WHAT IS SYNOPTIC PLANNING?

o Also known as rational comprehensive


approach.
o It is the dominant tradition in planning.
o Based on problem oriented approach.
o Focused on specific problem and solution
that often confront law enforcement.

3 TECHNIQUES TO SELECT ALTERNATIVE

1) Strategic Analysis – study on the courses of actions,


suitability studies, feasibility studies and judgment.
o Suitability - each course of action is evaluated in
accordance with general policies, rules and laws.
o Feasibility - include the appraisal of the effects of a
number of factors weighed separately and together.
o Acceptability – those judge to be suitable and
feasible are then analyzed in acceptability studies

2)Cost-effectiveness Analysis
o Sometimes called benefit or cost
performance analysis.
o The purpose of this form of selection in that
the alternative chosen should maximize the
ratio of benefit to cost.

WHAT IS INCREMENAL PLANNING ?

o Incrementalism concludes that long range and


comprehensive planning are not only too difficult
but inherently bad.
o Problem are seen as too difficult when they are
grouped together and easer to solve when they
are taken one at a time and broken down into
gradual adjustment over time.
WHAT IS TRANSACTIVE PLANNING?

o Carried out in face-to-face interaction with the people


who are affected by the plan.
Techniques include:
o Field survey
o Interpersonal Dialogue marked by a process of mutual
learning
o Found in crime detection and prevention program
o Used in determining public opinion of police
WHAT IS ADVOCACY PLANNING

o Beneficial aspects of this


approach include a greater
sensitivity to the unintended and
negative side effects of plans
WHAT IS RADICAL PLANNING?

o First mainstream involves collective action to


achieve concrete results in the immediate
future.
o Second mainstream is critical of large scale
social processes and how they permeate the
character of social and economic life at all
levels, which, in turn, determine the structure
and evolution of social structure.
CONSIDERATION IN POLICE PLANNING

1)Primary Doctrines
o Fundamental Doctrines - the basic
principles in planning organization and
management of the PNP in support of the
overall pursuit of the PNP vision, mission and
strategic action plan of the attainment of
the national objectives
CONSIDERATION IN POLICE PLANNING

o Operational Doctrine - the principles and rules governing the


planning, organization and direction and employment of the
PNP forces in the maintenance of peace and order, crime
prevention and suppression, intern security and public safety
operation.

o Functional Doctrines - these provide guidance for specialized


activities of the PNP in a broad field of interest such as
personnel, intelligence, operations, logistics, planning, etc.

2) Secondary Doctrines
o Complimentary Doctrines - formulated by two or more
bureaus in order to effect a certain operation with regard to
public safety and peace and order.
o Participation of other bureaus of BJMP, BFP, PPSC, NBI and
other law enforcement agencies.
o Ethical Doctrines - define the fundamental principles
governing the rules of conduct, attitude, behavior and ethical
norm of the PNP.

OBJECTIVES
1. Ensure the effective implementation of all resolutions
adopted at the ASEANAPOL Conferences;
2. Serve as a coordination and communication mechanism
to allow members to establish and to maintain all channels
of interaction amongst members;
3. Foster mutual assistance and cooperation amongst
members; and
4. Endeavour to increase regional cooperation efforts
against transnational crime.
FUNCTIONS
o Prepare and implement work plans for effective implementation of
all the resolutions adopted in the annual Joint Communiqués
signed at the ASEANAPOL Conferences;
o Facilitate and coordinate cross-border cooperation on intelligence
and information sharing and exchange;
o Facilitate and coordinate joint operations and activities involving
criminal investigations, the building and maintenance of the
ASEANAPOL database, training, capacity building, the
development of scientific investigative tools, technical support and
forensic science;
o Provide support and necessary assistance in organizing the
ASEANAPOL Conferences.
o Submit on a quarterly basis to the Chiefs of ASEAN Police Forces
proposals on all planned programmed and activities to be carried
out.
o Prepare an annual report on its activities and expenditure to be
presented to the ASEANAPOL Executive Committee immediately
before the ASEANAPOL Conference, and distributed to all members
and to the ASEANAPOL Conference; and;
o Act as a custodian of all documents and records of ASEANAP.
EXECUTIVE DIRECTOR
o The Executive Director of the Secretariat shall be appointed by the
ASEANAPOL Conference upon nomination on a rotational basis in
alphabetical order for a term of two years.
o The Executive Director of the Secretariat shall be a Senior Police
Officer of the rank of Colonel and above or its equivalent.
o The Executive Director will be assisted by Director for Police Services
and Director for Plans and Programs shall be a Senior Police Officer
of the rank of Major and above or its equivalent
