EXTENSION IN CONTRACT PERIOD & COST

ENHANCEMENT OF CONSULTANCY SERVICES OF


M/S NESPAK PRIVATE LIMITED

DESIGN AND SUPERVISORY CONSULTANTS FOR


GOMAL ZAM DAM COMMAND AREA
DEVELOPMENT PROJECT
• The GoKP launched a Flagship project costing Rs. 3373.61 Million
during 2014-15 in districts DI Khan and Tank with the support of USAID.

• The main objective of the project is to bring 191,139 acres Culturable


Command Area under Cultivation to enhance Productivity and improve
the Socio-Economic conditions of the Local Community.

• Main Components under the said Project are


1. Command Area Development,
2. Productivity Enhancement of Crops, Horticulture & Livestock,
3. Value Added Agriculture & Livestock, and
4. Marketing of Marketable Product.

• In order to carryout the activities, various consultant have been


hired.
• The Design and Supervisory Consultants (M/S NESPAK) have been
engaged to establish:
 Canal Irrigation Network on 191,139 acres,
 High Efficiency Irrigation System,
 Water Storage Reservoirs,
 Farm to Market Roads Network, and
 To carry out Precision Land Levelling.

• M/S NESPAK was hired through competitive bidding costing Rs. 84.02
Million for a period of one year (26/07/2016-25/07/2017) against Rs. 97.09
million allocation in the PC-I.

• The works so assigned were not completed within the agreed


contractual time period due to:
 Non-completion of 15 minor canals,
 Submission of 147 Nos. of Revised Engineering Chakbandies by
WAPDA in May 2019.
 Non-constitution of WUAs before initiation of said Civil Works,
 Bad Law and Order situation in project area.
• Addendum-1 was issued for additional cost of Rs. 38.316 million with
the approval from the PSC in its 6th Meeting held on 27th Nov, 2017.

• NESPAK has received payment of Rs. 21.004 million against its invoices.
• The Addendum-1 period expired on 26th August 2018.

• The negotiated amount of Addendum-II to be signed with NESPAK for


further two (02) years is Rs. 98.662 million.

• The Finance and Law department as well as KPPRA were approached


and recommended the extension of the contract for two years as the
engagement of any other consultant would result in incompatibility or
technical difficulties in operation and maintenance; as envisaged under
Section 14 KPPRA Act, 2012.

• The Cabinet is requested to accord approval of this Summary in the best


public interest.
