PROJECT PROPOSAL:
POL Depot is engaged primarily in receipt, storage and filling of tank trucks for
distribution of petroleum products in the region.
IOCL wants to propose the expansion of MS (1x10592 KL), HSD (1x9025 KL),
SKO (1x2100 KL) and 4nos. TLF bays within existing oil terminal at Jasidih,
District-Deoghar, Jharkhand. Petroleum product will be received through
existing Haldia-Barauni pipeline of IOCL.
IOCL obtained consent to establish from Jharkhand SPCB, Ranchi vide Ref. no.
B-5614, dated 31.10.2013 and CTO vide Ref. no.B-2222, dated 01.07.2014.

a.1 No. Internal Floating Roof Tank of 10592 KL for Storage of MS.
b.1 No. Cone Roof Tank of 9025 KL for Storage of HSD.
c. 1 No.Cone Roof Tank of 2100 KL for Storage of SKO.

• The petroleum products like MS, HSD & SKO will be received through existing
12" Haldia-Barauni pipeline passing adjacent Jasidih Terminal of IOCL at
Jasidih, District-Deoghar, Jharkhand.
• The existing terminal is having storage Capacity of 32120 KL. After expansion
Capacity will be increased to 53837 KL.
• Different sets of pumps and inlet/outlet pipelines from the storage tanks have
been provided for different products.
• Three dedicated pipelines for the three products MS, HSD & SKO have been
provided.

Portable fire extinguishers will be installed on pump stations, tank farms and buildings.
Mobile fire fighting trolleys with foam monitors, hoses, etc. also will be provided.
Fixed fire fighting monitors will be located at the pump station and truck loading gantries.
Tanks will be equipped with fixed cooling water and foam pourer.
The records will be analyzed on daily basis by the concerned officer and faults will be rectified on
immediate basis.
The fire water pumps are activated automatically. When the fire-water header pressure is low, the
jockey pump maintains the pressure automatically. The foam is sucked through Venturi system
All routine exercises shall be carried out on the basis of standard SOP as a part of preventive
measures to eliminate leakage and accidents. Preventive maintenance of equipment shall be carried out
as per OISD guidelines

The vapour coming from TLF bays which is rich in hydrocarbons, passes into the
absorber column where the bulk of the hydrocarbon is absorbed in a counter flow of
gasoline. The small amount of air present, particularly during the purge stage, passes
out of the top of the absorber column and results in a small carry over of
hydrocarbons, which is sent to carbon bed, which is in adsorption mode.
• B-51 & B-52 are two adsorber vessels (Adsorption on B-52 and desorption on B-51)

The tanks farm area has been provided with dykes of adequate capacity as per OISD norms,
to contain any leakage or accidental release due to failure of equipments. An oil water
separator has been provided for treatment of oily waste water generated during operation
of the Terminal.
The fire fighting network has been designed based on OISD 118 (Layout for petroleum
installation). The capacity of various Fire Fighting equipments has been designed based on
the guidelines stipulated under OISD 117
