 PHILOSOPHY OF SCOUT ADVANCEMENT
• It offers a series of basic activities to boys, which
will help them to develop their physical, moral,
social and spiritual well-being and have fun while
doing it.

• As each boy progresses, he will come to realize

that he is capable of undertaking increasingly
difficult skills and certain responsibilities towards
other people.

• Most important of all, his progress is recognized by

the award of a badge.

 PRINCIPLES OF SCOUT ADVANCEMENT
• The boy is encouraged to compete
• Advancement should happen as a result of his normal
experience in the Unit
• Opportunity to practice requirements rather than to be told
about it too often
• Scout ranks represents Scout’s degree of qualification
• Realization and internalization of the Scouts advancement
and putting them into practice
• Must be presented attractively and be fun. Must be
enjoyable and leading towards a definite end.
• It is only a means to an end as the objective is not to
produce Eagle Scouts or Leaping USA scouts, but men of
character, trained for responsible citizenship.

 THE BADGE SYSTEM
1. Produce boys of character, trained for citizenship, and
service to others.
2. Give hope and ambition even to the dullest and most
backward boy to attain a certain level of knowledge and
skills.
3. Recognize what a boy is able to do and not a reward
for what he has done.
4. Capture the boy’s interest and expose him successively to
those experiences which will make him grow into the man
we want him to be.
5. Adhere to the educational principle of letting each boy
proceed at his own rate.
6. Provide a new type of competition, e.g. competing
against himself.

 The Merit Badge Counselors
• Man of fine character
• Be able to win friendship and confidence of boys
• Parents must have confidence in him
• Have knowledge of Scouting
• Understand and work with the philosophy of Merit Badge
• Willing to meet occasionally with other MBCs and
participate in training activities
• Must have had a measure of success in the subject in
which he is counselor
• Must know how to put over his subject with boys
• Be socially minded, responsive to religious and community
activities

 The Merit Badge Counselors
• Possess enough knowledge and expertise in the subject
• Must personally subscribe to the Scouting principles
• Preferably be registered with the BSP
• Earn the confidence of parents
• Understand and accepts the philosophy of the Merit Badge
scheme in working with Scouts
• Secure, read, and understand the requirements of the MB
subject he has applied as counselor
• Participate in training activities
• Use appealing method of presentation to Scouts to arouse
interest in his subject
• Be socially-minded, eager to help prepare Scouts for
leadership in society
