RUIDP Phase III)
Mt. Abu is a popular hill station in the Aravalli Range between 24036’ North and
72043’ East in Sirohi district of Rajasthan state in western India near the border
with Gujarat at an altitude of 1212m above MSL. The mountain forms a distinct
rocky plateau 22 km long by 9 km wide. The highest peak on the mountain
is Guru Shikhar at 1,722 m (5,650 ft) above sea level. It is referred to as an oasis
in the desert' as its heights are home to rivers, lakes, waterfalls and evergreen
forests.
RAJASTHAN URBAN SECTOR DEVELOPMENT PRGRAMME
Following works executed by RUIDP under UIDSSMT considering the DPR prepared by Municipal
Board, Mount Abu, accordingly 3 packages were made and work carried out as follows:
Package-1 : (Excavation by Tunnel boring Machine - 700 meter & Pre-cast Manholes - 43 Nos.)
Due to typical geographical conditions earlier under UIDSSMT, one separate package for laying sewers
with trenchless technology was awarded and is under progress.
Package-2 : Sewer Line work (Length of Sewer network-22100 m)
Out of 22 km sewer network about 5.6 km sewers has been laid and remaining 16.5 km sewers is to
be lay under this contract.
Package-3 : Construction of 6 MLD STP.
Similarly, a package for construction of 6 MLD Sewage Treatment Plant (STP) with extended aeration
technology has been constructed. A trial run of the plant has been carried out by pumping drain
water from nearby Nallah.

Important Milestone and Key Time periods for
project work
6 Lateral Sewer Network of internal dia. 200 – 400 mm (including laying through trenchless) including 300
construction and connection of property chambers with main sewers with manholes,
appurtenances, road restoration etc. complete in balance remaining area of sewer zones in scope of
work including testing and commissioning complete.
7 Completion of entire sewerage works including connection of existing sanitary system from inside 365
property boundary up to road side inspection chamber / property chamber (about 5000 Nos.) and
preparation of as built drawing etc
8 Operation and maintenance of entire system as per scope of work 3650
Payments for Design-Build:
For civil works and other items : Progressive payment as per progress of work
For STP, Sewage Pumping Stations and other lumpsum items etc.: 80% of progressive payment as per
progress of work and approved break up of payment + 10% on testing & trial run + 10% on
commissioning.
Payment on Operation & Maintenance
Services
Payment for the Operation Services would comprise two components, namely Fixed
payment and Performance payment, as follows:
• Fixed Payment equal to 70% of the eligible Total Payment for Operation Services with
service delivery in sewerage system;
• Performance Payment equal to 30% of the eligible Total Payment for Operation
Services with service delivery in sewerage system as per Schedule 7: Performance
Target and Measurement
Breakup of performance based O&M Payment:
Total 5 parameters
Achieving effluent parameters – 8 %
Continuous operation of STP– 6 %
CRM centres established, staffed and consumer query satisfaction time adhered– 6 %
Sewer spills from main, branch and lateral sewers– 6%.

Bidding Process: Important Dates:
Date of opening of Technical bids at Office of the Project Director, Jaipur at 15:30 hours on 5th Aug.,
2017

In case there is a holiday on the day of opening of bid, activities of hard copy document submission
and bid opening shall be carried out on the next working day.
Bidding Document
Part 2 is for Price Bid which includes Price Bid form, Preamble to Bill of Quantities and Bill of
Quantities. Bidder to submit his bid in standard BoQ provided by RUIDP available at e – proc
without any modification
Qualification Requirement: Financial
Return on investment (ratio of annual profit before taxes and the net worth) should be
positive for at least three years in last five years.
Bidder’s net worth for the latest year (audited) calculated as the difference between total
assets and total liabilities should be positive.
Minimum average annual construction turnover {with or without Operation and Maintenance
(O&M)} of INR 90 Crores calculated as total certified payments received for contracts in
progress or completed, within the last 3 years.
Qualification Requirement:
Financial
Submission of audited financial statements or, if not required by the law of the Bidder’s country,
other financial statements acceptable to the Employer, for the latest 5 years (Financial Year
2012-13 to 2016-17; in case financial statements are not audited for the Financial Year 2016-17
then for the Financial Years 2011-12 to 2015-16) to demonstrate the current soundness of the
Bidder’s financial position.
Performance in past contracts : Rescinding/ Termination of contracts due to poor performance
shall not be more than 5% of contracts in hand during last 10 years (period ending on bid
submission deadline).
The bidder(s) shall not have applied for Corporate Debt Restructuring (CDR)/ Structured Debt
Restructuring (SDR)/ Joint Lender’s Forum (JLF) or facing follow up action of CDR/ SDR/ JLF or
facing recovery proceedings from Financial Institutions or facing winding up/ Insolvency and
Bankruptcy Code proceedings or those under BIFR in the last 3 financial years (2014-15, 2015 -
16 and 2016-17) and up to the date of bid submission.
Availability of Bidding Capacity should be at least equal to INR 60 Crore INR
Qualification Requirement: Experience
in Key Activities
A. Participation in at least one contract in sewerage sector where the value of the completed or substantially
completed work exceeds INR 48 Cr OR two contracts in sewerage sector where the value of each completed or
substantially completed work exceeds INR 24 Cr within the last 10 years (Should be met by the Bidder)
B. Experience in supply, installation and commissioning of underground urban sewerage system in a minimum
length of 25 Kms (of sewer of minimum 150 mm inner/ outer dia) under single contract (Should be met by the
Bidder).
C. Experience in construction, commissioning and O&M (construction and O&M may be under same or
different contracts) for a period of minimum one year of STP/ CETP (SBR/ MBBR/ ASP process) of minimum
2 MLD capacity (construction or O&M or both requirements could be met by specialist subcontractor (Could
be met by subcontractor; A Memorandum of Agreement (MOA) with sub contractor is required to be submitted
with the bid).
In case of JV, each partner should also meet at least one requirement from either A. (Single work completed
exceeding INR 24 Cr.) OR B OR C for eligibility but not with sub contractor
Bid submission:
Technical bid shall be submitted in Envelope “A” and Envelope “B” and shall comprise the
following:

Letter of Technical Bid
Power of Attorney in original duly attested by Notary.
Demand Draft (DD) for INR 5000/- (tender costs) issued in favour of Project Director, RUIDP,
payable at Jaipur and RISL Fee in from of DD for Rs 1000/- in favour of MD, RISL, payable at Jaipur
Bid Security for INR 120 Lacs in form of BG or FDR from a Bank as stated in Bid document
If applicable, a valid Joint Venture (JV) agreement legally notarized or attested by an appropriate
authority in the bidder’s home country, specifying the work responsibility and financial stakes of
each of Joint venture partners under the contract.
