engine failure is now higher on a quadjet than on a twin-jet

ETOPS regulations: past and present


The introduction in the 1980s of twin aircraft (A310, B767) powered with modern (fuel
efficient) turbofan engines made the old 60/90 minute rules inadequate:

FAA publishes first ETOPS regulation to address 120 min operations

First ETOPS operation (SIA/A310 - TWA/B767)

The Authorities published rules for 180 min ETOPS based on the very good experience
with 120 min operations

January 2007 - FAA publishes new Extended Operations (ETOPS) regulation

July 2007 - CASA publishes new Extended Diversion Time Operations (EDTO) regulation

October 2007 ICAO sent a State letter to introduce new Extended Diversion Time Operations
(EDTO) regulation in its SARPs

In Europe, these regulatory discussions are still on-going


New EASA ETOPS rules to be published in 2008

FAA ETOPS Rules Summary


FAA has published its final Extended Operations (ETOPS) regulation
on the 16th January 2007

In brief, this new regulation:

Codifies

in the U.S Federal Register (Part 1, 21, 25, 33, 121, 135) existing
FAA ETOPS and polar policies & guidelines.
Provides the certification basis and the operational and maintenance
requirements for Unlimited ETOPS operations with Twins.
Introduces new certification and operational requirements on Tris and Quads
operated beyond 180 min from an airport, but:
Cargo operations are not concerned
No additional Maintenance criteria added
Requires implementation of a passenger recovery plan in certain conditions

Three FAA ETOPS Advisory Circulars will be available:


AC for Part 21 and Part 25 (not yet published)
AC for Part 33 has been published for comments in Feb 07
ACs for Part 121/135 have been published for comments in Sep 07

EASA ETOPS Rules Summary


Current EASA ETOPS requirements are contained in AMC 20-6
Guidance material for operations is in draft NPA-OPS 40A

draft NPA has been included in the up-coming EU-OPS which should supersede current JAR-OPS1 by mid of 2008 and/or will be replaced by IR-OPS when published

New EASA ETOPS NPAs (Notice of Proposed Amendment) for twins will impact:

CASA EDTO Rules Summary


CASA has published its new Extended Diversion Time Operations
(EDTO) regulation in July 2007

In brief, this new regulation:

Lifts

the threshold time for twins from 60min to 90min when certain conditions
are met.
Provides the operational and maintenance requirements for Unlimited EDTO
operations with Twins.
Introduces new certification and operational requirements on Tris and Quads

Cargo operations are not concerned
No additional Maintenance criteria added
Requires implementation of a passenger recovery plan in certain conditions

The new EDTO regulation is accompanied by a new CASA advisory publication.

ETOPS Certification Principles


It is the responsibility of the aircraft manufacturer to obtain the
ETOPS certification of the aircraft.

It is a prerequisite to the start of the ETOPS operations (ETOPS


operational approval).

The Authority in charge of this approval is the Primary Certifying

The ETOPS certification of an aircraft is an assessment of the


compliance of the candidate aircraft with all the design provisions
and reliability objectives of the applicable ETOPS criteria (e.g.:
EASA AMC 20-6, FAA AC 120-42A or new Part 25.1535, ...).

An ETOPS certification is a two-fold exercise:

Reliability Monitoring - Engines IFSD rates


The regulations require that for 180-min ETOPS capability, for a given airframe / engine
combination, the engine In-Flight Shut Down rate does not exceed:

0.020 / 1,000 Engine Hours, i.e.


1 IFSD every 50,000 Engine Hours, i.e.
1 IFSD every 25,000 aircraft Flight Hours

For operations over 180 min, the engine IFSD rate is further reduced:

0.010 / 1,000 Engine Hours

This IFSD target rate has to be complied with by the manufacturers (Airbus / Engines
manufacturers)
