- refers to a government-funded Scholarship

students to serve the public good and enlarge the

available to students belonging to poor
families and marginalized sector.
c. Student Loan
-refers to a modality of students financial
assistance consisting of short-term or long-
term loans which shall be paid by the
students, parents, guardians, or co-makers.

Act of 2017
Rule 1.Free Higher Education (HE) in
SUCs and LUCs
Section 4.Coverage.
All Filipino students who are either
currently enrolled at the time of the effectivity
of the Act, or shall enroll at any time
thereafter, in courses leading to a bachelor’s
degree in any SUC and LUC shall be
exempt from paying tuition and other
school fees for units enrolled in.
 Section 7. Benefits.
 All students availing themselves of the free
higher education provision shall be entitled to:
a. Free tuition
b. Free miscellaneous
c. Other school fees:
-library fees, computer fees, laboratory fees,
school ID fees, athletics fees, admission fees,
developmental fees, guidance fees, handbook
fees, entrance fees, registration fees, medical
and dental fees and cultural fees.
-first copy of school ID, Library ID and
students handbook.
Rule 2. Tertiary Education Subsidy (TES)
 Section 23. Benefits.
The TES may support the cost of tertiary
education cover the following:
a. Tuition and other school fees.
b. Allowance for books, supplies,
transportation, documented rental or
purchase of personal computer or Laptop.
c. Allowance for room and board cost
d. Special services, personal assistance,
transportation, equipment and supplies.
Rule 2. Tertiary Education Subsidy (TES)
e. Application fees, notarial fees, review
classes fees, insurance premium fees and
documentation fees.
Rule no. 3 Student Loan Program(SLP)
For Tertiary Education
- refers to a modality of student financial
assistance consisting of short-term or long
term loan.
Section 34- Eligible students-borrowers
shall receive loan amounts approved by the
SLP.

Provision in the Act.
-The free tertiary education shall not
discriminate among its beneficiaries and
may not be used as justification for
removal of the right of a students to
avail of other government support to the
education. The student may avail both
TES and SLP and other provision in
the Act.

private high schools, including students in

5. Scholarship grants to students graduating
as valedictorians and salutatorians from
secondary schools
6. Tuition fee supplements to students in
private colleges and universities; and
7. Education Loan Fund.
SEC.11. the right of any student to
avail himself/herself of the benefits
under this Act shall not apply if he/she
fails for one (1) school year in the
majority of the academic subject in
which he/she has enrolled during the
course of his/her study unless such
failure is due to some valid cause
beyond his/her control.
