Construction of a new pipe coating plant and Ribbon Cutting Ceremony
Monica oversaw the construction and commissioning of a new pipe coating plant for Shell on behalf
of the Aegion Corp, while working with dignitaries such as Governor John Bel Edwards, Senators,
Congressmen, Port Authorities, and Presidents of both companies.
Organized and hosted the Ribbon Cutting Ceremony.
Grassroots Construction Projects, such as new Distribution Center
Monica oversaw the construction, internal design, all construction material and
equipment procurement, start-up and management of a 100,000 square foot distribution
center for RPM in Lake Charles, LA. Additionally, Monica organized and hosted the
Ribbon Cutting Ceremony with the Mayor of Lake Charles, Randy Roach
Community Development
Westlake Real Estate Board Member for a new subdivision, West Trace Golf Community, located in
Westlake, La.

While on the Board, Monica helped develop all of the Declaration of Covenants, Conditions, and
Restrictions for West Trace Development, a mixed use development, ensuring the city remained within
budget.

Founder and Owner of CSN Magazine working directly with community leaders, business owners, non-
profit organizations and over 120 churches across LA and TX.

Featured guest speaker and small business owner at the annual conference held by SWLA Alliance for
Economic Development as a recipient of their grant.

Community Leader, Civic Planner, Community-based Problem Solver, with a desire to
facilitate cultural change to make local government more dynamic, adaptive, innovative
and results-oriented.
• Member of the Clean Air Coalition in NOLA, which enabled her to discover and secure the
$500,000 grant for the City of New Orleans EMS Ambulances’ Idling Mitigation System which will
protect the engines, lower Green House Gas Emissions and lower fuel usage.

• Monica was instrumental in leading the volunteer efforts with Red Cross in Lake Charles &
Alexandria, LA, while also escorting Reverend Jessie Jackson to both emergency shelters to
speak with evacuees (while Monica’s home was damaged and she was displaced as well).
Additionally, Monica assisted over 100 families from NOLA find affordable to free housing in
SWLA after Hurricane Katrina. Organized the first escorted fuel trucks into NOLA.

• Monica has served United Way for over 30 years, as well as the Women’s Shelter, Rape Crisis
Center, Meals on Wheels, Habitat for Humanity, Calcasieu Council on Aging and many more.

• Monica was on the Board of Directors for the Angus Carter Foundation, who fed the elderly
every weekend.

• Monica was the Executive Director for Women of Worth, USA establishing Women’s Ministry
organizations within 100 churches across the USA.

• Monica served on the Women’s Commission of Southwest, hosting guest speakers as Meredith
Baxter and Jane Pauley
Independent Executive Consultant EMD through FUSE for the City of New Orleans

 Successfully secured a $450,000 grant for the City of New Orleans, working with the Regional Planning Commission and NOEMS
Department to have ZeroRPM install their Idling System into 16 new Ambulances, reducing Green House Gas Emissions, protecting the
engines, while reducing fuel costs.
 Established weekly Staff Meetings, along with the meeting format, while creating a formalized spreadsheet to track department projects.
 EMD 2018 SWOT Analysis.
 EMD 2018 Department Analysis, gap needs analysis.
 Contract Management: Rewriting Tires & Services Invitation to Bid, as well as OEM vehicles repairs through Chrysler, GM, Ford, Decals,
Front End Services, Fire Apparatus, etc. NAPA IBS contract to lower parts costs by 20%. Bulk Oil purchases to lower oil costs by 10%.
 Assisted with relocating all City Vehicles from the HEAL Garage to the VA Garage, saving the City of New Orleans parking reoccurring
fees.
 Assisting with Vehicle Acquisitions and Logistics, while facilitating meetings between EMD and Departments. Goal is to develop SOP.
 Project Management: Successfully completed the Toyota Project creating a projected savings of a significant value.
