BRIEF SITUATIONER
Demography
Carmona has 14,885 households. The average
number of persons per household is 4.
Barangay Milagrosa is the most populated while
Brgy. 2 posted the least population. In Carmona,
female outnumbered the males.

Urbanization level showed a increasing trend


since 1990 due to developments that occurred
in rural barangays. The presence of economic
activities/ opportunities in areas outside of the
Poblacion added to the increasing population in
the rural barangays.
Carmona’s population is continuously increasing with a
growth rate pattern not higher than 7% every year. The
highest growth rate recorded at 6.98% was in 1970 due to the
influx of resettled families from the barrios of San Jose and
San Gabriel which became part of Carmona.

The decrease in growth rate in 1980 at 2.68% was due


to the creation of these two barrios into the Municipality of
General Mariano Alvarez (GMA) under Proclamation No.
2033. Censal year with the least average growth rate was in
1948 registering a mere 0.41% growth rate.
SERVICES
Education
On Education, additional school facilities should be provided in
some elementary schools such as laboratory, shops, clinics, and
among others. This necessitates the construction of 329
additional classrooms and a projected area requirement of 2.00
hectares for this expansion. While in high school level, 61
teachers should be added and 109 classrooms in the next 10
years.

In spatial requirement, an additional 2 hectares will be needed for


the construction of tertiary schools to cater the 44% increase in
the school-going age population for the next ten years.
Housing
On Housing, the projected 24,006 households and
the current backlog of 836 housing units are
projected for construction in the next 10 years. This
would mean an additional 97.86 hectares for
residential uses for the planning period and with an
assumption that all existing residential subdivisions
are filled. A building compact or low impact green
building approach is highly encouraged.
A vertical urbanism and green architecture design of
the building will be introduced in the future or the so
called one super block which is a place to live, work,
shop, dine, worship and even relax. Another option is
the introduction of green urbanism/green energy
design of the building to maximize the natural light,
energy and ventilation.
Health
On Health, the current hospitalization
rate of 5.5% is expected to increase by
75% given the increasing residential
development in the area and the
nearby municipalities. A projected area
requirement of 2.3 hectares is also
needed to accommodate these health
facilities. A conversion of 15-bed to100-
bed capacity hospital with complete
medical equipments and laboratory
facilities has been evaluated for the
future requirements.
Social Welfare Services
On Social Welfare Services, 53 Day Care Centers
will be provided for the projected 26,500 additional
families in the next 10 years. The current Senior
Citizen Center needs to be expanded or relocated
into a 500-squre meter-area to accommodate their
recreational, educational, health and social
programs.
Moreover, the office of the DSWD shall be expanded for
mobility and to provide enough space for interview and
counseling, a conference room, separate living quarters for
male and female personnel in times of disaster or
emergency operations, an ample space for receiving
clients, an exclusive space for conducting intake interview
and a storage for stock piling to relief operations.
Sports and Recreation
On Sports and Recreation, adequate sports and
recreational facilities and open spaces in subdivision
development are religiously provided. Despite the presence
of private sports and recreation facilities in the area, the
Carmona Sports Center will be expanded to 35.78 hectares
which will cater to commercial and recreational activities
hence, a total increase of 37.05 hectares.
Natural environment
On Natural Environment, the AKO BASURERO campaign intensifies the
eco-livelihood program, which is the Basura Palit Gamit atbp, Recyclable
increases and expects to double each year. This highlights the banning of
plastic bags and other non-biodegradable materials which is one of the
primary concerns of the LGU on the solid waste management program
and pollution prevention and control.

This, however, entails additional 1.8 hectares for the expansion of


Ecology Center. River clean-ups per Barangay will be intensified. All
environmental programs will be implemented and spearheaded by
MENRO.
Protective Services
On Protective Services, lack of manpower and state-
of-the art telecommunications, rescue and transport
facilities, and upgraded skills and technologies are
the main concern of these institution. It is
recommended that separate area of 2,500 sq.m.for
police station be provided, and jail facility with an
area of 500 sq.m.
Agriculture
On Agriculture, 623.94 hectares will be deducted from the
existing agricultural area. This includes the conversion of
45-hectare-lot into non-agricultural use at Barangay Lantic
which consists of communal and private rice land. This is
partly idle and is no longer feasible for agricultural use.
Another is the former Planned Unit Development (PUD)
which will be converted to Eco-tourism, and slope and
watershed protected area.
Commerce and Industry
On Commerce and Industry, there will be no more
expansion for industrial area instead a need to fill in all
vacant industrial subdivisions will be encouraged. Only light
to medium industries will be entertained to protect the
environment. While commercial area will increase by 34.43
hectares yielding a total of 96.98 hectares of land. The old
cemetery which is being closed with an area of 1.27 hectare
will be utilized for industrial use.
Tourism
On Tourism, the presence of tourism facilities and services
such as hotel, restaurants, sports and recreational areas,
casino, transportation and other facilities has designated
Barangays Lantic, Mabuhay and Maduya as tourism zone,
though more of its support facilities are located at Poblacion
area. While the steep-sloped lots along Governor’s Drive
has been designated as Eco-Tourism zone. This will be a
place for biking, trekking/hiking, camping, sight-seeing and
other relevant hobbyists’ activities and constitutes a total
area of 118.99 hectares.
While the Eco-Center, being the center for Lakbay
Aral, is considered as one of the LGUs visiting zone.
The unique and best LGU best practices on Solid
Waste Management caused Carmona to be a
destination for learning of many LGUs. Allocated for
this is additional 1 hectare-lot for its expansion.
Road Network
Carmona’s road network does not suffice its requirements.
Based on the conventional standard of 1 km per square
kilometer, the municipality still needs additional 57.33 km of
roads. In 10-year-time, the LGU will need additional 69.42
km of road. Abandoned road which measures 2908 km x 4
km will be utilized and developed as well as the new
circumferential road for external and internal linkages. The
total road network for development has a total area of
80,356 sq.km. or 8.03 sq.km. Bridges will be constructed for
future linkage with the nearby cities of Binan and Sta.Rosa.
Drainage
On Drainage, there are 25 km of roads in some parts
of Barangays 9,11,12,13 and 14 which have no
drainage lines. A Comprehensive Drainage and
Sewerage System will be developed and
implemented. While encroached structures along
creeks, canals and water bodies will be cleared.
Strict enforcement of Building Code will be observed.
Power Utilities
On Power Utilities, 6% of the total
household population has no
electricity. In 10 years, MERALCO
service is expected to expand since
more housing developments are
coming. Electric posts will be
relocated according to its location
plan.
Water Utilities
On Water Utilities, 66% of the
total household population is not
being served by Carmona Water
District because of its high
consumption cost. It is
recommended that some
measures be granted to lower its
consumption.
SPATIAL STRATEGY (Concept Plan)
The multi-nodal urban form of development shall be
recommended as these options lead to a well-developed
Carmona up to the end of the planning period in 2022; The
Old Town, The Financial/Commercial District and the New
Town Development. The Old Town is the main growth
center where original built-up areas are found. There will be
no significant development to be introduced but more on
maintenance, upgrading and improvement of infrastructure
facilities and utilities.
The Financial/Commercial District will serve as the face of
the Municipality since the South Luzon toll ways are located
here. This is where all commercial banking institutions and
public market are located as well as some major
manufacturing industries. Considering the volume of traffic
being generated, roads and bridges capacity shall be
prioritized.
Circulation and pass thru traffic roads shall be given
emphasis to avoid traffic congestion. The central terminal for all
types of vehicles shall be connected to all points of development
through construction and maintenance of road linkages as well
as zip/cable lines. Mixed commercial- recreational zone will be
developed and so with commercial-residential zone.

A new vertical and green urbanism design of buildings will


be initiated. This goes along with a pedestrian-friendly
environment and assured public safety through development of
arcaded walkways.
The location of the baseball field in Lantic will be
expanded and developed into a commercial-recreational
zone which will house multi-purpose sports facilities. More
commercial development shall be entertained. However,
the new concept of environment protection and
preservation highlights the Eco-tourism development in
Bancal and Mabuhay. The area will be for bikers, trekkers
and hobbyists.
Construction of pedestrian overpasses is likewise
deemed appropriate to curb the road accidents
occurring in front of BPI Maduya, 7-11 in Cabilang
Baybay, WalterMart and Bancal Elementary School.
Construction of roads from Barangay 6 to 8 and from
Brgy.1 to Mayor’s Boulevard shall be prioritized.
A slaughterhouse shall be established in Pasong Tuko,
Brgy. Maduya. In compliance to the Solid Waste
Management Act, an additional 2.87 hectare-lot is being
proposed for the expansion of Ecology Center/MRF in
Brgy.Lantic. Moreover, a bigger area yard for motorpool will
also be established for the maintenance of increasing
municipal vehicles including heavy equipments and
maintenance area.
