Major Functions:
a. Implement laws, policies,
plans, programs rules and
regulations of the
Department in the regional
area.
b. Formulate and evaluate the
execution of plans and program
in the region.

c. Prepare and submit plans


and programs for the region
for approval and or
incorporation in the
Department`s overall programs;
d. Provide economical,
efficient, and effective
service to the people

e. Coordinate with regional


offices and other
departments, bureaus, and
agencies in the region
f. Coordinate with local
government in the area

g. Perform such other


functions as may be
provided by the law.

and responsibilities:
I. Administrative Division
and its Functions:
a.Develop a well-planned ,
directed, and
coordinated personnel &
administrative program

b.Handle personal
transactions
c. File & maintain
necessary record &
documents

d. Receive & distribute


correspondence
e. Handle publication &
information

f. Handle cash receipts &


disbursements
g. Receive store, &
distribute supplies,
materials and equipment

h. Handle the legal matters


and problems.
i. Provide security guarding,
janitorial, duplicating,
messenger and transportation
services

j. Perform such other


functions as may be provided
by the law.
II. Finance and
Budget Division and
its functions
a. Develop, subject to set
budgetary ceiling, fund
estimates in support of the
Region`s plans & programs

b. Assist in the execution and


control of the approved budget
of the Region
c. Maintain basic accounting
records and books of accounts

d. Prepare and submit financial


statements and reports and
certify the availability of funds
and/or allotments, and to the
correctness of vouchers, journals,
bills and other financial reports;
e. Provide the director with the
necessary staff advice,
assistance and services on
budgetary, financial and
management improvement
matters; and

f. Perform such other functions


as may be provided by the law.

b. Enforce standards, rules,


and regulations of the
Department
c. Conduct in-service training
program for the instructors and
administrative staff who are
employed at the first and second
levels of education in the specific
province or city
d. Provide the Regional Office with
the necessary data and information
on the first and second levels of
education in the specific province or
city
e. Provide the Regional Office
with the necessary data and
information on the first and
second levels of education as may
be required
f. Coordinate with other local and
national government units located
in the Region; and
g. Perform such other functions as
may be provided by law.

THE DIVISION
SUPERINTENDENT OF
SCHOOLS
Based on the Integrated
Organization Plan of 1972
there should be more
than 500 teachers, public
and private can be made
a Division.
 The Schools Division
Superintendent is the direct
representative of the
Regional Director in the
administration and supervision
of both public and private
pre elementary, elementary
and secondary education
within his Division.
 As an executive and
administrator he sees to it
that all rules, regulations,
plans, and policies of the
Department of Education and
Culture on pre-elementary,
elementary, and secondary
education are being followed.
Deals with such matter
as school budget, school
building construction,
and appointment,
transfer, promotion,
demotion, discipline of
teachers in his Division.
To improve instruction
in all subjects in the
school curricula
.

Guide and leader in


educational matters.
Have a thorough understanding
of the general and specific aims
of education in the
New Society, and must achieve a
basic educational philosophy
representative of high idealism
based on human dignity and
value.

Powers and Duties of the
Division Superintendent

According to Section 917 of the


Revised Administrative Code
a.He shall exercise a general
superintendence over the
schools and school interest in
his division.
b.He shall examine the
schoolhouses(bldg use as a
school) occupied for public
instruction within his division
with a view of determining their
c.He shall appoint municipal
teachers to serve in schools
within his division and to fix
their salaries from year to
year, within the limits of the
funds appropriated by the
municipal council.
d. He shall make himself familiar
with the supplies and textbooks
needed in each school in his
division and make report of the
same at as early a date as
possible to the Director of
Education (Public schools), who
may furnish the supplies needed.
e. He shall see to it, by personal
visits and by requiring reports from
the principal teacher of each school,
that the curriculum for the primary
and secondary schools prescribed by
the Director of Education (Public
Education), is complied with.
f. He shall have control over the
uses of the provincial and
municipal school buildings; and
their use for purposes other
than such as are incident to the
conduct of the public schools
shall be subject to his approval
or to the approval of his
representative.
(The Superintendent of the City
of Manila shall exercise similar
powers and subject to similar
duties with regards to the city
schools.)
Other duties:
1.To conduct investigation-
charges made against teachers
and other personnel of his
division.

2.To take charge of pupil`s

administration of all pupil`s
fund in his division.

3.To make an estimate of


school expenditures –
Required to submit yearly to each
municipal council (December or
end January) his estimate of the
expenditures necessary to
maintain schools in the respective
municipalities during the next
calendar year.
4. To act as a member of the
Civil Service Examining Board –

He is an ex-officio member of
the Civil Service Examining
Board and is required by the law
to fulfill such duties as required
of him by the Director of the
Bureau of Civil Service.
5. To take charge of the in-service
training of teachers –
He is expected not only to supervise the
teachers , but also to direct their study
and improvement.

scholarship
7. To act as a member of a special
committee –
Boy Scout Committee, Red Cross
Committee, Clean-up Week Committee etc.

1.The Superintendent as an Executive
- executive officer of the whole
school system in the division.

2. The Superintendent as an
Organizer
- he should make survey to his
school system and the communities
where the school is located in order to
discover the needs or problems of the
schools, teachers, pupils, communities
and the problem of the people.
3 . The Superintendent as a
Supervisor
- he must center his supervisory
activities on the improvement of the
total teaching-learning situation, and
in order to be able to accomplish
this, he should possess broad
knowledge of the subject matter,
methods and techniques of teaching.
4. The Superintendent as a
Coordinator
- coordinate the work and activities
of his division supervisor, district
supervisor, principals and classroom
teachers, and should promote complete
understanding among them. He should
give the necessary stimulation, direction,
and guidance so as to secure unity of
action necessary to the improvement of
teaching & learning.
5. The Superintendent as a
Leader
- provide professional
leadership for the staff, offer
expert advice and guidance to
the supervisors and furnish
educational leadership to the
community.
Generally the duties of the Division
Superintendent fall under the following

• Assist the Superintendent in
carrying out the educational

• Visits the different districts,
elementary and secondary schools
in the division for evaluating and

• Assign the teachers and to prepare
school programs
• To supervise the method of
instruction
• Conduct in-service education to his
teachers
• Evaluate the effectiveness of
teaching & learning
• Maintain good public relation
District Supervisor
• Administrator in small scale;
supervisor in a large scale

the elementary grades
• Inspect every school in his
district at least once a

In fulfilling his/her role as
educational leader of district, the
critical functions of the
superintendent include the
following:

- Ensure that all students in the


district receive adequate academic
programs & service equitable
treatment, and are served in a safe
healthy learning environment.
- Manage the day-today operations of
the district as its chief executive.

- Draft & prepare recommendations


for policies

- Oversees the implementation of


board policies and the development
of appropriate administrative
regulations
Provide educational leadership in the design

and implementation of programs & services to


accomplish the district goals.

- Ensure the annual performance appraisal of


staff.

- -develop/maintain an effective process for


recruiting, screening, selecting & assigning
employees, and for handling grievances and
termination procedures.
