THE DIVISION
SUPERINTENDENT OF
SCHOOLS
Based on the Integrated
Organization Plan of 1972
there should be more
than 500 teachers, public
and private can be made
a Division.
The Schools Division
Superintendent is the direct
representative of the
Regional Director in the
administration and supervision
of both public and private
pre elementary, elementary
and secondary education
within his Division.
As an executive and
administrator he sees to it
that all rules, regulations,
plans, and policies of the
Department of Education and
Culture on pre-elementary,
elementary, and secondary
education are being followed.
Deals with such matter
as school budget, school
building construction,
and appointment,
transfer, promotion,
demotion, discipline of
teachers in his Division.
To improve instruction
in all subjects in the
school curricula
.

Powers and Duties of the
Division Superintendent
He is an ex-officio member of
the Civil Service Examining
Board and is required by the law
to fulfill such duties as required
of him by the Director of the
Bureau of Civil Service.
5. To take charge of the in-service
training of teachers –
He is expected not only to supervise the
teachers , but also to direct their study
and improvement.
2. The Superintendent as an
Organizer
- he should make survey to his
school system and the communities
where the school is located in order to
discover the needs or problems of the
schools, teachers, pupils, communities
and the problem of the people.
3 . The Superintendent as a
Supervisor
- he must center his supervisory
activities on the improvement of the
total teaching-learning situation, and
in order to be able to accomplish
this, he should possess broad
knowledge of the subject matter,
methods and techniques of teaching.
4. The Superintendent as a
Coordinator
- coordinate the work and activities
of his division supervisor, district
supervisor, principals and classroom
teachers, and should promote complete
understanding among them. He should
give the necessary stimulation, direction,
and guidance so as to secure unity of
action necessary to the improvement of
teaching & learning.
5. The Superintendent as a
Leader
- provide professional
leadership for the staff, offer
expert advice and guidance to
the supervisors and furnish
educational leadership to the
community.
Generally the duties of the Division
Superintendent fall under the following

Division Supervisor
• Assist the Superintendent in
carrying out the educational
programs in the division; and
• Visits the different districts,
elementary and secondary schools
in the division for evaluating and
improving their work.
Secondary School Principal
• Assign the teachers and to prepare
school programs
• To supervise the method of
instruction
• Conduct in-service education to his
teachers
• Evaluate the effectiveness of
teaching & learning
• Maintain good public relation
District Supervisor
• Administrator in small scale;
supervisor in a large scale
• Supervised the instruction in
the elementary grades
• Inspect every school in his
district at least once a
month
