The church position as stated in Handbook 2:

Administering the Church

In 1936 the First Presidency outlined a welfare
plan for the Church. They said: “Our primary
purpose was to set up … a system under which
the curse of idleness would be done away with,
the evils of a dole abolished, and independence,
industry, thrift and self respect be once more
established amongst our people. The aim of the
Church is to help the people to help themselves.
Work is to be re-enthroned as the ruling principle
of the lives of our Church membership” (in
Conference Report, Oct. 1936, )
Self-Reliance
Self-reliance is the ability, commitment, and effort
to provide the spiritual and temporal necessities
of life for self and family. As members become
self-reliant, they are also better able to serve and
care for others.
Church members are responsible for their own
spiritual and temporal well-being. Blessed with
the gift of agency, they have the privilege and duty
to set their own course, solve their own problems,
and strive to become self-reliant. Members do this
under the inspiration of the Lord and with the
labor of their own hands.
The Lord has established the law of tithing and the law of
the fast, which includes fast offerings, to bless His people
(see Isaiah 58:6–12; Malachi 3:8–12).
The Blessings of Fasting and Fast Offering:
“Is not this the fast that I have chosen? to loose the bands
of wickedness, to undo the heavy burdens, and to let the
oppressed go free, and that ye break every yoke?...8 ¶
Then shall thy light break forth as the morning, and thine
health shall spring forth speedily: and thy righteousness
shall go before thee; the glory of the Lord shall be thy
rearward. 9 Then shalt thou call, and the Lord shall
answer; thou shalt cry, and he shall say, Here I am. “-
Isaiah 58:5-9

“When Church members are doing
all they can to provide for
themselves but cannot meet their
basic needs, generally they should
first turn to their families for help.
When this is not sufficient or
feasible, the Church stands ready
to help.” – Handbook 2
The LORD’S WAY of Addressing OUR OWN
CHALLENGES/PROBLEMS.
• Own Efforts- what resources we have including gadgets,
savings etc? LIFE before LIFESTYLE first.
• Extended Family- including in laws, Relatives can solicit
help.
• Community Resources- Government has allotted budget in
every town, city, district. PCSO, DSWD and Mayor’s,
Congressman’s offices have budget allocation too. Some
NGO (Non-Government Organizations, Foundations) have
funding too. Thus, we are strongly encourage to avail
government hospitals and clinics before we go to PRIVATE
HOSPITALS. It is an impression that when we choose to be
admitted in PRIVATE HOSPITALS we have the capacity to
pay lest we should opt to avail what the government
offers.
• Ministering Brothers and Sisters- they
can help by giving referrals,
recommendations, connections. Etc.
• Elders Quorum and RS- this council is
the Lord’s channel how to best assist
individuals and families.
• Bishop- offers assistance
Fast offerings are used exclusively
to meet welfare needs.
It is then vital that each one of us
will abide in the law of the fast so
that we can help our needy and
poor brothers and sisters.
“And now behold, my beloved brethren, I say
unto you, do not suppose that this is all; for
after ye have done all these things, if ye turn
away the needy, and the naked, and visit
not the sick and afflicted, and impart of your
substance, if ye have, to those who stand in
need—I say unto you, if ye do not any of
these things, behold, your prayer is vain, and
availeth you nothing, and ye are as
hypocrites who do deny the faith” Alma
34:28
LAW OF TITHING
8 ¶ Will a man rob God? Yet ye have robbed me. But ye say,
Wherein have we robbed thee? In tithes and offerings. 9 Ye are
cursed with a curse: for ye have robbed me, even this whole
nation.
10 Bring ye all the tithes into the storehouse, that there may be
meat in mine house, and prove me now herewith, saith the Lord
of hosts, if I will not open you the windows of heaven, and pour
you out a blessing, that there shall not be room enough to
receive it.
11 And I will rebuke the devourer for your sakes, and he shall not
destroy the *fruits of your ground; neither shall your vine cast her
fruit before the time in the field, saith the Lord of hosts. Malachi
3:8-11

(*fruits of your ground-means also our jobs, livelihood, business
