Salient features of PURA
• To bridge the rural - urban divide and achieve balanced socio – economic
development by providing physical and social infrastructure, as given below,
in identified rural clusters to further their growth potential:-
• Road, transportation and power connectivity
• Electronic connectivity in the form of reliable telecom, internet and IT
services
• Knowledge connectivity in the form of good educational and training
institutions
• Market connectivity to enable farmers to get the best prices for their
produce
• Provision of drinking water and up-gradation of existing health facilities.

• The States of Maharashtra and Orissa have not furnished Utilization certificate (UC),
Audit Report and Physical Progress for the funds released in 2004 – 05 and 2005 –06.
The expenditure reported by the State of Maharashtra so far at 31.8% is unsatisfactory.
• The State of Andhra Pradesh has not furnished Audit Report for the funds released in
2004 –05 and 2005 –06. The Steering Committee, in its meeting dated 23.05.2006, while
approving the proposal for setting up Common Facility Centre (CFC), inter-alia, directed
the State to work out the phased requirement of funds, manner of implementation of the
project proposal and submit to the Ministry, which are still awaited.
• Bihar has not been able to provide land envisaged for setting up of market yard (go-
down). It has not furnished Utilization Certificate and Audit Report for the funds released
in 2005 – 06. The expenditure reported so far at 43.3% is unsatisfactory. The
expenditure reported by State of Bihar upto 31.3.2006 is Rs. 129.80 lakhs whereas the
expenditure reported upto 31.09.2006 is Rs. 125.98 lakhs. This needs clarification.
