Some Trivia About Urbanisation
(Will Be Useful for Mains)
 India’s Urban Population Expected to double by 2050.
 India’s Urban Population-31%. Its Contribution to GDP- 60%
 “Urban areas are Engines of Economic Growth”-Twelfth Five Year
Plan.
 Urban Development is a state subject.
 Urban Development ministry has traditionally got less funds than the
Rural development ministry.
 This Ministry is the nodal ministry for implementing “ The
Employment of Manual Scavengers and Construction of Dry Latrines
(Prohibition) Act, 1993”

What are Urban Areas?
(a) All places with a Municipality, Corporation or
Cantonment or Notified Town Area identified by
State Government.

(b) all other places which satisfy the following criteria:


(i) a minimum population of 5,000.
(ii) at least 75% of the male working
population in non-agricultural sector.
(iii) a density of population of at least 400
/sq. Km.

Heritage City Development and
Augmentation Yojana (HRIDAY)
Why?
 India has 32 UNESCO recognized natural and cultural
heritage sites, ranking second in Asia and fifth in the world.
Mission to tap the tourist potential of these sites.
 To promote an integrated, inclusive and sustainable
development of heritage sites, focusing not just on
maintenance of monuments but on advancement of the
entire ecosystem including its citizens, tourists and local
businesses.

 Funding- 100 % Centrally Funded. Rs.500 crore would


be provided to the 12 cities selected in the first phase.

Atal Mission for Rejuvenation and Urban
Transformation (AMRUT)
 Why?: Project approach to ensure basic infrastructure services relating to
water supply, sewerage, septage management, storm water drains, transport
and development of green spaces and parks with special provision for
meeting the needs of children. Lay a foundation to enable cities and towns
to eventually grow into smart cities.

 Where?: This Mission will be implemented in 500 cities and towns each with a
population of one lakh and above, some cities situated on stems of main
rivers, a few capital cities and important cities located in hilly areas,
islands and tourist areas.

 In a significant departure from JNNURM, Central Government will not


appraise individual projects.
 Funding : 50 percent of project cost for cities and towns with a population of
up to 10 lakh and one-third of the project cost for those with a population of
above 10 lakh. Total Outlay: 50000 Crores.

Smart Cities Mission
 Why: Intends to promote adoption of smart solutions for efficient use of
available assets, resources and infrastructure with the objective of enhancing the
quality of urban life. Focus will be on core infrastructure services like:
Adequate and clean Water supply, Sanitation and Solid Waste Management,
Efficient Urban Mobility and Public Transportation, Affordable housing for the
poor, power supply, robust IT connectivity, Governance, especially e-
governance and citizen participation, safety and security of citizens, health and
education and sustainable urban environment.

 Where: This Mission will be implemented in 100 cities selected through a


‘City Challenge Competition’ intended to link financing with the ability of the
cities to perform to achieve the mission objectives. Each state will shortlist a
certain number of smart city aspirants as per the norms to be indicated and they
will prepare smart city proposals for further evaluation for extending
Central support.

 Funding : each selected city would get central assistance of Rs.100 crore
per year for five years.

Rajiv Awas Yojana-”
 Why?: “Slum Free India by 2022 by providing people with
shelter or housing, free of cost”
 Where?: Site selection was to be made by the states in
consultation with the Centre giving priority to district
headquarters, cities of religious heritage and tourist
importance, with due consideration to the criterion of the
pace of growth of the city, of slums within the city and
predominance of Scheduled Caste, Scheduled Tribe and
minority population and other weaker and vulnerable section
of the society.
 Funding: 100 % centrally sponsored Scheme

Rajiv Rinn Yojana
 Why?: To give institutional credit to the poorer
segments(Income less than 2,00,000) of the society and increasing
home ownership in the country along with addressing housing
shortage. RRY has been formulated by modifying the Interest
Subsidy Scheme for Housing the Urban Poor (ISHUP) .

 Where?: Urban Slums.

 Funding: It is basically loan giving scheme at subsidised Interest


rates by GoI. Nodal agencies are: Housing and Urban
Development Corporation Limited, National Housing Bank.

Integrated Low Cost Sanitation Scheme
 Why:? To end the practice of manual scavenging. This ministry is the nodal
agency for ending the practice.

 Where?: The scheme was taken up on a `whole town basis’ to all EWS
households.

 What are EWS and LIG Households?- Households with Income less than
Rs. 1 lakh will be classified as EWS(Economically Weak Section) and those
falling between Rs. 1 lakh and 2 lakh would be categorised as LIG(Low Income
Group).

 Funding: Central Subsidy 75%, State Subsidy 15% and beneficiary


share10%.

National Urban Livelihoods Mission

 Please see IYB. This is nothing but NRLM/ Ajeevika in Urban


areas. I am not typing here as IYB explains it perfectly.
